Site Visit Agenda Thursday – June 25, 2024 - 1:00 PM (CST)

1. Open meeting & Introductions:

• Introduction of Vendors

• Contract Specialist: Lucretia Maloney

• Contracting Officer: Gabriel Escarciga

• Contracting Officer’s Representative: Michael Jumbeck will be facilitating the site visit for you all today.

• Architect-Engineer (A-E) Firm: Stone Group

2. Solicitation Information:

• Please note that any verbal exchange at this site visit does not constitute a change to this solicitation.

Only amendments constitute a change. Only questions received in writing and answered via solicitation amendment will be deemed official.

• This solicitation is set-aside for SDVOSB concerns under NAICS Code 236220 Commercial and Institutional Building Construction.

• This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Offers received from other than SDVOSB concerns will not be considered. All SDVOSBs must be listed as “certified” by the Small Business Administration (SBA) Veteran Small Business Certification (VetCert). Bidders must be certified in the SBA VetCert database (Veteran Small Business Certification (sba.gov)) at TIME OF SUBMISSION OF BIDS AND TIME OF AWARD. Failure to be certified at the time of bid submission and time of award will result in the offeror’s bid being non-responsive.

• Invitation for Bid (IFB) In Accordance with FAR Part 14

• Solicitation Closing Date: July 10, 2024, at 2:00 PM EST

• Cut-off date for technical questions is June 25, 2024, at 2:00 PM EST.

• Technical Questions received after the Cut-Off date will be reviewed, but the VA does not guarantee that they will be answered. Only questions received in writing and answered via solicitation amendment will be deemed official.

• Please submit all technical questions to CO/CS via email at Lucretia.Maloney@va.gov and Gabriel.Escarciga@va.gov .

• Responses to technical questions will be posted in a timely manner as an amendment to the solicitation on SAM.gov. Please confirm receipt of all amendments in IFB responses.

• Bid format submission requirements are located in the solicitation.

• Please be advised that the bid bond shall be submitted as part of the electronic bid submission. An original hard copy of the bid bond is NO LONGER required.

• The VAAR range of magnitude for the project is between $1 and $2 Million.

• The Period of Performance for the project is 245 calendar days after receipt of NTP.

• A copy of the site visit sign in sheet will be provided as an amendment to the solicitation and posted to:

SAM.gov.

3. Presentation Conclusion:

• The site walk through should be done as a group. Remember that you are in a hospital setting.

4. COR Presentation: Provide general review of the job and review of any important Drawings and

Specifications, unique requirements and site-specific items.
