About this file
This document is a Hazardous Materials Survey Report for the Wilmington Veterans Administration Medical Center in Wilmington, Delaware. The inspection was conducted to identify and quantify asbestos-containing building materials (ACBM) and lead-based paint (LBP) that will be impacted by proposed renovation activities within the Addition for Mental Health (in-Fill Auditorium) facility.
The report identifies several ACBM, including floor tile, ceiling plaster, pipe insulation, and assumed vermiculite insulation, along with several LBP-positive components such as door frames, stairs, and roof vents. The report provides estimated quantities of ACBM, recommended abatement procedures, and assumes the presence of additional inaccessible ACBM and LBP. It recommends that all identified ACBM be properly removed and disposed of by a licensed abatement contractor prior to renovation, and that any remaining ACBM be included in an operations and maintenance program. The report also indicates that additional investigation and sampling may be required in certain areas.

All accessible areas included within the Addition for Mental Health (In-fill Auditorium) scope of work that will be impacted during the course of the proposed renovation activities were visually inspected for suspect asbestos containing materials. All suspect materials identified were then bulk sampled to determine each materials content. During the inspection, all pipe insulation identified outside of the auditorium was either fiberglass with PVC fittings or foam. No asbestos pipe insulation materials were identified within the occupied spaces, above drop ceilings, behind/above wall and ceiling access panels.
Building records indicate that asbestos containing pipe insulation was present throughout the building and that those accessible materials have been removed in various phases over the years. However, this does not confirm that all asbestos pipe insulating materials within this space have been previously removed and that exposing potential asbestos pipe insulation during the proposed renovation activities is not a possibility. Therefore, TTI has estimated that approximately three hundred feet of pipe insulation may exist in currently inaccessible areas behind walls and above ceilings. This estimate may that be significantly lower or higher than what is actually present.
Historical building records also indicate that a poured in vermiculite material was utilized to fill the exterior perimeter CMU block throughout the building. Prior to the initiation the work in each affected location, an investigation and asbestos bulk sampling shall be required to verify if the assumed vermiculite material exists and what the composition of that material is if it is identified. It is recommended that the bulk sampling of the suspect material be distributed and performed in each of locations of the wall cut locations to confirm that the material is homogeneous. If the vermiculite is present, and the appropriate bulk sampling confirms that the material is asbestos containing, then the protocols within this abatement specification shall be required and implemented.
TTI recommends that all identified ACBM that will be directly impacted during the course of the proposed renovation activities be properly removed and disposed of as asbestos containing waste. All ACBM that will not be directly impacted, but are within close proximity with a high potential for disturbance, should also be removed and disposed of as asbestos containing waste. Any required abatement activities shall be conducted according to all applicable local, state and federal regulations and be performed by a Delaware certified and licensed asbestos abatement contractor.
Any damaged ACBM scheduled to remain shall be repaired prior to the start of renovation activities. The damaged materials shall be repaired and or stabilized in a manner that eliminates a potential fiber release. It is recommended that all repair activities be performed by a Delaware certified and licensed asbestos abatement contractor.
All ACBM identified that will not be impacted during the proposed renovation activities may remain intact and undisturbed within the building. It is recommended that that all remaining materials be included in an operations and maintenance (O&M) program. As part of the O&M program, the condition of the remaining materials shall be periodically checked. If any of the materials become damaged, then the appropriate corrective actions must be performed to ensure the safety of the building occupants.
2.2 Lead Based Paint (LBP)
Building components tested at the facility that yielded lead concentrations that were greater than or equal to 1.0 mg/cm2 are summarized in Table 3.0. Additional testing, including paint chip sampling and laboratory analysis, may serve to confirm or deny the presence of LBP on these components. The results of paint chip sampling and analysis are generally considered to be more reliable than XRF readings. A complete summary of all suspect LBP components tested can be found in Appendix C.
Table 3.0: Lead-Based Paint Positive Results Summary
Location Structure/Feature Substrate Color Lead Reading (mg/cm2)
Auditorium, Emergency Exit, Side B Door Frame Metal Green 2.4
Auditorium, Emergency Exit, Side B Door Header Metal Green 2.3
Auditorium, Circular Stair Stair Tread Metal Gray 3.5
Auditorium, Circular Stair Stair Column Metal Gray 2.4

1st Floor Office, Room 1131, Side C Door Frame Metal Tan 1.2
Roof/Mechanical Room Roof Vent Hood Metal Green 1.5
Roof/Mechanical Room Roof Vent (single) Metal Gray 4.7
The painted surfaces identified within table 3.0 with an XRF reading above 1.0 mg/cm2 do not include all locations of lead painted surfaces within the building. Pre renovation lead screen testing does not require physically test every painted surface within every room of the building. Screen testing includes random sampling of the various testing combinations per functional space representative the painted surfaces distributed throughout the building. Functional spaces are rooms/areas utilized for similar functions such as exam rooms, offices, bathrooms, hallways, stairwells, etc. For example, every windowsill within the building is not tested. If a windowsill XRF result confirms the presence of lead in one office, then it is safe to assume that other similar offices may also contain lead paint on the window sills even though they were not tested with the XRF. The locations included within the table only identify where the positive XRF shots were collected and do not define all locations were lead painted surfaces exist. It is to be assumed that the remaining similar testing combinations in similar functional spaces are lead containing as well.
If additional similar surfaces matching the descriptions within the above table are identified in other locations of the renovation area, then those similar items shall also be handled appropriately in compliance with all applicable local, state and federal regulations. All required engineering controls shall be installed and operational prior to the start of any work that would directly impact those painted surfaces and materials.
Appendix A: General Information and Definitions
1.0 ASBESTOS
1.1 General Information and Definitions
The inspection was conducted in accordance with the guidelines established by the Asbestos Hazard Emergency Response Act (AHERA), as set forth in 40 CFR Part 763 of October 30, 1987, which provides a framework for addressing asbestos in public and private schools. The AHERA guidelines represent the most up-to-date inspection and sampling protocol available, and as such, were utilized while inspecting and sampling this building.
The USEPA defines "Homogeneous Areas" as those areas of surfacing, thermal system insulation, or miscellaneous materials, which are uniform in color, texture, and assumed to be installed at the same time. The suspected ACBM has been categorized into homogeneous areas. This assigned ID number can be used for cross-referencing between each section of the report.
The USEPA requires that bulk samples of suspect ACBM be collected in a manner sufficient to determine whether this material is ACBM. ACBM is any building material, which contains more than 1% asbestos.
Generally, for thermal system areas, three (3) bulk samples randomly taken are required to determine that suspected material is not ACBM. Suspect surfacing materials sprayed or troweled-on may require up to nine (9) bulk samples, depending on area size, to determine whether the material is ACBM.
Samples were taken in sufficient quantity in each Homogeneous Area to reliably determine the presence of asbestos. Analysis of samples collected in conjunction with this report was conducted by the EPA 600/R- 93/116 method.
Please note that destructive or exploratory sampling methods were not employed during the survey. In addition, access was limited to certain areas; therefore, TTI made a prudent effort to identify all accessible ACBM included inspection areas within the building.
All accessible materials are assessed and bulk sampled, and therefore, included within this inspection report. Voids above ceilings, behind walls, and beneath floors were not assessed. Therefore, any concealed materials were not bulk sampled. Due to these conditions, a qualified person should continuously oversee all future renovation or demolition activities once they commence. During future renovation or demolition procedures, if a suspicious material is exposed that was previously inaccessible, then all activities in that area of the building shall immediately stop.
1.1.1 Drywall/Wallboard and Joint Compound
To comply with the OSHA asbestos regulation, which requires each individual layer of material be analyzed, wall board and joint compound are analyzed as separate materials. When analyzed as a separate material, if either of these materials is greater than 1% asbestos, OSHA requires the removal of this material to be class II asbestos work. As such, all work that impacts the wall board systems would be abated according to the OSHA asbestos standard. All workers performing the work will have the proper OSHA required training and protective equipment. All work will be performed by complying with the work practices and controls designated by the OSHA asbestos standard.
According to NESHAPS, if joint compound is used only at the joints and nail holes, the material is considered part of a wall board system and a composite sample may be taken. The composite samples of the sheetrock and joint compound may result in the material containing less than 1% asbestos. As such, this material is not considered an ACBM under NESHAPS regulations.
2.0 LEAD-BASED PAINT
2.1 General Information and Definitions
A visual inspection of all painted surfaces was performed and testing of all painted surfaces within the facility was conducted using a portable X-Ray Fluorescence spectrum analyzer (XRF). All testing combinations identified within each functional space of the building was assessed and tested. The condition of all painted surfaces was then documented. In addition, concrete floors, walls, and/or ceilings were tested in case the concrete is to be recycled after renovation.
The XRF used in this inspection was the Thermo Scientific Niton Analyzer. The Niton Analyzer is a spectrum analyzer that provides an on-site lead concentration of a painted surface in milligrams per square centimeter of painted surface (mg/cm2).
The XRF provides the measured lead concentration in weight of lead per unit area. Calibration checks of the XRF were frequently conducted. No paint chip sampling or laboratory analysis was performed as part of the sampling activities. Interior sides of the rooms are identified upon the location of the street relative to the facility. Side A faces the street and goes clockwise to Side D.
The HUD Guidelines define LBP, when analyzed by a portable XRF, as paint with a lead concentration of greater than or equal to 1.0 mg/cm2. It should be noted, however, that Occupational Safety and Health Administration (OSHA) regulations apply to any detectable concentrations of lead in paint.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
