About this file

This document is a Technical Questions and Responses Tracking Sheet for VA Solicitation #36C77625B0029 for the Construct Warehouse Butler project. The tracking sheet contains 97 documented questions and responses from potential contractors, covering a wide range of technical, procedural, and specification-related inquiries. Key details include confirmation that the project is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with the prime contractor required to be certified in the SBA VetCert database.

Notable technical questions addressed include specifications for fire pumps (confirming 90 PSI at 1,500 GPM), underground utility work, underground piping materials, HVAC and control systems, loading dock equipment, and precast wall panel requirements. The responses provide clarification on design intent, acceptable alternative products, installation methods, and project-specific requirements. Other important points include confirmation that tax should not be included in proposals, the SSHO and QA/QC roles must be separate and full-time positions, and shutdowns will need to be scheduled (but not necessarily restricted to off-hours).

TECHNICAL QUESTIONS AND SOLICITATION #: 36C77625B0029

RESPONSES TRACKING SHEET PROJECT TITLE: Construct Warehouse Butler

# RECEIVED ANSWERED CONTRACTOR QUESTION VA RESPONSE

1 6/26/2025 7/22/2025 Is the basis of design for doors 111D, 115A and 115D all the Everserve Model 620S, Springless Service door, or is door 11D different from the other two?

115 A and B are located on the interior half of the structure whereas doors 111D, 115C, and 115D are exterior doors this drives the change in requirements. As a general note basis of designs are not to be taken as prescriptive requirements and are meant to be used as a guide, any product that does not have a sole source listed (Fire Alarm, Security and Access Control, and door locks) shall be submitted based off of specifications.

2 6/30/2025 7/22/2025 Does this project require AISC Certification for the Metal Fabricator? Yes, as required by specifications.

3 7/9/2025 Amended 7/17 to include Second question

7/22/2025 The construction drawings issued seem to be missing drawing M-402, could you please verify if this drawing is missing from the set?

Drawing M-402 is referenced in the bid documents, drawing G-001 and has references from other drawings for details on M-402, but was not included in drawings. Please release M-402 ahead of other RFI responses as it is causing issues with Mechanical Contractors estimators.

Will be attached

4 7/9/2025 7/22/2025 The Division 23 ATC specs mention a pre-selected master systems integrator that is a separate contract to the general contractor. The VA indicated that no master systems integrator has been selected / no master systems integration program has currently been implemented at the Butler VA.

a. Is the master systems integrator/integration of the warehouse controls to a main master controls system to be procured under the warehouse project?

i. If so, has the integrator actually been pre-selected?

ii. If the integrator has NOT been selected, and a master systems integrator of this projects controls work is to be procured under this project, please provide Division 25 master system integrator specs so the master integrator portion of this project can be bid.

b. Please confirm the intent is for the master systems integration to work directly for the General and the HVAC sub-contractor is only to provide HVAC controls for the warehouse only.

i. If the selected master systems integrator is not the same vendor as the vendor who provides the HVAC controls for the warehouse project, there will likely be a cost associated with providing access to the master system integrator for the HVAC controls for the warehouse from the warehouse controls vendor. Is the cost associated with opening, and providing access, to their warehouse HVAC controls system for the master integration system to be provided in the scope of the master systems integrator, or is this access work/cost to be include in the scope of the warehouse hvac controls?

The intent behind the Master System Integrator (MSI) on this project is to ensure that the multiple systems that are being installed on this project communicate and work together. This includes but is not limited to HVAC, lighting, generator, UPS, fuel oil, existing BAS systems, and other items. All of these items that interface with the elements of this project need to be accessible in a single interface and under a single POC, that can be the BAS vendor or a MSI.

5 7/10/2025 7/22/2025 RFI 1 – Verification of Available Water Supply vs. Fire Pump Demand

The contract drawings indicate the installation of a fire pump rated for 1,500 gallons per minute (GPM) at 90 pounds per square inch (PSI). After reviewing the flow test data provided, the available municipal water supply appears capable of supporting only approximately 1,425 GPM at a residual pressure of 20 PSI.

As a general standard, municipalities require a minimum residual pressure of 20 PSI to avoid potential negative effects on the distribution system. Based on the plotted flow curve, the available water supply cannot support the full fire pump flow without dropping below this minimum pressure.

Additionally, per NFPA 20, fire pumps must meet performance at three points on their curve:

• Churn (0 GPM)

• Rated flow (1,500 GPM at the rated pressure)

• 150% of rated flow (2,250 GPM at no less than 65% of rated pressure)

The available water supply appears insufficient to support the 150% test point.

NFPA 20 allows this condition provided that the system demand can be met at the rated flow, but it is unclear whether this has been coordinated with the local water authority.

Please confirm the following:

• Has the adequacy of the municipal water supply been verified to support the specified fire pump and system demand?

• If the municipal supply is insufficient, is the contractor required to include a fire water storage tank and associated system modifications in our scope of work?

The campus water supply has been verified to support the system demand. A storage tank will not be required. Refer to NFPA 20

14.2.6.3.4 for testing procedures.

6 7/10/2025 7/22/2025 RFI 2 – Fire Pump Rating Discrepancy

There is a discrepancy in the pump rating shown on the drawings:

• Sheet FP001 specifies a 1,500 GPM at 90 PSI fire pump.

• Sheet FP401 (Fire Pump Legend) specifies a 1,500 GPM at 71 PSI fire pump.

Please clarify which pump pressure rating is correct for pricing and procurement.

Please advise if additional coordination with the local municipality is required prior to bidding,.

90 PSI AT 1,500 GPM is correct. Final fire pump rating shall be confirmed by delegated engineer during production of hydraulic calculations.

7 7/10/2025 7/22/2025 Drawing T-100 depicts underground conduits in various locations. The conduit size and quantity per location is not shown for multiple duct banks on the plan. Please provide clarification for conduit size and number of conduits in each duct bank.

AG response: Provide 1” schd 80 PVC conduit, separate from concrete encased duct bank, to camera at gate and gate controls from TR.

8 7/10/2025 7/22/2025 Drawing T-100 depicts underground fiber optic cable runs in multiple locations. Drawing T-601, Detail 2 shows a 1-line diagram for the backbone fiber cabling and shows two 12-strand fiber optic cables interfacing with the new telecom data rack. The destination and path of each fiber optic cable run is unclear. Please provide clarification for CORE(A) and CORE(B) fiber optic cable routes for the project.

AG response: As indicated on riser diagram Core (B) is future part of EHRM project, Core (A) to be routed to chiller plant for connection to existing fiber optic patch panel.

9 7/11/2025 7/22/2025 3/GC502 calls for min 7’ tall fence with privacy screening, which adds significant cost to a temporary measure – please advise if the permanent 8’ fence may be used in lieu of screened temp fencing. Also, please confirm existing fencing can be left in place as necessary during construction to serve as the barrier on the northwest side of the building.

This would be acceptable however, any damage to the fence during construction would be the responsibility of the contractor, also there would still be the requirement of privacy screening.

10 7/11/2025 7/22/2025 Would it be acceptable to provide the interior walls shown as CMU as Precast concrete walls instead?

No.

11 7/11/2025 7/22/2025 Is the GC responsible for 3rd party QA testing/special inspections? For contracting the testing yes

12 7/14/2025 7/22/2025 Will you accept alternative manufacturers? One of our subs represent the Kelley brand of loading dock equipment

Basis’s of design only serves as a roadmap for the contractor to select items, as long as the products submitted do not have a sole source requirement and meet the specifications provided than they will be accepted, pending post award CO approval.

13 7/14/2025 7/22/2025 Can you confirm if there is a driveway slope leading up to the loading docks?

Anything greater than 1% would require larger bumpers, seal / shelter projection, and potentially longer dock levelers lips.

Loading dock to have 3% slope.

14 7/14/2025 7/22/2025 The spec calls out both soft sided and rigid frame dock shelters. Can you confirm which option we should provide?

Provide soft-sided dock shelter

15 7/14/2025 7/22/2025 The spec shows a rated dock leveler capacity of 55,000 lbs. Would this be a static or dynamic load? Nova uses what is called a CIR rating for dock leveler capacities.

This is NOT industry standard and only used by the specific manufacturer and only represents their calculation. ANSI MH30.1 is the industry standard dock leveler capacity rating and provides the more comprehensive assurance to actual conditions and safety requirements.

a. To determine actual capacity, we would need to know the gross weight of the fork trucks including heaviest load and whether the leveler will be light or heavy use.

Dock leveler capacity should be a dynamic load to account for weight of forklift, its load, and impact forces generated during movement

16 7/14/2025 7/22/2025 The spec calls out driver light communication systems AND the Kelley versachock as separate products. The versachock includes driver communication lights so you would only need to provide the versachock. Please confirm.

The Kelley, versachock light communication system supplements the NOVA Truck Director Signaling system

17 7/14/2025 7/22/2025 Would the APS Dock Impact Manual Barrier bet an acceptable alternate to the Nova Sentinel gate? It meets or exceeds the spec.

Basis’s of design only serves as a roadmap for the contractor to select items, as long as the products submitted do not have a sole source requirement and meet the specifications provided then they will be accepted pending post award CO approval.

18 7/14/2025 7/22/2025 I did not see these items listed in the spec but the wall section at the receiving dock (F3) show door track protection (track guards) and dock lights. Should we include these items in our proposal?

The proposal should include track protection and dock lights. Dock lights shall be LED with a minimum of 90” Long Arm (Triple arm heavy duty construction), 4900 Lumens at 5000K with NEMA 5-20P and on/off switch.

IP65 rated. Light head shall be cast aluminum with polycarbonate lens

19 7/15/2025 7/22/2025 Specifications provide a 3rd pump size in addition to the 2 conflicting pump sizes indicated on the project documents. Please confirm pump size is correct in specifications as well.

90 PSI AT 1,500 GPM is correct. Final fire pump rating shall be confirmed by delegated engineers during production of hydraulic calculations.

20 7/15/2025 7/22/2025 Please confirm free standing test header is desired in lieu of wall mounted type.

31 7/15/2025 7/22/2025 GC101 states all construction materials and equipment are to be stored off site. Is this an error or will everything need to be brought in and out of the site every day

That note is in specific reference to erosion and sediment control and applies to material that can contribute to such.

32 7/15/2025 7/22/2025 Please confirm the note on CD101 actually wants test pits dug by hand or is this an error?

As this is an 87-year-old campus that has been owned by three different entities the state of underground utilities and conditions shall be viewed as unknown at best, due to this it is recommended that all excavation be completed in a slow and methodical manner with hand digging required when conditions are unknown.

33 7/15/2025 7/22/2025 ON CU201 it states “Test Pits are identified at known utility crossings but in no way limit the amount and locations of test pits required.” Who determines the amount needed and will contract modifications be issued for test pits beyond what’s given on the drawings?

The amount needed is a means and method, and up to the GC. Any modification issues are to be addressed per the contract.

34 7/15/2025 7/22/2025 There is a solid line with three dashes on CS101 that runs between the two rip rap aprons on the east side of the building. What is the intent of that line? I do not see this line type being used anywhere else on the project.

68 7/17/2025 7/22/2025 We are reviewing the precast wall panel scope and have discovered the brick that is to be cast into the precast wall panels is likely nota PCI certified product (doesn't follow PCI tolerances). Per our Brick Supplier:

The specified brick does not meet PCI tolerances which mean when it's cast in, there is probably leakage of concrete and not an easy way to find a liner to hold the thin brick as is regulated by PCI (Prestressed/Precast Concrete Institute) which is the Quality Assurance program all precast companies must comply to.

In other words, this will make the offering more expensive than it needs to

be. And we might have more questions about the layout of the brick to be cast in. We will send in for a substitution immediately upon award. So, the PCI regulated thin brick systems will be a VE.

Alternate brick can be submitted Basis’s of design only serves as a roadmap for the contractor to select items, as long as the products submitted do not have a sole source requirement and meet the specifications provided then they will be accepted pending post award CO approval .

Pre-bid substitution is not required, substitution for different systems shall be submitted as part of submittal. Different manufacturers of similar systems do not require substitution requests.

69 7/17/2025 7/22/2025 We would recommend using a cast-in brick that follows PCI tolerances such as PCI Standard Thin Brick | METROBRICK® Thin Brick. The recommended Precast panels will be made by a plant that is PCI certified;

therefore, it is imperative that the brick used follows PCI guidelines for tolerance.

96 7/22/2025 - The fuel oil spec specifies both FRP underground tanks and steel underground tanks. Does this mean we have the option of either or?

or is it required to be one or the other, and spec sections were inadvertently left in that were to be deleted. Please clarify the design intent of the underground fuel oil tank.

Yes either a Steel or FRP tank that meets the specs may be utilized.

97 7/22/2025 - Fuel oil suppliers are telling me that the leak detection & tank monitoring is designed around / specified as a “preferred utilities” (manufacturer) system with no mention of an approved equal in the specifications. Is a Veeder Root Monitoring and Leak Detection system acceptable? We have used them previously at VA projects.

There are minor differences in how the product works and what information it can provide, but if it is not an approved equal, then the preferred utilities system would be a de-facto sole source item.

Please clarify design intent.

The vendor listed in the specification shall be considered a basis of design only, any vendor that meets the specifications will be accepted pending post award CO approval..
