About this file
This is an Environmental Design Narrative document for a VA construction project at the Robert J. Dole VA Medical Center in Wichita, Kansas. The document details a comprehensive asbestos and lead inspection of Building 3, which is part of a project to construct an addition and renovate the facility's pharmacy spaces. The inspection, conducted on March 26-28, 2024, identified six asbestos-containing materials, primarily consisting of floor tiles, mastics, and floor leveling compounds on the second floor, with an estimated total impact area of approximately 5,800 square feet. Additionally, the survey found two lead-containing paint samples, including a grey door frame paint on the ground floor pharmacy break room.
The project involves a three-story addition to Building 3, approximately 2,500 square feet per floor, and renovation of the ground floor and half of the first floor to modernize the Outpatient and Inpatient Pharmacy spaces. The renovation aims to address current healthcare design requirements, improve pharmacy workflow, and create new administrative workspaces. The environmental narrative provides detailed recommendations for asbestos and lead-based paint removal, emphasizing that all abatement activities must be performed by licensed professionals in accordance with EPA-AHERA training requirements. The project is being managed by the Department of Veterans Affairs Technology Acquisition Center Austin, with the solicitation number 36C77625B0034.

Project Overview and Background
The Robert J. Dole VA Medical Center is a Joint Commission accredited, complexity level 2 facility located in Wichita, Kansas. The Medical Center is a primary and secondary care facility.
It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology. Comprehensive health care is provided through primary care, secondary care, and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, cardiology, neurology, oncology, dentistry, visual impairment, and low vision rehabilitation, spinal cord dysfunction, TBI, polytrauma, pain management, PTSD, homeless, MHICM, prosthetic laboratory/orthotics, and extended care services.
Building 3, the Administration Building, is a thirteen-bay, three-story, rectangular building with a hip roof, exhibiting a five-course, common-bond brick exterior, and constructed in the Colonial
Revival style with a symmetrical façade. The building has brick quoins, a cornice with dentil details, and cornice returns. The building has a three-bay (w/d/w), gable-roof, central projecting entrance pavilion with cornice returns. The central double-leaf entry is filled with automatic sliding glass doors, sidelights, and transom. The windows have been replaced with 8/8, double-hung windows. The second-floor tripartite window is surmounted by a decorative arched wooden panel. The addition of an ambulance entrance in 1971 includes a single-story, flat-roof canopy projecting from the primary façade of the building. The roof has gabled dormers with lunette transoms, pilasters, and cornice returns on the front and rear roof. The building has punched window openings and is approx. 15,000 square feet built in approximately 1932. This building is part of the Historical District on campus and will need to be reviewed in part with the State
Historical Preservation Organization. Building 3 is surrounded on two sides by existing building
1 to the East, and buildings 26 and 29 to the North / Northeast.
The building currently houses Outpatient Pharmacy, Inpatient Pharmacy, Exam Rooms and
Administration and Doctor Offices. The existing exam room spaces and administration offices in the building are to remain but may see updated layouts as part of the project renovation scope.
The existing Outpatient Pharmacy and Inpatient Pharmacy although adequate at the time of original installation, but recent changes to healthcare guidelines and VA design standards have

Architecture 2 made this facility outdated and not functional based on current healthcare practices, trends, and patient pharmacy capacity.
This project involves designing a three-story addition to Building 3 at approximately 2,500 SF per floor. Renovation of the entire ground floor and half of the level one floor plan. The remainder of level 1 and level 2 shall receive corridor renovations only. The new project space (addition plus renovation) shall address the current design requirements for Outpatient Pharmacy on the ground floor and Inpatient Pharmacy on the first floor. The new Outpatient Pharmacy area on the ground floor will create a new pharmacy waiting and counseling space. This space will accessible from Building 29 to provide easy access for the veteran to receive medications after their primary care appointments and to provide overflow waiting space in Building 29 for the pharmacy. The existing Outpatient pharmacy space will be updated to meet the current pharmacy design requirements and to maximize pharmacy process. The first floor of the new addition and renovation of the existing area shall update the size of the Inpatient pharmacy area for current patient needs. The second floor will create a space to provide administrative workspace in the new addition and to renovate the existing administrative areas as needed to maximize office area for VA staff.
The current site parking configuration on the south side of campus consists of several small parking areas that do not meet current patient capacity needs. This project includes a parking reconfiguration that will maximize parking throughout the south side of the campus and allow more efficient access to the VA campus buildings. This will include updating the current building
3 parking lot that will be regraded to match the adjacent parking grades to help facilitate the parking quantity. Along with this scope of work, the entry and exit on the south face of Building
3 will be restored with a stair up to level one and a covered porch that shall be design

Historic Preservation
The Wichita VAMC and Building 3 are historic and require special attention with regard to design and aesthetic. For the Building 3 addition, located at the western portion of the South face of campus, this project aims to tie into the existing character of Building 3, while standing apart as something that is not historic itself. For the exterior design, the new addition will utilize similar brick and cast stone elements that relate in character to both Building 3 and the recently built
Building 29. This design sets the front façade back so that it does not align with the existing
Building 3 façade. In this regard, there is a clear distinction between the existing and new buildings. The western-most portion of the addition does protrude south past the face of Building
3; however, a part of this project scope will be to regrade the approach to the front entry and provide a stair and covered porch up to the level one entrance. This new stair and porch will protrude further south than the building addition.
At the roof level, the addition will attach to Building 3 by way of a flat roof that will connect the existing Building 3 pitched roof to a new pitched roof over the rest of the addition on the west.
Construction Phasing
Phased construction is a requirement to maintain an operational facility, especially for critical
Inpatient and Outpatient pharmacy services. Please refer to general phasing drawing sheets for additional phased construction information.
A general summary of the intended phasing will be to build all levels of the addition and then renovate portions of the existing building incrementally. In this manner, new pharmacy spaces will be constructed and utilized while existing spaces are renovated.

SUBJECT Interior Design Narrative
Interior Design 1
Interior Design Concept
The renovation and addition of Building 3 will feature modernized interior finishes and millwork.
The interior finishes selected support a comfortable and healing environment by replicating soft, natural colors and textures for patient and staff well-being. Finishes that are durable and easy to maintain were selected to withstand high foot traffic, equipment uses, and enhanced cleaning and disinfection measures. Anti-microbial plastic laminate and impervious countertop materials such as solid surface and quartz will reinforce all millwork through patient and caregiver areas. Lastly, patient and caregiver comfort and privacy will be supported with acoustical ceilings with high NRC ratings and privacy partitions at all pharmacy consult windows.
Floor finishes throughout the inpatient and outpatient pharmacies emphasize work areas and circulation paths. Rubber flooring provides comfort underfoot for staff who are on their feet for long periods of time and durability for cart traffic. Wall protection such as rigid vinyl wallcoverings, bumper guards, and corner guards will be applied in all high-traffic areas where cart traffic is expected. Buffer rooms will receive a resinous floor with a smooth and broadcast-free finish complete with an integral base and epoxy paint coated wall and ceiling surfaces for easy cleaning.
Reference the provided 3D walkthrough videos for rendered views of Building 3.
Signage & Wayfinding
New signage will meet the guidelines provided in the VA Signage Design Manual. Directional and identification signage will enforce a firm distinction between staff and patient areas and provide clear direction for visiting staff in the pharmacies. The final sign design and messages will be determined by the VA and any applicable facility standards so that new signage is cohesive with the campus’s current wayfinding strategy.

Project Overview and Background
Riverfront Safety & Health, LC (RSH), a Service-Disabled Veteran Owned Small Business, has provided a limited asbestos & lead identification survey and abatement plan in support of the 100% Construction Document stage for the Construct Addition and Renovate Bldg. 3 for Pharmacy and Associated ADA Parking Project, (VA Project 589-707) proposed at the Robert J. Dole VA Medical Center in Wichita, Kansas (The Project).
The federal National Emission Standard for Asbestos (NESHAP) requires that prior to any demolition or renovation activity in a building, a thorough inspection of the affected facility or part of the facility where the demolition or renovation operation will occur, must be performed for the presence of asbestos, including Category I and Category II non-friable asbestos-containing material (ACM). The limited project specific asbestos and lead, and mold survey was performed by Jamison Bear, and Travis Carter, of RSH, on March 26, 27, and 28, 2024.
Mr. Bear and Mr. Carter are accredited under the Asbestos Hazard Emergency Response Act (AHERA) and the U.S. Environmental Protection Agency Model Accreditation Program for Asbestos Building Inspectors. All work was performed under the direct supervision of a Certified Industrial Hygienist (CIH), Mr. Justin R. Rhyneer to ensure standard EPA- NESHAP/AHERA/OSHA field inspection and sampling methods were employed for representative project inspection. Principal contacts for this project were Tyler McCune of the Robert J. Dole VA Medical Center and Zack Long from Spur-Design. Access to areas of investigation was provided during regular hospital hours.
During The Project inspection performed on March 26, 27, and 28, 2024, the scope of The Project was understood to include the following:
Interior finishes within Building 3 on the ground floor, first floor, second floor, and attic are scheduled for renovation. Finishes scheduled for renovation may include but are not limited to the following materials: floor coverings, cove bases, mastics, wall and ceiling materials, ceiling tiles, CMU block, structural concrete, lights, HVAC, water lines, as well as various paints and coatings.
The exterior finishes with Building 3 include brick, brick grout, windows, and the parking lot on buildings 3, 1, 4, 29 and 62.
The limited asbestos and lead field survey was conducted with the following limitations:
• At the time of the inspection, RSH performed inspections based on drawings showing proposed areas of renovation and modifications to existing buildings.
• The areas within Project scope were part of a fully functioning healthcare facility.
Limitations of the inspection were at least partially based upon the operation of the facility and due to, but not limited to, occupation of, use of, and access to areas within The Project scope.
589-707 (2309) Construct Addition and Renovate Bldg 3
Environmental 2
• The limited mold assessment was based on visual observations only.
• General areas that were inaccessible for inspection limited the inspector’s ability to directly observe and/or collect sufficient bulk samples included: any components located within chases. Original building chases with asbestos pipe insulation is thought present within all buildings.
• Inspection was non-intrusive in nature, therefore exterior wall voids and assumed chase locations were not penetrated for observation.
Based on the age of the facility and potential methodology of contract work, anticipated suspect materials included caulks, duct seam sealants, black tar, asbestos fire doors, asbestos pipe insulation, asbestos floor tiles, asbestos black tile mastic, structural caulks, asbestos plaster, various adhesives, ceiling texture on drywall and transit panels and potential Lead Based Paint (LBP) on structural concrete, plaster walls, plaster ceilings, doors/door frames and original structural steel components. Lead-Based Glazing (LBG) is frequently encountered when impact to ceramic tiles and plumbing fixtures such as sinks and toilets is necessary.
This report summarizes the asbestos and lead-related issues identified for this project. The sampling results have been summarized in Tables 1, and 2 with the laboratory analytical reports and sample chains of custody contained in Appendices A and B.
Scope of Work
Riverfront provided inspection personnel accredited under the Asbestos Hazard Emergency Response Act (AHERA), U.S. Environmental Protection Agency Model Accreditation Program for Asbestos Building Inspectors to perform the following:
Verify the presence, location, quantity, appearance, and condition of all applicable building materials exhibiting asbestos, lead and mold containing materials within areas of scheduled work at the Robert J Dole VA Medical Center in Wichita Kansas, identified by the VA as likely to be impacted during future Buildings 3 Construct Addition and Renovate Design. Standard EPA/AHERA/OSHA requirements and field sampling methods were employed to ensure representative sample collection.
Asbestos Inspection and Results
Riverfront personnel collected a total of two hundred forty-three (243) representative samples of suspected asbestos-containing materials related to The Project. Sampled indoor building materials included plasters, floor tiles and related mastics, cove bases and mastics, CMU block and mortar, floor leveling compound, ceiling tile texture, duct seam sealants, ceiling batting insulation, wood panel adhesive, canvas wrap on fiberglass pipe insulation, wall covering adhesives and sink soundproofing. The suspect materials, which were similar in general appearance and age of construction, were grouped into homogeneous material sets and sampled. Three bulk samples were collected of each material with a couple of exceptions. Spray-
589-707 (2309) Construct Addition and Renovate Bldg 3
Environmental 3 applied and troweled on surfacing materials were sampled per industry standards as follows:
three samples for <1,000 square feet of material, five samples for >1,000 but <5,000 square feet, and seven samples were collected for estimated quantities >5,000 square feet. The other exception exerts that small amounts of patching may require less than three bulk samples to reliably determine any asbestos content. Practical precautions were used in collecting samples to ensure the safety of all personnel and staff.
All samples were safely collected, placed in sealed containers, and transferred with a written chain-of-custody, to EMSL, an AIHA & NVLAP accredited laboratory, for analysis. All samples were analyzed using polarized light microscopy (PLM) analysis with dispersion staining (DS) according to U.S. Environmental Protection Agency (EPA) Method 600 IR-93/116 which is presently recommended by the EPA. Asbestos Containing Materials are defined by the EPA as having greater than 1% asbestos as measured by PLM methods.
Six (6) of the 243 samples collected during this limited survey, representing three (3) homogeneous areas were detected as asbestos-containing (ACM) and may be affected by the project scope. The asbestos-containing materials identified during this inspection were as follows:
• Grey Mastic underlying Green 9” x 9” Floor Tile Positive analytical results were associated with bulk floor tile samples SH1895-A77, SH1895-A80 and SH1895-A81. Analytical results were positive, containing fiber content between two and three% Chrysotile asbestos. This material is present in Building 3:
Second floor: Corridor and several East Wing Offices and was used as accent floor tile paired with a cream 9” x 9” main field floor tile. An estimated quantity of 300 square feet of Non-ACM green 9” x 9” accent floor tile and underlying ACM grey floor mastic are likely to be impacted by The Project. Lab analysis noted the mastic color as brown, but the inspector noted appearance as grey. The material was in good condition at the time of inspection. There is also a layer of asbestos-containing grey floor leveling compound on concrete underlying all floor coverings on the Second Floor of Building 3.
• Grey Mastic underlying Cream with grey specks 9” x 9” Floor Tile Positive analytical results were associated with bulk floor tile samples SH1895-A78, SH1895-A82, and SH1895-A83. Analytical results were positive, containing 2% Chrysotile asbestos. This material is present in Building 3: Second Floor: Corridor and several East Wing Offices and was used as the main-field floor tile paired with a green 9” x 9” accent floor tile. An estimated quantity of 1,500 square feet of Non-ACM cream 9” x 9” main-field floor tile and underlying ACM grey floor mastic are likely to be impacted by The Project. Lab analysis noted the mastic color as tan, but the inspector noted appearance as grey. The material was in good condition at the time of inspection. There is also a layer of asbestos-containing grey floor leveling compound on concrete underlying all floor coverings on the Second Floor of Building 3.
• Grey Floor Leveling Compound underlying Green 9”x9” Floor Tile and mastic Positive analytical results were associated with bulk floor tile sample SH1895-A81. Analytical results were positive containing 2% Chrysotile asbestos. This positive material sample
589-707 (2309) Construct Addition and Renovate Bldg 3
Environmental 4 was collected in Building 3: Second Floor: Corridor. However, this compound cannot be differentiated from any other grey floor leveling compound on the second floor, and as such, is to be presumed to be an asbestos-containing material on the whole of the second floor. An estimated quantity of 4,000 square feet of grey leveling compound is likely to be impacted by The Project. The material was in good condition at the time of the inspection and lies upon a layer of concrete.
A summary of The Project material sampling efforts, including sample numbers, descriptions, locations, quantities, category (friable or non-friable) are presented in Table 1. The full laboratory analytical reports for RSH collected samples are presented as Appendix A.
Post-Inspection Historic Asbestos Records Review
A summary of historical asbestos results for Building 3 is provided from previously known asbestos-containing building materials provided by Integrated Solutions Inc from 2005 Inspection and Assessment in Appendix C. A post-inspection review of historic records reveals that substantial asbestos abatement has occurred in Building 3, however, ACM still exists. It is presumed that historic ACM TSI still exists above hard ceilings, within plaster chases, and in inaccessible areas of the building. Sampling efforts indicate that the residual historic flooring mastic may still exist beneath newer floor coverings as two mastics on the second floor were analyzed as having >1% asbestos content.
Presumed Asbestos-Containing Materials
Due to the non-invasive, non-destructive methods and other limitations of the inspection, RSH personnel were not able to gain access to nor sample all suspect asbestos materials. Therefore, a few materials are to be considered presumed asbestos-containing materials or PACM. Among these, is a black coating that was observed on the inside of the exterior wall. This material is common in construction throughout the VA system and commonly is analyzed as having asbestos content >1%. Another material is exterior waterproofing below grade on the exterior of the building. This material was not observed but can historically be found deep below grade and applied sporadically. Door slabs are to be considered PACM as inspectors could not rely on finding tags or the information obtained from them. Finally, another PACM is historic window frame caulks, interior and exterior. These materials are commonly found buried beneath newer renovation finishes. Any window caulks, other than those specifically sampled and analyzed during this inspection, are to be considered PACM. Roofing related items weren’t sampled during this inspection due to either access issues and/or that sampling would have voided warranties.
Roofing materials including but not limited to flashings, flashing mastics, bituminous coatings, and roof membranes are to be considered PACM.
Lead Inspection and Results
A targeted lead inspection was performed to identify lead-based paint and/or lead-based glazing on primary substrates potentially impacted by project work. Common substrates include but are not limited to plaster, drywall, wood, for paint and ceramic, and porcelain for glazing. Lead based Sample readings were collected in accessible project work locations.
589-707 (2309) Construct Addition and Renovate Bldg 3
Environmental 5
Riverfront collected lead readings from potentially impacted materials and targeted surfaces to identify the presence of lead-based paint (LBP), which is defined by the EPA as greater than or equal to 1.0 mg/cm2 lead by surface loading (as tested by an XRF instrument) EPA/HUD compliant XRF (X-Ray Fluorescence) sampling methods, which are non-destructive, were employed for this project assessment.
It is stressed that this sampling was intended to identify the presence of lead-based paint and/or lead glazed tiles and blocks within readily accessible areas of the building likely to become disturbed during The Project and associated with this particular project design, and not necessarily an EPA-HUD type “surface-by- surface” inspection. Readings were collected by an EPA-HUD trained Lead Inspector/Risk Assessor.
Testing locations and results are provided in Table 2. A total of 85 readings were collected including calibration readings and painted or suspect lead containing surfaces. Of these 85 readings, only 2 are considered lead containing and had results above the EPA/HUD standard of 1.0 mg/cm2. The lead-based paint conditions on materials were noted to be intact with no exceptions. The only positive reading (>1.0 mg/cm2) was collected from a grey door frame paint at the Ground Floor Pharmacy Break Room and is thought to be impacted by The Project. A summary of lead readings for The Project is provided in Table 2.
Presumed Lead-Based Paints and Ceramic Glazings
Many window-related components on the First and Second Levels have been covered over with newer materials in a previous renovation project. It is presumed that the historic wood components still exist buried within the system and that said components are painted with lead-based paints.
In general, it is common for glazings associated with ceramic wall tiles, floor tiles, construction block, and plumbing fixtures to contain lead in excess of the 1.0 mg/cm2 threshold. Unless testing proves otherwise, the glazings on these materials are presumed to be lead-based and therefore, by default, the component tile, block, or fixture as well.
Mold Impacted Materials Inspection Results A visual mold inspection was performed in accessible locations within areas of The Project. As the survey was non-invasive, observation inside the perimeter plaster exterior walls or chases was not possible. However, there was no visual evidence of window system wood trim deterioration or water staining/paint delamination at the perimeter walls. Suspect mold growth was not observed, and remediation was not considered necessary for this project.
Conclusions and Recommendations
Assuming future construction/renovation plans include the demolition, disturbance and/or penetration of noted ACM materials, the following general recommendations are provided regarding their handling:
• A comprehensive asbestos remediation design specification is being developed to
589-707 (2309) Construct Addition and Renovate Bldg 3
Environmental 6 govern the proper repair, handling and/or removal of ACM. This specification is being prepared in accordance with current VA/EPA/OSHA/State and Local project design guidelines and should be written to account for the potential disturbance of any ACM, directly or indirectly, during construction related activities.
• Should any identified ACM components require disturbance and/or removal as part of planned renovation plans, such components should be removed in whole or protected in place, as deemed most appropriate by construction needs and/or asbestos remediation project design specifications.
• All ACM and LBP removal activity is to be performed by professional asbestos abatement contractors and workers that are licensed in the State of Kansas for such and trained/accredited in accordance with applicable EPA-AHERA training requirements.
Specific abatement of the following items will be necessary prior to disturbance by other trades:
• A PACM black coating exists on the interior side of the exterior wall. It is also presumed that a PACM waterproofing exists on the exterior side of the wall below grade. Both materials are to be removed by the Abatement Contractor in a negative pressure enclosure to facilitate work by other trades where exterior building penetrations and new openings to existing buildings occur.
• A PACM door slab will be impacted on the Ground Floor of Building 3: Entry to 1A. This door is to be removed in tact by the Abatement Contractor and disposed of as ACM.
There is also an associated grey, lead-based painted, metal door frame to be removed in a negative pressure enclosure by the Abatement Contractor and disposed of as LBP. All other door slabs to be removed in The Project are to be removed by the Abatement Contractor and disposed of as ACM waste.
• Windows on the First Floor are to be demolished and replaced. It is presumed that historic asbestos-containing caulks and lead based paint lie inaccessible within the current system. Windows to be removed as part of the scope of The Project will need to be removed by the Abatement Contractor.
• An asbestos-containing grey leveling compound was discovered under floor coverings on the Second Floor. Floor coverings are to be replaced and many of the walls are to be demolished and reconfigured in a new installation. These activities will disturb the leveling compound and will necessitate its removal by the Abatement Contractor. There are also asbestos-containing brown and tan mastics under the 9” floor tiles on the East Wing that will require abatement, but removal of the leveling compound down to the concrete substrate will accomplish this.
• Roofing related items are to be considered as PACM and where impacted by The Project, removed by the Abatement Contractor. Roofing materials include but not limited to, flashings, flashing mastics, bituminous coatings, and roof membranes.
589-707 (2309) Construct Addition and Renovate Bldg 3
Environmental 7
• Plumbing fixtures are to be removed in several locations as part of the scope of The Project. Currently, these fixtures are presumed lead containing materials and as such will require abatement by the Abatement Contractor.
Riverfront appreciates the opportunity to assist with this project. Please feel free to contact us with any questions or concerns.
Sincerely, October 04, 2024 Justin R. Rhyneer, CIH Date Principal
