Will the existing grid ceiling be removed under Phase 1 or parts under each Phase separately?Separately. Grid ceiling demolition per phasing notes on 40-G6.
On the A drawings, they are showing the two EF’s on the roof to be removed. This is not shown on the E drawings or M Drawings. Could you confirm the intent here?Coordinate disconnection and/or relocation of existing equipment as required for installation of new roof membrane. Remove fans and all associated ductwork and control wiring.
Could you provide information on the existing Liebert Units being removed. Feed from where, feeder size?Libert units on roof and building exterior are three phase 20A feed from panel A.
Drawing E-2 Note 1 states we are to disconnect and re-use this feeder. Could you confirm where this feeder is to be re-used?Note 1 is not applicable feeder to be removed.
Will the new raised floor require new grounding to tie into the existing underfloor grounding if there is any in place now?New raised floor shall require grounding to tie into existing ground.
Are we allowed to run the new feeders where applicable under the raised floor from the service to new equipment location?Yes
Please confirm all data racks are to be feed at the ceiling level with device as shown on the E drawing and not under the raised floor below the racks.Nema receptacles will be mounted above racks for connection.

Is there a recent asbestos/lead-based paint survey available?Yes for the facility there is. Also no reported asbestos or lead in building 40.
Clarification on Specs. A. TELECOM: a. RELOCATE EQUIPMENT FROM RKG 8 AND RKG 9 TO RKM 11, RKM 12, RKM 13, AND RK14. THESE (4) CABINETS CAN BE USED AS A SWING SPACE FOR EQUIPMENT DURING INTERIM PHASES. Question: Phase 1 - New Work - Will there be any additional infrastructure cabling or temporary cabling requirements for this equipment during the interim period? Will it be online during this interim period?Yes, provide the necessary fiber and copper patch cords shall be provided in order to maintain connectivity between the equipment located in "swing space" to the core networking equipment and distribution switches.
Will Phase 4 Equipment relocation be done after hours?Re-locating equipment is to get accomplished so that the facility remains operational, best as possible. Coordinate any and all "outages" and after hours work with the COR.
Will the security low voltage terminate in Room 103-4?Security camera cabling will run back to 103-4. Access control and intrusion detection will terminate at the PCU location within 104.
Is there a specific Rack Elevation for the 2-post rack and infrastructure that will be installed in room 103-4?The specifics on mounting new patch panels and wire managers within the existing rack in 103-4 will be coordinated with the contractor before the shop drawings phase. For bidding purposes, ensure there are enough patch panel ports to cover the quantity of new cables (plus 25%) and ensure there is (1) 2U wire manager for each copper patch panel (plus 1 extra 2U wire manager).
To confirm, Telecom cabling will run back to room 103-4 and serve as the new termination point for rooms 101, 102 and 103.correct.
Approximately how many connections are there for each piece of equipment? It's typically a console, two ethernet, and power.Telecom outlet symbol requirements are shown on sheet 40-T1 and 40-T7.
Will any of the station cabling for room 104 and 107 terminate in room 103-4?No new telecom cabling from 103 or 104 will run to 103-4. Security camera cabling will run to 103-4.
Can the Superintendent serve additional roles as CQC System Manager and/or Site Safety & Health Officer?Yes
Please confirm the "Safety and Health Manager" role in 01 45 00 is the same role and the same person as the "Site Safety and Health Officer" of 01 35 26.Yes
Paragraph 2.15 of the solicitation states, "If the site requires an investigation, the contractor must follow VA Directive 0710." Will this site require investigations?Key contractor personnel will be subject to back ground investigations as a part of the PIV badging process. Contractors are required to coordinate with the local security office for specific procedures.
What is the anticipated start date?The start date will be based upon the award date of the contract. It may be presumed that the start date will be roughly 30 days after contract award.
Is this a tax-exempt project?Offerors are instructed to submit bids consistent with FAR 52.229-3 and include all applicable taxes
a. If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors?All taxes are to be included consistent with FAR 52.229-3
Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only?The superintendant can be shared across multiple projects but cannot charge multiple projects for the same time.
Can the Superintendent fulfil multiple roles?Yes

Will the VA provide a spot for the Prime Contractor to set up a temp office?VA will provide laydown area and allow temp office on that site

Will the airflow panels in the raised floor system be reused or will we need to provide new ones?Airflow panels are not required for the raised floor. Provide solid panels.
Can we demo the entire floor during phase one?No. See Phasing Notes on sheet 40-G6.
Drw#40-A1-Shows the new double door/new CMU foundation wall/new grate inside both phase 1 and 2. Can we do all the above during phase 1?All of the "above" is required work for Phase 1 per the Phasing Notes on sheet 40-G6.
Is there a specific vapor barrier that’s required for the roofing portion?Vapor barrier shall meet qualifications outlined in Specifications
What is the concrete/cell infill mix requirement for the foundation wall?Concrete shall meet qualifications outlined in Specifications.
On drawing number 40-G6, Phase 1,4, and 5 – Demolition A. calls for complete removal of the existing raised floor system. Issue – currently there are 10 smoke detectors in the subfloor which are part of the clean agent releasing system mounted to the upright support legs of the raised floor system. Question - are these to be removed as well as the ceiling detectors?Underfloor smoke detectors shall remain.
On drawing number 40-G6, Phase 1 – Demolition A. item d calls for demo and removal of existing storage room toilet and vestibule. Issue – this work will increase the volume of the space protected by the clean agent system. Often an additional small agent tank is the most cost-effective way to accommodate added volume. Question - will VA allow a small additional agent tank to be located at the current agent tank location in the data center?Provide additional tank as required.
On drawing number 40-G6, Phase 1 – Demolition A. – item f calls for removal of existing FM200 tanks for re-installation. Issue – A climate-controlled area is needed on site where the tanks can safely be stored during this phase of the project. For safety purposes the tanks must be strapped to solid structure during storage. Question - where on site can the tanks be stored during construction?Means and methods of the contractor, but the floor construction should take place to minimize the down time of the FM200 system.
Specification states to provide an SSHO, can the project superintendent have dual duties as the superintendent and SSHO?Yes

If the superintendent is able to provide combined SSHO and CQC System Manager capabilities, will they be able to perform all three positions in tandem?Yes
Sheet 40-E8 shows an isolation by pass ATS, specifications 26 36 23 page 785 spec a closed transition isolation by pass ATS. Is the intent to have an isolation by pass only ATS or a closed transition isolation by pass ATS. If closed transition will it work correctly with the existing generator?Provide closed transition isolation by pass ATS.
The existing data racks are fed from PDUs using flexible cable (more than likely SO cord) under the raised floor into a metal box with a receptacle, the data racks have a flexible cable dropped down to the raised floor and plugged into the receptacles. The metal box with the receptacle is not mounted but can be moved around, is this same wiring method to be used for new work?New Electrical work is to have fixed equipment connections, wiring to be supported per NEC, provide the back box for the NEMA receptacle is to be mounted to rack above the cabinet. Flexible cord connection to the receptacle to be provided within the racks.
Will the new data racks be supplied with power cords and cord caps in place?Electrical receptacles will be mounted overhead for power connection.
Sheet 40-E5 shows a L21-20 symbol for power for the data racks, that symbol is not shown on the legend on sheet 40-E1, please identify type to be usedThe drawings show a special type receptacle called out on 40-E1 with designation NEMA 21-30 & L21-30: 4-#10, #10 GND IN 3/4" CONDUIT; 30A, 3 POLE CIRCUIT breaker

Amendment 2 provided two Controls Specs (230923), one titled "Control AHU & Heat Deficiencies Building 16". There is no work in Building 16 shown on the plans. The specification manual provided with the original solicitation also contains a version of 230923. What are the PDU requirements for the data center cabinets?1 zone PDU shall be provided for every two racks/cabinets. 2 vertical PDUs shall be provided for every rack/cabinet. See "PDU RFI Response Attachment"
Could we get a drawing that shows the cable pathway to Telecom Room 103-4 in Building 4?The contractor shall provide new j-hook cabling pathway and sleeves (sized to meet the project installation standards) as required from the new telecom outlet locations to the existing Telecom Room 103-4.
What are the requirements for determining the quantity & length of Cat-6A patch cords and multi-mode duplex patch cords for the data center cabling?For Bidding purposes the contractor shall provide (1) patch cord for every wired port within each rack/cabinet. For example, if there is a 48 port fiber patch panel in a rack/cabinet the contractor shall provide a patch cord to cover all 48 ports. If there is a 48 port copper patch panel, the contractor shall provide 48 copper patch cords. Also for bidding purposes, assume that every patch cord needs to reach any location within the associated cabinet. There will be no patch cords that leave one rack/cabinet to go to another. All patching will be contained within individual racks/cabinets.
Phase 1 - New Work - Will there be any additional infrastructure cabling or temporary cabling requirements for this equipment during interim period? Will it be online during this interim period?

Approximately how far is room 103-4 from the existing Data Center? There is no scale listed in the drawing.For Bidding purposes, assume the average cable length will be 265'. No cables will be longer than 295'.

On page 40-T6 in the drawings package has the data center cabinet equipment schedule. Although not called out by manufacture name all part numbers of the basis of design are Leviton manufactured products. Other manufacturers have fiber patch panels meeting or exceeding proper density as part #s called out and have been installed at other EHRM projects, but only Leviton manufactures the “angled” fiber patch panel which would limit competition to a single source. Our question is will there be forthcoming single source J&A following FAR 6.302-1 for Leviton only products?No single source forthcoming that we know of at this time.
The drawings call for 2 new UPS units, but the specs are missing the relevant section (26 33 53, STATIC UNINTERRUPTIBLE POWER SUPPLY) referenced in the PDU specs. Can the government provide a specification for this equipment so it can be quoted?Specification section 26 33 53 STATIC UNINTERRUPTIBLE POWER SUPPLY
