The following information is hereby incorporated within Amendment 00008 for Biloxi National Cemetery. The Solicitation, Offer, and Award form has been revised and included as a part of this amendment.

Question: Is there a geotechnical investigation report available which covers Sections AA- EE, and if so will it be provided to the shortlisted contractors for use in preparing the Phase II Cost Proposals?

Answer: Some Geotech for adjacent may or may not exist we will provide relevant information to the winning contractor. Each contractor is responsible for acquiring Geotech in response to this contract. We don’t expect to encounter any poor soil conditions based upon previous projects if it does occur we will deal with as an unforeseen condition.

Question: What is the average depth to groundwater?

Answer: No average exist for Biloxi National Cemetery.

Question: Will the as-built existing topography be provided in AutoCAD to the selected Contractor?

Answer: We will provide what we have. It is unlikely that we have as built for all five areas. When nothing is built there.

Question: Will the as-built existing improvements be provided in AutoCAD to the selected Contractor?

Answer: See above comment

Question: Other than normal clearing & grubbing, are there any trees to remove or features to demolish on the sites?

Answer: Normal clear and grubbing would include trees if any. There are no structures above ground.

Question: Is the existing Irrigation System using potable or non-potable water?

Answer: The system is on City of Biloxi water system – so potable.

Question: What is the source/supplier of the irrigation water (eg, well system, city, county)?

Answer: See above comment.

Question: Are there existing Irrigation Mainlines along the frontages of Sections AA-EE, which can be tapped into for the irrigation of the new sections?

Answer: Not that the government is aware of.

Answer: Not that the government is ware of.

Question: Does the existing Irrigation System central controller have capacity to add Sections AA-EE, or will a new central controller be required?

Answer: Not that the government is aware of.

Question: Are the existing Floral Water Stations on a potable or non-potable water system?

Answer: This is a straight crypt and inground cremains project. There are no new water stations in this project.

Question: Are there any existing utilities within Sections AA-EE which will need to be relocated?

Answer: To the government’s knowledge there are none. This will be determined as we get into the construction documentation.

Question: Please confirm that there will be no new roadway construction or modification to the existing roadways, in this contract

Answer: There will be no new roadway construction or modification to the existing roadways, in this contract.

Question: The crypt details on Drawing RFP 4 show the 3’ irrigation aisles backfilled with “general fill” above the “drainage stone” base layer. Will filter fabric be required between the top of the drainage stone layer and the bottom of the general fill between the crypts in the irrigation aisles?

Answer: Yes. The details provided in the RFP are strictly for reference and not for construction the specification take precedence.

Question: The crypt details on Drawing RFP 4 show 2” sand layer immediately above the crypt lids. Can the sand layer be deleted as it has been in other current national cemetery projects?

Answer: Some cemeteries use the 2” of sand and some do not. Biloxi does not use the 2” sand layer.

Question: Where will the crypt section subdrains outlet? Have stub-outs been previously provided at each new section to connect to existing storm drain systems?

Question: Will Floral Watering Stations be required, and if so, what products are to be used (eg, Victor Stanley receptacles, cast stone water spigot posts, etc), and how many are to be provided?

Answer: No.

Answer: No.

Question: Please identify the location(s) and size(s) of sites which may be used for the Contractor’s yard/lay down area(s)

Answer: This is going to be a challenge to the contractor and the AE how to work in the various sections and not interrupt operations. This is going to be work out in the design phase of the project.

Question: Please confirm that the existing cemetery roadways may be used for construction access and deliveries

Answer: It is the only way to get around; however, sensitivity will have to be used. The contractor will be requested to get in early and get out late afternoon.
