About this file
This document is a Questions and Answers file for the Beaufort Outpatient Clinic (OPC) Initial Outfitting Transition and Activations (IOTA) Services solicitation (36C77626Q0003) issued by the Department of Veterans Affairs Technology Acquisition Center Austin. The Q&A addresses key technical and logistical details for the project, including facility and equipment transition requirements. Significant points include the expected contract award date of 11/3/25, with a Beneficial Occupancy Date (BOD) of 5/2/28, and specific technical specifications such as using AutoCAD for 2D space planning drawings and preparing both digital and hard copy welcome kits. The current clinic is located at Beaufort Naval Hospital, 1 Pinckney Boulevard, Beaufort, SC, though the new facility's specific address has not yet been determined.
The document provides detailed guidance on equipment handling, warehouse management, and transition services. The contractor will be responsible for transporting and placing medical equipment according to specifications, supporting VA Biomedical Equipment (BMET) personnel during equipment inspections, and following the SBAR procurement process. Notably, VA teams will handle equipment inspections, barcoding, and asset management through their AEMS/MERS system. The project involves comprehensive activation services, including space planning, interior design, furniture, fixtures, and equipment (FF&E) procurement, and post-occupancy support, with an emphasis on coordinating with VA personnel throughout the transition process.
