CONTRACTOR QUESTION
VA RESPONSE
Can you identify a contractor laydown and staging area for this project?
Plan is to allow roughly half of the “phase A” area in front of building 3 for laydown and staging due to proximity and centralization of construction work. Exact area to be coordinated and agreed upon with VA, as parking is a significant constraint to work around.
Utilities shown at the north courtyard, drawing CS201 will conflict with utilities/duct banks etc. currently being installed for the B26 Infill project. Will current drawings for this area be updated as an addendum to the solicitation prior to bid due date?
Drawings have been updated and included with addendum 001.
Does the finish hardware schedule translate to the electrical drawings for the electrical requirements required for each door?
PACS are low-voltage and are represented on the architectural door schedule and the Telecom drawings. AE to confirm auto-operator requirements with VA and provide addendum as necessary.
Sheet CS202 indicates a new bike locker. Who provides this locker, and will a specification be provided for it?
Construction contractor responsible for providing this locker. AE to provide specification with addendum 001.
On sheets ES101 and ES102, note 4 says to remove the existing light poles and fixtures for reuse in the new parking lot configuration. At the bottom of the light fixture schedule on sheet E-604, note 2 says to provide retrofit LED kit for existing acorn fixtures. Is the note for the type P2 light poles? Are new type P1 light poles with fixtures to be purchased then purchased retrofit LED kits and reuse the pole for the Type P2 light poles for the new parking lot configuration?
The design intent is to reuse existing pole-mounted luminaires wherever possible in the new configuration per keynote 4.

· Type P1 (Area Lights): CREE Lighting is the basis of design for any new fixtures required—either to supplement existing quantities or to replace units that do not meet performance criteria of this BoD. Existing poles may be reused where feasible.

· Type P2 (Acorn Lights): Existing acorn luminaires are to be reinstalled and retrofitted with LED lamps per note 2 on sheet E-604. Contractor shall provide LED retrofit kits and field-verify luminaire compatibility prior to bid. Cooper Lighting is the basis of design for both the retrofit kits and any new P2 fixtures required to supplement existing quantities.

For both types, contractor-provided fixtures and poles shall match, as closely as possible, the aesthetics of existing fixtures of the same type on this and adjacent sites.

For site work, the wage rate in the specifications if for Building type. Can we use KDOT Highway Type Construction for Sedgwick County for wage rates or will you provide the wage sheets?
For all building work, please use the Wage Rates listed for Construction – Building. However, for site related work, please use the provided wage rates for Construction – Heavy.
Is there any core drill for the existing parking lot or soils report.
Updated geotechnical report has been included with this amendment.
Will the Owner want to have granular base for the concrete pavement? The detail of the concrete pavement does not require base rock and geogrid reinforcement.
Yes. VA wants granular base for the concrete pavement.
On Bollard Detail, Page CS401, is “4” (MAX) T/Paving” asphalt or concrete?
Concrete.
Note 9 – New 10LF ADA ramp with Truncated domes at 5% max slop (RE: CD404). CS 404 does not have any details on ADA Ramp.
The sheet reference should be corrected to CS402.

Please provide details for landscaping gravel such as types of gravel, thickness and wee blocker, etc. Please use local products to save on the cost.

Will you provide CAD file for grading cut and fill?
VA will provide CAD files of grading drawings.
HDPE and Sanitary bedding detail calls out Cement Stabilized Sand. Would this be clean concrete sand or ASTM D2321 Class 1B Rock or Class 2 Fine grade sand?
Sand used as bedding material shall be clean washed sand with one-hundred percent (100%) passing the 3/4" sieve, not more than twenty-five percent (25%) retained on a No. 4 sieve and not more than ten percent (10%) passing the No. 200 sieve.

The courtyard between B26 and B19 have existing mechanical equipment planned for areas shown to receive equipment for this project. Please review this total area as there is not enough physical space to place all the equipment.

Drawings have been updated and included with addendum 001.

It appears there are two “common work” specifications in the HVAC (23) specs. The first one (23-05-10) appears to be job specific for a boiler plant. Spec 23-05-11 seems to be more of the common specification for a project like this. will 23-05-10 be removed from the specifications?
23 05 10 can be omitted.
3A-ef-1 & 2 do not reference side or bottom inlet, they could be either, please identify.
Bottom inlet preferred but will allow submittals for either configuration.
3A-ef-1 & 2 have no detail, should they have a (10’) stack to exhaust the air above human interference? Should this stack have guide wires or other type of support? Do the wires anchored to the existing roof and how? A detail of the installation could help with all the questions.
An ASI can be issued to include a detail for this. Typical VA detail pictured below.
3A-ef-1 & 2 is bypass air needed for this installation?
Yes. Bypass air required.
3A-ef-1 & 2 will the TCC be responsible for the VFD for these two fans?
Yes TCC will be responsible for the VFD and integration into campus BAS.
3A-LV-1 is calling out for a blast louver, none of the remaining 7 louvers have this note included. Should this damper be typical to the remaining 7 or blast rated?
3A-LV-1 is the only louver that is required to be blast rated.
Could Antec be listed as an approved air valve?
Note the Build America, Buy America Act. However, if no equivalent air valves are made in America, then yes.
Could Siemens be listed as an approved air valve?
Note the Build America, Buy America Act. However, if no equivalent air valves are made in America, then yes.
Could someone review the 3-CHP-1 schedule page for the HP, it seems a little low for this installation? also, the callout for notes on all the pumps refer to disconnect, starter and VFD’s typically we would use VFD’s provided by TCC. Should the first note be removed from the pump schedule?
The HP has been verified for the BoD manufacturer. VA would prefer to use the VFDs with a disconnect and eliminate the bypass starter option on the VFDs.
There is no mention of phasing for the exhaust duct from the pharmacy to the existing building and through the roof. Can this work be included in a phase?
The HD drug buffer room is a part of the addition which is entirely one phase. This would take place within that one phase.
I did not see air changes mentioned for the compounding area either HD or non-HD can these be provided? Storage rooms would have similar guidelines.
CFMs are displayed ACH was used to determine CFMs. Typically, A/E does not display ACHs to not confuse when a room is load-driven vs air change-driven. The contractor can verify ACH calculation by looking at the HVAC calculations and output summary.
Has a weight comparison been done with 3-AHU-2 (existing) equipment and new AHU equipment?
The structure has been checked to support the new AHU equipment.
Note 12 per AHU schedule page refers to Merv 16 filters in emergency mode. Is this note correct? All static in the AHU will increase and air flow at the registers will decrease. The higher static could blow out all the condensate traps and have significant air leakage at the unit.
Yes refer to the HVAC DM for this requirement. AHUs to be capable of MERV 16A final filters.
EF locations are incorrect on the schedule page; can these be corrected?
Yes, these can be corrected in an ASI. They should read “B29 Roof”.
Per plan MH-101the HD drug buffer room (117-3A) appears to be positive pressure due to the exhaust grill at the door being 415cfm. Detail page 402 would indicate the same room as negative due to the same grill being 565cfm. HD rooms are negative pressurization from -.01 to -.03they can use the C-PEC to achieve the negative room but they must remain on all the time. What should the air balance be for this room?
M-402 has that grille labeled incorrectly. This can be corrected in an ASI. Please refer to M-203 for final air balance of these spaces. -0.01 to –0.03 in w.c. with respect to the ante room is the final goal. This can be corrected in an ASI.
Will the C-PEC unit require an motorized (spring shut) backdraft damper in case loss of power for the cabinet?
Yes, spring shut backdraft dampers required for each cabinet.
Per above question – if the room is balanced to a -.01 to -.03 without the use of the C-PEC and they are turned on. Does the supply air increase to correct the additional exhausted air?
Initially, the goal would be to close the exhaust air valve and lower the exhaust airflow to keep supply air setpoints the same. However, if the C-PEC ever exceeds the CFM of the initial room exhaust, then yes, supply air would need to increase (at a maximum of 475 CFM, if both C-PECs run at maximum exhaust).
M-701 mechanical controls, it appears the “project design conditions” do not have room numbers could these be added? the rooms below “pharmacy service” are not named the same as what are on the prints could these be corrected?
Project Design Conditions addresses requirements based on space occupation. Including room numbers would complicate any future changes to room designations or room numbers. A/E does not recommend inclusion of room numbers for this schedule.
M-701 mechanical controls beside the “pharmacy service” you have classification USP 797 and USP 800. This is the only place I see this mentioned and no specifications are provided to meet these requirements. Are these standards base of design for these rooms? I found this information on a mechanical page, is this mentioned in the architectural pages, and will the room be built to meet the USP standards?
These standards are the base design of the affected rooms. The room will be built to meet the USP standards where required.
M-701 note 5 “spaces to meet or exceed criteria for VA HVAC design manual” is the design manual provided? That seems like a very broad statement.
A/E agrees the statement is broad. The design drawings include scheduled equipment and airflows that will adhere to this statement. The HVAC DM was more stringent in some scenarios while USP 797 or 800 had higher requirements. This statement was a compromise to including a note to reference USP 797 or 800. The Design Manual is available on the TIL.

MP-102 detail 2 also page M-401 – it appears this configuration of ducting could fit with the different elevations of duct but with the addition of piping, re-heat coils, valves, control valves, insulation, conduit, and control wiring.

Is the VA OK with limited to no access to items once installed?

With limited ceiling space, most of the equipment and shutoff valves were located in the penthouse to allow for ease of access and to keep maintenance outside of critical spaces. Access panels are provided for 3A-SAV-124 and 3A-SAV-126. This should allow for access to all regularly maintained equipment and piping.

Will the pharmacy rooms be USP certified?
Yes, hazardous drug compounding suite must meet requirements of USP-800
Who is responsible for hiring the certifying agent of the pharmacy?
The construction contractor is responsible for hiring the certifying agent during construction projects. The VA pharmacy staff can supply contact information for their contracted certifier, or work with the contractor to schedule certifications.
Will a smoke test be requested?
Contractor to confirm this refers to a smoke alarm test for the fire alarm systems. If so, yes this is required for acceptance and beneficial occupancy certificate.
AE – 404 detail – 1 shows all the items within the room and give the callout number with either C/C or V/V. will any specific information be provided for item numbers U1200, U2280, and U2316? This equipment is specific in nature, and the VA should be recommending what they would like or providing specifications.
These items are listed in the equipment cutbooks that were issued as an amendment to the solicitation on 08/14/25.
Will the LFDC-1 and 2 HEPA diffuser be required to have injection ports?
Injection ports will be required in LFDC-1 and 2 HEPA diffusers.
Please confirm that a refrigerator will not be placed in the HD buffer room? per USP if a refrigerator is placed within this room a return grill must be placed at the compressor discharge.
The refrigerator will be in the HD storage room, not the HD buffer room.
Will the passthrough have a HEPA filter purge? If so, will this be certified from the factory or on location once installed?
Passthrough will not require a HEPA filter purge.
Will spec section be added for the passthrough?
AE to provide specification with Addendum 01.
On the ground floor of building 3 remodel, it has three phases of construction. (3, - 5, and 6) All mechanical will be removed during phase three. Will temporary cooling be needed for phase 5 and 6 during the construction of phase three?
Temporary cooling will be required for only the vault from Phase 3 to the completion of 6 as the contractor has stated.
Will P-529 be formed into the countertop? If not, who is “other”?
The P-529 sinks are designed to be integral with the millwork; refer to Architectural Detail AF901. The Millwork Contractor will be responsible for providing this portion of the fixture. The Plumbing Contractor shall furnish and install the faucet, water supply lines, mixing valves, and waste lines in accordance with the Plumbing Schedule (P-601). In Plumbing Specifications Section 22 40 00 – P-529, delete the reference to “CRS” and the statement: “Will be minimum of 1.3 mm thick (18 gauge) CRS.”
Is any Lab or Acid waste pipe required for the pharmacy? Will a neutralizing tank be required? Specifically, P-529.
The existing sanitary drain lines within the pharmacy are not currently lab or acid waste. During the design process, the need for separate lab or acid waste piping was not expressed as a concern or requirement by the VA. If further verification is needed, the contractor should consult with the In-Patient Pharmacy staff and the Out-Patient Pharmacy staff to determine whether an acid neutralizing tank is necessary.
Clarify design air flow of 3A-EAV-115. Schedule indicates 1235 cfm and MH101 indicates total exhaust flow of 215 cfm
The correct airflow is 295 CFM. This includes the 215 CFM from 115 and 80 CFM from 114. Schedule can be corrected in an ASI. The 6-inch valve scheduled is the correct equipment.
Clarify design air flow of 3A-EAV-119. Schedule indicates 360 cfm and MH101 indicates total exhaust flow of 715 cfm
The total exhaust flow of 715 CFM is the value that should be scheduled. An ASI can be issued to correct the schedule.

Clarify airflows for compounding ante room (116-3A). M-402 indicates 930 cfm supply and 785 cfm of exhaust.

a. MH101 indicates 930 cfm supply and 720 cfm exhaust

b. M203 indicates 925 cfm supply and 720 cfm exhaust M-203 shows the correct flow rates. Floor plans and enlarged plans can be updated in an ASI.

Clarify airflow for IP HD Drug buffer room (117-3A). M-402 indicates 980 cfm supply and 985 cfm exhaust – see attached drawings after questions.

a. M-203 indicates 980 cfm supply and 835 cfm exhaust

i. The “Room Airflow/Pressurization Schedule” indicates the “Differential Pressurization Allowable Range” is -.01” to -0.05” but the “VA Design Manual Required Pressurization” is listed as (+). Please clarify

b. MH101 indicates 980 cfm of supply and 835 cfm of exhaust M-203 shows the correct flow rates. Floor plans can be updated in an ASI.

The allowable range is –0.01” to –0.03” listed in the schedule. The VA Design Manual Required Pressurization should be (-). This can be corrected in an ASI..

Confirm if IP staff toilet (123-3A) and IP HAC (121-3A) are ducted to 3A-EF-4
Confirmed. Here is the routing through the second floor ceiling up to the roof:

The room pressure monitors or shown on the inside of the respective rooms that they serve. For example, see below. Please confirm if it is desired to put the room pressure monitor outside the room so the staff can verify room pressurization from the corridor (or ante room) (typical for all room pressure monitors).

a.

VA preference is to have the pressure monitors outside the classified spaces.

LFDC-2 supply diffusers with HEPA filters. Confirm if the HEPA filters at the supply diffuser require monitoring by the building automation system
Yes, these will require monitoring. DP sensor across the filter and timer to determine when to replace it.
Please confirm if 3A-EFU-3 that serves the pharmacy needs one VFD per motor for redundancy
Confirmed. One VFD per motor.
Please confirm if 3A-AHU-3 that serves the pharmacy needs one VFD per motor for redundancy in case of VFD failure
Confirmed. One VFD per motor.

On M-601 the Air Handling Unit Schedule there are the following questions:

a. Note 5 calls out “provide IFB coil with baked epoxy coating”. The controls sequence on M-702,703,704 does not indicate an integrated face and bypass damper. Please confirm what the desired preheat coil type is for the AHUs.

b. Note 10 calls out “All access doors in air handling units to have windows”. Can the windows be omitted in access doors serving sections of the units with UV lights?

c. Note 12 calls out for units to be capable of running MERV 16A final filters in emergency mode. Does emergency mode change the control sequence of operation or change the outside air requirements for the air handling units?

A. Desired preheat temperature is 60-deg F. The preheat coil is required to have a face-and-bypass damper if steam is the medium used for heating, per the HVAC design manual. VA would like to keep the epoxy if a IFB is used for the preheat.

B. Windows can be omitted completely.

C. The epidemic mode/emergency mode requires 100% OA, and MERV 16A FF. This unit should already be 100% OA, and should be sized to meet this requirement, i.e., CHW coils total BTU demand (sensible and latent heat) and the preheat coil for 100% OA total BTU demand for the winter. Also, this AHU is required to have a steam section for humidification.

3-AHU-2 does not have a section detail like 3A-AHU-3 and 3-AHU-1. Can a detailed section be provided for 3-AHU-2?
Design team believed that the mechanical space for 3-AHU-2 was clear in the floor plans and did not require a section. One can be provided if required.
Has the AHU been sized for Glycol? It is not mentioned within the AHU schedule but is listed with the chiller schedule and a glycol feed station. Please clarify
AHU has been sized for 30% glycol in the system.

M401 detail 2 indicates the humidifier between the heating coil and chilled water, is this the proper location for a humidifier? Has the humidifier been sized correctly for placement before the chilled water coil? The chilled water coil will remove a percentage of the humidification, therefore always making the humidifier work harder than necessary.

This is the design intent. The idea is to have more control over the LAT and not have the humidifier raise the temperature slightly before leaving the unit.

What is the crash rated bollard spacing on center on the site plan?
The bollards should be spaced at 48” on center.
The Bollard detail on page 40_CS401 shows 4’ spacing on center, should bollards be installed per the manufacturers specification, or per the site plan?
Bollards should be installed per manufacturer’s specification of 48” on center.
Is an equal bollard design acceptable, or does it have to match the barrier defense systems model shown in the detail on Page 40_CS401?
An equal bollard design can be submitted for the engineer’s approval.
