During the construction of this project, if any conditions are found to differ from the specifications and drawings, then the General Contractor shall follow the procedures outlined in FAR Clause 52.236-2 Differing Site Conditions

10. 3-20-25 4-07-25 087113.11 Part 1 1.9 Warranty states Construction Warranty: Installer to warranty installation for 1 year.

Manufacturer’s Warranty period: 10 years. I am not sure of any manufacturer that offers a 10-year warranty.

Please verify if this is required.

The 10-year Manufacturer’s Warranty is the standard manufacturer’s warranty period called for and as found in the VA specification downloaded from the TIL and therefore required at this time.

If the manufacturer’s 10-year warranty period is to change or be revised, it will have to be approved by the VA.

11. 3-20-25 4-07-25 087113 Part 1 1.6 Warranty. Warranty period: Two years. Does this pertain to the Low-Energy Auto operators in 087113.11?

VA Specification 08 71 13 .11 Low Energy Power Assist Door Operators downloaded from the TIL require a 1-year Installer Warranty and 10-year Manufacturer’s Warranty.

If the 10-year Manufacturer’s Warranty period is to change or be revised it will have to be approved by the VA.

12. 3-20-25 4-07-25 Drawing AE-800 hardware schedule Door 275-37 remark states waive auto opener on each side. Details 5 & 6 state that the ICU door is to be manual. Please clarify if this ICU is to be automatic or manual.

Door 275-37 shall be an automatic operable sliding door system.

13. 3-20-25 4-07-25 Is ICU door 275-37 required to have smoke & draft and/or positive latch?

Private Exam Room 275-37 and door 275-37 are within a suite. Therefore, door 275-37 is not required to have smoke & draft and/or positive latch.

14. 3-28-25 4-07-25 The Asbestos specification contains numerous requirements that aren’t imposed by any of the agencies (EPA, KDHE, OSHA) that regulate asbestos in Kansas for this type of work and add significant additional cost, including the CPIH and putting poly on the walls. It seems like these are carried over from other VA specs and there is an opportunity to do this in a much more cost-effective, and regulatory-compliant manner. Please advise.

Contractor should comply with the requirements in specification section 02 82 13.19

27. 3-28-25 4-07-25 Please confirm the contractor will be required to submit post award the requested information that the telecommunications contractor shall be a BICSI licensed Contractor with a minimum of five (5) years’ experience installing and servicing systems of similar scope and complexity. The Contractor shall provide four (4) current references from clients with systems of similar scope and complexity which became operational in the past three

(3) years. At least three (3) of the references shall be utilizing the same system components, in a similar configuration as the proposed system. The references must include a current point of contact, company or agency name, address, telephone number, complete system description, date of completion, and approximate cost of the project.

Upon award, include for VA review and approval the minimum qualifications and certifications for contractor and installer per specification section 27 05 11 paragraphs 1.6, 1.7, and 1.10 and specification section 28 05 00 paragraph 1.4.

31. 3-28-25 4-07-25 Are we required to use plenum rated cabling for all areas? Can we use riser rated cabling in non-plenum spaces?

Per specification section 27 10 00 and 28 05 13, plenum rated cable shall be installed when outside of conduit, cable tray, or other raceways in environmental air spaces, including plenum ceilings. Other cable types are permitted outside of these conditions.

32. 3-28-25 4-07-25 Will flexible metal conduit be allowed? Per specifications, flexible metal conduit is permitted in walls, above ceilings, for connections to motors or vibrating equipment, and for connections to light fixtures. Flex conduit shall not be used in exposed areas, outdoors, and below grade, and shall not be used for homeruns.

Normal working hours are 7:00am-4:30pm (local time) M-F except for weekends and established Federal Holidays. Off hours are hours outside of normal working hours

Please confirm that the VA staff will schedule and have the time to do these surveys without delaying the contractor as these thorough surveys are extremely time-consuming.

60. 3-28-25 4-07-25 On sheet T-601, there is a note that states “Scope of work below completed in EHRM project by others”. All fiber backbone routed between remote campus buildings and existing building 19 server room route thru historical tunnel and slack provided to be re-pulled, extended, and terminated at new MCR in this project scope of work.” Is it assumed that every campus building’s fiber run to B19 has the slack coiled up in the tunnel to where no new fiber must be run from any building to the new MCR?

What is the outage time frame and time of day anticipated for each building fiber change over when the new MCR is completed and commissioned, since the existing IT rooms will be down for cut over?

This is the design intent. The concurrent EHRM Cabling project design is to provide fiber between all buildings to existing server room with enough slack to pull and terminate each building’s fiber feed in the new main computer room. All outages shall be coordinated with the COR and VA OIT Staff.

61. 3-28-25 4-07-25 The fireproofing of the steel on this project could very well happen in the winter months of the year. Are there any other options to continue construction if the weather does not allow the installation of fire protection?

Tenting, tarping in conjunction with temporary “positive pressure” heater/heating systems could be options to consider.

62. 3-28-25 4-07-25 If other options are available to shore the subgrade under the existing footings prior to installing our foundations, will they be considered?

Yes, they will be considered.

63. 3-28-25 4-07-25 It appears that the steel casing for the storm system shown to be installed will be almost impossible to place as indicated due to the existing utilities being in the way.

Please advise as to what should be bid if this option does not work.

Contractor’s responsibility to provide support or temporary relocation of existing utilities as needed to install the storm sewer as depicted on the plans at no additional cost to the project.

64. 3-28-25 4-07-25 Drawings indicate removal and replacement of the underground storm water drain serving building 34, how is water to be redirected during construction?

66. 3-28-25 4-07-25 MH104: (EX) EF5 ducting runs across solar panels. If item #3 deduct #2 is selected how is the ducting to be routed on building 34 where the solar panels are located?

Duct shall still run above the roof surface, disrupting as few solar panels as possible, while maintaining serviceable access to any panels the ductwork has to run above.

67. 3-28-25 4-07-25 GENERAL: How are we planning to work around VA schedule when no schedule has been provided? How will we be informed? How much notice will we receive before said schedule is given? Is there to be a set schedule or will every week/day/month be a different schedule?

The majority of the work can be completed during normal working hours. Any work that needs to be completed after hours or will impact hospital operations will need to be coordinated with the COR. Reference specification sections 01 45 00 and 01 00 00

68. 3-28-25 4-07-25 MD101: We are to provide temporary heating for the staircase, yet nothing new is mentioned. Does something need to be included?

Staircase will be enclosed on 3-sides after construction is complete. No heating is included in the final design.

69. 3-28-25 4-07-25 37-AC-2 in the penthouse, there is a square piece of equipment indicated on the drawings. Is this “square” a dryer for the compressor? Will a dryer be needed for 37-

AC-2?

Yes, it is a dryer. This will be needed.

70. 3-28-25 4-07-25 Condensate Storage Tank/Pump: What discharge pressure do the pumps need to be capable of? Schedule does not specify.

Based on existing condensate pumps in same mechanical room, discharge pressure shall be 30 psi.

71. 3-28-25 4-07-25 Pump Schedule: Does not specify pump type other than inline. Would assume split coupled inline pumps for the 10hp, and close coupled for the 5hp. Please confirm what is to be used and acceptable.

The 10hp pumps were designed around split coupled pumps. The 5hp were designed around both split coupled and close coupled and can be either.

The contractor is responsible for providing licensing for this project. The current CCure license version is – 3.0.0

It is assumed that a new NVR will be provided.

This building security system will be interconnected to the campus security office head end in Building 3. New fiber will be routed to telecom 102-3 per Detail 1 / Sheet T-502.

77. 3-28-25 4-07-25 The symbol for all of the surveillance cameras shown on the drawings is for a pan/tilt/zoom cameras. Please confirm if all new cameras are supposed to be PTZ?

All cameras on the perimeter of the building and around the MCR are intended to be PTZ cameras.

Cameras in corridors and staff work areas are intended to be fixed cameras.

Yes, the intent is for the intrusion detection system to be provided in MCR 189-37 and Telecom Room 044-37. Alarm at campus security office in Building 3. Coordinate with VA Security for how and when the system is armed/disarmed, and to where and quantity of locations the system dials out to.

82. 3-28-25 4-07-25 Who is to provide the fall arrest system? The structural components are included in the drawings, but nothing is indicated for the fall arrest system.

The contractor is to provide and install the structural components and anchor points per the drawings, but the VA is responsible for the rest of the system

83. 3-28-25 4-07-25 During a previous ‘under-slab’ waste piping replacement project at building 34 we found that the SOG is corrugated and sits above the existing sub-grade. This allowed a substantial amount of water flow under the slab to grade to an existing large sump pit. The soils report does not indicate this water level until it is around 17’ below current grade. This project occurred post soils report, is it possible the current water table is higher than report indicates and dewatering a probability?
