About this file
This is Amendment 0004 to Solicitation 36C77626B0018, issued by the Department of Veterans Affairs Program Contracting Activity Central on March 31, 2026. The amendment is effective April 30, 2026 and pertains to Project Number 538-21-705. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation by completing items on the form, acknowledging receipt on offer copies, or submitting separate written communication that references the solicitation and amendment numbers. The amendment requires one copy to be returned to the issuing office.
The amendment serves two primary purposes: (1) providing an updated FAR clause 52.222-90 addressing DEI discrimination by federal contractors (April 2026 version), and (2) responding to four additional technical questions received from offerors regarding the Chillicothe project. The technical responses address parking lot removal specifications, asphalt removal dimensions, storm drainpipe utility conflicts, and mitigation plan requirements. Specifically, responses clarify that concrete duct banks housing fiber optic cable are approximately 24 inches deep, asphalt removal may be adjusted based on milling equipment capabilities, revised drawings have been updated for drainpipe locations on the NW and SE corners of the building, and mitigation plans are already included in the bid plan set. All original solicitation content remains unchanged, and the due date and time are not extended.

The purpose of Amendment 0004 is to provide the following:

Q1. Ref drawing 00-CD-101- The hatched area on drawing notes to remove a portion of the existing asphalt parking lot. Based on the existing conditions when on site, there are two areas of the parking lot that currently have concrete pavement. Will the concrete in both areas within the hatched area require removal and if so how thick is it? Is it reinforced and if so what type of reinforcement? Are there utilities under the concrete that require protection from heavy equipment? If utilities are present, what is the utility depth below the existing asphalt?
Response:
a. Hatched area correlates to mill and repave indicated on 00-CG-101.
b. Concrete consists of duct bank housing fiber optic cable. Included in mill and repave indicated on 00-CG-101, depth to be based on elevations of that drawing.
c. Non-reinforced concrete duct bank housing fiber optic cable.
d. Top of conduit is approximately 24” deep.
Q2. Ref drawing 00-CD-101- A note on the drawing indicates to sawcut and remove asphalt 24” from the face of structure. The hatched lines illustrate removing asphalt up to face of the structure. Which is correct?
Response:
a. “Sawcut and remove asphalt 24” from the face of structure” is called out due to the existing parking lot extending to the face of the building. This area may be reduced in width based on the capabilities of the milling equipment utilized.
Q3. Ref drawing 00-CD-101- A new 12” storm drainpipe is shown on the NE corner of the building which connects to 2 downspouts on one end near the HVAC equipment schedule for removal and the other end terminates in an existing concrete inlet drain with the driveway. Based on the site visit, there is an existing strip of concrete which runs from a communication manhole on the NW corner of the building out to Dobson Circle Road. With the new 12” storm drainpipe running along the handicap ramp and crossing the concrete area in the driveway, we question if communication lines or other utilities are present under the concrete pavement area and if so how deep are the utilities.
Response:
a. Response presumes referenced drainpipes refers to the NW corner of the building. See the revised drawings for updates.
b. Please note changes have also been made to the drainpipe on the SE corner of the building.
Q4. Ref drawing 018-A-110- Keynote 23R requires the foundation wall to be treated per mitigation plans and specifications. Will a mitigation plan be provided?
Response:
a. Mitigation Plans are already included at the end of the bid plan set.
