Tallulah Slater Contract Specialist Request for Information Chattanooga National Cemetery

835-CM-3035

March 21, 2019 JG&A Responses in Red-/ 3/29/19

1. Can you provide a Spec and a detailed Drawing for the Retaining Wall as more information is required to properly price this scope.? Refer to Detail 13 on C-501. Alternative manufacturers

1. What is the intent of the spray foam insulation on the steel columns on the committal shelter?

Please reference Detail 2/A-301 Exterior Wall Cross Section. Rigid insulation is included to provide additional support to masonry veneer at structural column locations. Column Details 4, 5, 6 & 7 should reference the rigid insulation from Detail 2 rather than the spray foam insulation for proper constructability of column masonry veneer.

1. Is the spray foam insulation required?

No, see response to Item 2 above.

1. CD102 Indicates which trees are to be removed in Phase I, however, it does not indicate if we are to protect any trees in the Phase I limits of construction. Please indicate if there are to be any trees protected in Phase I. There are no trees within the limit of work that will require tree protection.

1. C-200 Road Plan and Profile: Can you please provide a drawing that provides clear limits of the new road, as the current drawing shows many lines and it is hard to identify the intent for the new road. To provide better clarity a revised C-200 provided. Existing and Proposed contours turned off, edge of pavement and edge of asphalt lineweights increased. No changes to road alignment/profile/structures. Refer to C-102 for grading.

1. 01 57 19- 10 Temporary Environmental Controls in Section F. Noise Control, for example it states to “2b. Use shields or other physical barriers to restrict noise transmission. AND 2c. Provide soundproof housings or enclosures for noise-producing machinery.” Are these measures required?

Normal sound reduction measures will be required for this project. Shields, physical barriers or enclosures for noise producing Machinery will not be necessary.

1. Many of the Spec sections reference to install… “as shown and as per requirements of the SWPPP,“ however, there is no SWPPP provided. If this is required, can you provide the SWPPP? Where reference to SWPPP is noted it should be referring to the Sedimentation and Erosion Control Plans and Details

1. Per the RFP documents, Phase I (new road and committal shelter) has to be complete and approved prior to any work starting on Phase II (Demo of existing shelter and installation of new crypt fields). Additionally, through conversations with the precast crypt manufacturers, based on the quantity of crypts (6,068), it will take nearly the entirety of the total contract duration (240 calendar days) just to manufacture that many crypts, of which that timeframe does not include the submittal/review period for the crypts. Given this information, can the contract duration be extended? VA Response

1. Will unit prices for removal/replacement of unsuitable soil are to be provided? Unit prices for unsuitable soil to be included with bid.

1. In Spec Section 31 20 11 there are contradictory statements regarding the rock excavation. Will the contractor be paid for rock excavation? Refer to revised spec section 31 20 11. Unit prices for rock excavation to be provided with bid.

1. Spec Section 31 20 11 references “DIFFERING SITE CONDITIONS” section, however, there is no section in the general conditions addressing differing site conditions. Please provide clarification. Unit prices for unsuitable soils and rock excavation to be provided in bid.

1. Will the contractor be allowed to work on Saturdays and Sundays (weekends)? VA response.

1. After review, is the government anticipating any reconsiderations to the contract duration for this project prior to the bid opening date? VA Response.

1. The fabrication and lead time for the number of crypts to be placed for this project alone will take up a significant portion of the current 240 calendar day duration. VA Response

1. The Geotechnical Report included with the solicitation covers the committal shelter and road. Can you please provide the Geotechnical Report referenced on sheet V-100 that covers the project’s burial sections? Geotechnical Report was Prepared by Anderson Engineering, 10-1-09, a pdf is included with these Reponses.

1. Sheet IR201 shows 1 flower watering station. Sheet L-102 shows 3 flower watering stations. Which is correct? If 3 flower watering stations are required, the associated piping is not shown in the plans. Please clarify. Sheet L-102 shows correct number of FWS. Extend 1" PVC pipe to closest 3" HDPE mainline and make connection for water supply. Install per Flag Note 4. See Revised Sheet IR201

1. Sheet X-101 shows contractor access of the crypt area via the existing cemetery roadway rather than through the staging area. Please confirm this is correct.

Contractor access to be at Service Gate on East 13th Street

1. Sheet S-301 calls for “granular fill” under the slab. Sheet S-501 calls for “coarse aggregate base” under the slab. Which is correct? Is there a specification for this material?

Concrete slab base to be #57 crushed stone base compacted.

1. Plans call out 6’ high construction fence. Specification 01 00 02 General Requirements, Section 1.6 Operations and Storage Areas, Paragraph I call out 7’ high fence. Which is correct?

6 foot high fence

1. There is no detail for construction fence in the plans, only a call out in the specification section above. Subcontractors and suppliers are requesting confirmation regarding top and bottom rail and/or tension wire or both.

Fence should have a bottom and top Rail. Can be panel type.

1. Can clarification as to what is being referred to as “Doghouse” in the plan sheets for “Doghouse Manhole” and on the detail for Storm Manhole on sheet C-501 note “Doghouses shall be grouted on both eh outside and inside? “Doghouse” refers to precast manhole that straddles the existing pipe while it remains in services and set on a cast in place base. The manhole is installed completely, then the existing section of pipe inside the manhole is cut/removed.

1. Can clarification as to which manhole details are to be used for storm water. Are contractors to go by the stormwater structure details on sheet C-501 or C-502? Details 11 and 12 on C-501 correspond to drainage structures at the burial sections (C-101), refer to details 16 and 17 on C-502 for additional Manhole Construction Requirements. Refer to Structure Table on C-200. 48” Doghouse Manhole Detail – 16/17 C-502, Curb Inlet w Frame/Grate – Detail 14 C-502, Inlet w Frame/Grate – Detail 10 C-501, Detail 14 C-502.

1. What type of inlets are stormwater structures 4 and 5? Concrete box per detail 14 C-502, grate per detail 10 C-501.

1. On sheet C-101, Can the existing manhole information be provided so that accurate manhole collar extensions be determined for raising rim elevation to 662.0 as required? Contractor to field verify existing manhole dimensions prior to purchasing collar extensions.

There are 48” Dia. Manholes and 48” Dia. Doghouse Manholes being called out; can we get clarification as to which detail is to be used for these two manholes? See question above regarding definition of “doghouse” and its intended requirements. Detail 12 C-501 illustrates the installation of the tideflex check valve, refer to Details 16 and 17 on C-502 for additional manhole construction requirements. Refer to #21 for doghouse information.

1. Sheets C-503 and C-504 contain details for sediment trap, sediment basin, erosion control blanket, and diversions. Are these items to be installed on this project? If so, where?.

The two sediment basins shown on C-105 refer to detail (Sediment Basin on C-504); the erosion control blankets are for slope stabilization as indicated on C-105 (RECP – Rolled erosion control products); the diversion detail is shown in the event the contractor needs to divert rainfall during the burial section construction to the sediment basins/traps.

1. Are the benches for the new committal shelter the same model as the existing benches at the existing committal shelter? If so, can they be reused for the new committal shelter or is the NCA planning to store those or is the contractor responsible for disposal?

Reuse existing benches if salvageable. May require refinishing, otherwise provide new benches to match existing style and finish.

1. Drawing E-200 “Lighting Fixture Schedule” does not give any details on the type of Ceiling Fan to use. Can a spec be provided for the ceiling fan? Basis of Design is Big Ass Fans, Isis model, outdoor rated, in 8-foot diameter, or an approved equal. Reference link below for manufacturer cut sheet:

https://www.bigassfans.com/docs/isis/cutsheet-isis.pdf

1. Is it expected that the existing soil can be reused as part of this project or is the intent for all new material to be trucked in? It is expected the existing suitable soil can will be used for backfill in this project.

1. Should unit pricing be provided for removal/replacement of unsuitable soils? Refer to response #9.

1. How will rock removal be handled if encountered during excavation? Refer to response #10 and #37.

1. Does the VA anticipate any premium time work will be required to complete any portion of work on this project? VA Response

1. Is the 240-day POP negotiable? That is very aggressive and will increase cost substantially. VA Response

Reference Specification section – 31 20 11

1. Per section 31 20 11–1.3–A/B, the contractor is to “Cross section and measure the uncovered and separated materials, and compute quantities” for rock excavation and “contract price and time will be adjusted for overruns or underruns according to Articles, DIFFERING SITE CONDITIONS, CHANGES and CHANGES-SUPPLEMENT of the GENERAL CONDITIONS as applicable. Refer to Response #37

1. Per section 31 20 11–3.2–F–1–d, “When unsuitable material is encountered and removed, the contract price and time will be adjusted according to Articles, DIFFERING SITE CONDITIONS, CHANGES and CHANGES-SUPPLEMENT of the GENERAL REQUIREMENTS as applicable. Adjustments to be based on cubic meters (cubic yard) in cut section only. Refer to Response #37

1. These two sections reference the “DIFFERING SITE CONDITIONS, CHANGES and CHANGES - SUPPLEMENT of the GENERAL REQUIREMENTS”, which allow for unsuitable material to be compensated. Refer to Response #37

1. However per section 31 20 11-1.5-A, This project in classified as an “Unclassified Excavation” and the contractor is to “Removal and disposal of pavements and other man-made obstructions visible on the surface; utilities, and other items including underground structures indicated to be demolished and removed; together with any type of materials regardless of character of material and obstructions encountered” which indicates that the contractor owns the unsuitable soils. Refer to response #37

1. The first two referenced specification sections seem to contradict the third referenced specification section. Is unsuitable material to be tracked and the contract adjusted or are we to anticipate/account for unsuitable materials in our proposal? Please advise.

Section 31 20 11 1.3.B – Replace with Payment for Differing Site Conditions: When rock excavation, as classified, is encountered, the contract price and time will be adjusted in accordance with articles, Differing Site Conditions, CHANGES and CHANGES-SUPPLEMENT of the GENERAL CONDITIONS as applicable.”

Section 31 20 11 1.5.A &B Replace with:

A.Classified Excavation: Removal and disposal of all material not defined as rock.
B.Rock Excavation: Rock excavation is defined as the excavation of all hard, compacted, or cemented materials that require blasting or the use of ripping and excavating equipment larger than defined for common excavation. The excavation and removal of isolated boulders or rock fragments larger than 1 cubic yard encountered in materials otherwise conforming to the definition of common excavation shall be classified as rock excavation. The presence of isolated boulders or rock fragments larger than 1 cubic yard is not in itself enough cause to change the classification of the surrounding material

1. The current bid form only requests a Lump Sum price proposal for this work and not unit pricing is requested. Are we to provide a unit price for rock excavation or the lump sum proposal as originally referenced? Refer to response to #10

1. Sheet C-105 calls for the construction of 2 sediment basins and associated risers and skimmers within the footprint of the crypt field excavation; as well as the temporary vegetation of the ground at the bottom of the crypt field. The construction of the sediment basins as shown will result in significant ponding of water in the work area, substantially impacting the project’s schedule. If sediment basins are indeed necessary, they need to be located outside of the footprint of active construction. If constructed as drawn, every time it rains, the active work area will be a pond. As an alternative, I would suggest timely installation of the geotextile, underdrainage pipe, and drainage stone. This will result in stabilization of the bottom of the crypt field and allow for filtered drainage of any rain water (without significant ponding). Can you please take this under consideration?

The contractor has the option to replace the sediment basins as shown in two locations:

*if the contractor prefers this alternative; please submit design and volume calculations prepared by a licensed engineer and according to the Tennessee Design Manual for Erosion Control to contain all sediment within the property .

The west sediment basin: The contractor can install a sediment trap per Tennessee Design Manual for Erosion Control in place where the permanent dike is shown during construction and once the crypts are installed complete then can remove and construct the dike as shown on sheet C-105.

The East sediment basin can be replaced with a Filter Ring around the inlet of the 12” storm pipe during construction of the crypts and removed once completion of crypt installation. All BMPs shall remain in place until site work in complete and stabilized.
