About this file

This document is a Request for Quote (RFQ) Questions and Answers for the Nashville/Clarksville IOTA (Indefinite Delivery/Indefinite Quantity) contract, covering two VA clinic activation projects. The RFQ addresses multiple technical and logistical aspects of the project, including end-user meetings, equipment re-use, procurement processes, and project timelines. Key details include separate activation dates for Nashville (5.13.29) and Clarksville (8.13.29), with project funding and procurement packages tracked separately for each facility. The VA requires warehouse storage within 10 miles of Nashville VAMC, and meetings will initially involve week-long in-person sessions followed by virtual TEAMS meetings. Procurement will go through NCO9, and the contract includes optional tasks for warehousing and activation services, with the Period of Performance for the warehousing task (CLIN 0004) estimated to begin 04-01-2028 and end 03-31-2029.

Nashville/Clarksville IOTA

Solicitation Questions and Answers

1. During the pre-activation phase, will the end-users validating the equipment lists in end-user meetings be the same for both facilities? Or would end-user meetings need to be CBOC-specific?

Answer: While they are the same end users, there are separate user group meetings to discuss each project. One clinic may have additional end user engagement than the other based on the services being designed.

2. Other than Pyxis units, how many pieces of equipment are planned to be re-used for each facility?

Answer: Per the PWS, expectation is awarded Contractor will conduct an FF&E Re-use plan at our existing Clarksville and Nashville sites.

3. Will the procurement packages need to be separated by facility? Or will these be procured at the same time?

Answer: Project Funding is tracked separately, each facility will require separate procurement packages. Additionally, procurement packages are separate Contract Line Items for each facility.

4. What is the schedule for both projects? Are these occurring at the same time? Will the deliverables be due the same day?

Answer: No, while the activations will overlap and for the most part run concurrently, Nashville is currently slated to open 5.13.29 while Clarksville is 8.13.29, as stated in the

PWS.

5. Will all of the procurement packages be going through the local VISN?

Answer: Yes, Procurements will go through NCO9

6. PWS 9.0 - Location and Hours of Work – “The primary place of performance is at the Government’s facility, with necessary work to be done off-site at the IOTA contractor’s facility” A few of our proposed key personnel from Clarksville are requesting clarification on how often the Government expects them to be in the office in Nashville? Is it only to attend meetings, and if yes, what is the estimated frequency of those meetings. Given our close proximity to both VA clinics and your offices we do not anticipate reimbursable travel expenses.

Answer: During the initial meetings; while finalizing design and FFE with the developer and end users expect regular week-long meetings in Nashville. After the plans are solidified virtual TEAMS meetings will be expected.

7. PWS 17.1 - Our transportation and storage subcontractor specialize’s in the storage and transportation of medical equipment and supplies. They are currently located in Nashville and currently meet: “PWS A. “The warehouse must be located within 10 mile radius of Nashville VAMC”, However, they will be re-locating their operation post contract award.

Will their future location be acceptable for the VA?

Answer: Depends on the distance from a current VA facility, it should be a reasonable distance for VA logistics personnel to get to regularly and meet PWS requirements. Note that currently we do not have logistics personnel stationed in Clarksville. VA reserves the right to approve submitted warehouse based on the distance deemed allowable per the PWS – 10 mile radius of Nashville VAMC is the preference.

8. PWS 17.1 – We have secured storage and transportation to support the VA clinic within Clarksville. We are confident that this price, and reduced transportation cost and close proximity to the VA clinic in Clarksville will provide best value for the VA. Will it be acceptable to propose both storage locations within our technical proposal?

Answer: Yes, it is acceptable to propose both locations however VA reserves the right to approve submitted warehouse based on the distance deemed allowable per the PWS – 10 mile radius of Nashville VAMC. Additionally, please note only ONE price proposal will be accepted.

9. Reference the “Pricing – BOE” attachment. Is it acceptable to populate additional tabs to show build-up rates and justification for ODCs that will be listed as single line items within each “government task”?

Answer: Not necessary however if there are several ODCs and the Offeror wants to provide further justification beyond what is required, that is acceptable.

10. Section B.2 PRICE/COST SCHEDULE, on page 4 of the RFP, denotes the Period of Performance for CLIN 0004 - Optional Task to begin: 04-01-2028 and End: 03-31- 2029. However, the POP will end months before the optional activation tasks. (Optional Task: Clarksville Activation Services (CLIN 0005) and Optional Task: Nashville Activation Services (CLIN 0006)). In our experience, warehousing services would extend into activation. Can the customer please confirm the Period of Performance for CLIN 0004 is correct?

Answer: POP is correct. NOTE, CLIN 0004 is an Optional Task. Optional Tasks are exercised at time of need according to the project schedule. The Period of Performance start date is estimated.
