About this file

This is a Questions and Answers document for solicitation 36C77625R0027 regarding a VA parking garage expansion design project in Omaha, Nebraska. The Q&A addresses technical requirements and clarifications for submitting SF 330 qualification packages.

Key clarifications include: projects must be 100% construction complete within the last 10 years; completion dates refer to design phases rather than A/B/C services; text must be in black ink but photos are permitted; the 35-page limit will not be increased despite additional roles in the SOW; Green Globes certification is not required but LEED Silver design (without certification) is required. The VA will not provide additional resumes beyond those specifically listed in the Request for SF 330, which includes Architect, Geotechnical Engineer, Civil Engineer, Electrical Engineer, Project Manager, Quality Assurance Manager, and Structural Engineer.

Responses to Technical Questions for: SF 330 Questions - Project 636-508 - VHA A-E Design Expansion of Parking Garage - Omaha, Nebraska

Q1: On page 4 of the solicitation it states that projects must be construction 100 percent complete. We request that the requirements be changed to projects that are in construction. We do not control when projects are advertised for construction bids. Also, projects have been delayed and/or cancelled due to VHA budget issues, rising material costs, and delays in project schedules that impact the start of new construction.

A1: The requirement for the projects to be completed within the last ten years will not be changed.

Q2: On page 4 of the solicitation under e.iii, it asks for a detailed narrative of "Dates for completion of A, B, and C services." Please clarify what services this is referring to. Is this referring to the completion dates of design and construction?

A2: No, these are completion dates of the phases of design. This section of Factor 1 has been updated to remove the outdated reference to A, B, C services and it now reads “Dates of completion of Part I, Investigative Services and Schematic Design; Part II, Design Development Services; and Part III, Construction Document Services.

Q3. On page 9 of the solicitation that each page shall be in black ink (no gray, no colors). Does this apply only to the color of the font or also to any text boxes. Additionally, is this to mean photos are not permitted on the section F project pages or in the section H narrative?

A3: All written text needs to be black, including text boxes. Photos are still permitted in Section F and Section H.

Q4. On page 6 of the solicitation, the required roles list the following: Architect, Geotechnical Engineer, Civil Engineer, Electrical Engineer, Project Manager, Quality Assurance Manager, and Structural Engineer.

However, the SOW states the requirement for telecommunications design, NEPA, Physical security and Commissioning. Based on the SOW, we feel that additional disciplines will be needed such as Cost Estimation, Mechanical / HVAC / Plumbing, Blast Specialist, etc.

Given the need for these additional roles and all that is required to be provided in section H, we request the page limitation be increased to 50 pages.

A4: The page limit will not be increased from 35 pages. You are not required to provide additional resumes beyond what is specifically listed on the Request for SF 330, despite other roles that may appear in the Statement of Work.

Q5. Attachment two, Spec Table of Contents, 01 81 13.21 Sustainability Certification Requirements - GREEN GLOBES listed as an applicable section. Please confirm if Green Globe Certification of the project is a project requirement.

A5: The attachment is not correct. The Government does NOT wish to pursue anything related to Green Globes. The attachment will be updated for RFP/award.

Q6: Attachment two, Spec Table of Contents, 01 81 13.21 Sustainability Certification Requirements - GREEN GLOBES indicates LEED Certification sections struckthrough. Please confirm LEED certification is not a project scope requirement.

A6: The attachment is not correct. The Government DOES need a design for LEED Silver certification but it will not go through the certification process itself. The attachment will be updated for RFP/award.
