About this file
The file is a Questions and Answers document for the Pflugerville Initial Outfitting Transition and Activation (IOTA) Services solicitation (36C77625Q0079) issued by the Department of Veterans Affairs Technology Acquisition Center Austin. The Q&A covers various aspects of the IOTA project for a new Community-Based Outpatient Clinic (CBOC), including interior design, furniture and equipment acquisition, space planning, and activation services. Key details include a September 2, 2027 Building Occupancy Date (BOD), a multi-specialty clinic scope encompassing services like Primary Care, Mental Health, Whole Health, Radiology, Pathology, and Rehabilitation Services, and specific contractor responsibilities such as developing 3D layouts, creating a terminal cleaning plan, and managing furniture and equipment procurement.
The document clarifies several important project parameters, including that all equipment, furniture, and employees will be new to the space, with no reuse or relocation efforts required. The contractor will be responsible for tasks such as developing a Warranty Management and Maintenance Support Plan, uploading acquisition packages to FORCE, supporting VA Biomedical Engineering personnel during equipment inspections, and coordinating manufacturer training. Optional tasks include warehousing, acquisition package development, and post-occupancy support. The project will involve creating a comprehensive interior design with flexibility to propose "equal" products that meet performance criteria, and the contractor will work closely with the VA team throughout the design and activation process.
