1. 9-1-21 9-8-21 Is this project tax-exempt? If yes, please issue the Tax Exemption number for bidding purposes. If not, what is the percentage of tax?
No, this is not exempt of sales tax. Contractors are required to pay sales and excise tax. Offerors shall include all applicable taxes in accordance with FAR by Reference Clause 52.229-3 “Federal, State and Local Taxes.” Percentage of tax information is the responsibility of the offeror.
2. 9-1-21 9-14-21 Has Sioux Falls Engineering incorporated winter conditions for this project? Has additional time been added to the performance period of the project to account for the lack of work that will be able to be performed during the winter? Can submittals be provided in the winter and then the project start-up in the spring?
Winter conditions have not been incorporated for this project. The period of performance has included a time period for the winter months. The VA would like to start the site work on the project prior to ground freezing and adjust period of performance if necessary.
3. 9-1-21 9-13-21 Is there a soils report for the CLC Cottage project? Yes, dated 9/1/2016. Reference attachment titled - Geotechnical Report - 9-1-2016
4. 9-1-21 9-13-21 I was wondering if you would approve a substitution request for EcoStar Synthetic Slate in place of the Edco Arrowline Metal Slate. The metal roof tile is specified in section 07 31 14.
The technical information, which was submitted with your request, is insufficient to provide a reasonable response. There are a number of suggested component changes (underlayment, recommended flashing type, etc.) that are not sufficiently vetted in the request, which would require multiple changes within the specs to accommodate.

5. 9-7-21 9-13-21 Due to non-compliance of the FIPS encryption/cybersecurity regulations to safeguard patient information, the Rauland Responder 5 has been listed as a DIVEST product status by the VA Office of Information and Technology. (VA Technical Reference Model v 21.7). In lieu of this, will the hospital accept a nurse call system that is equal to or greater in functionality than the listed nurse call specifications, but is FIPS and OI&T compliant? The Sioux Falls VA is not using Responder Enterprise which is a DIVEST product. The Sioux Falls VA is using Responder 5, version T17 which is not a DIVEST product.
6. 9-7-21 9-14-21 Should the hospital determine that using “stand alone” Rauland 5 supplied servers allows for the use of the Rauland 5 system (despite VA Technical Reference Model v 21.7), does the hospital still intend to connect existing mobile and Vocera phones to the Rauland 5 system?
Yes. Currently the VA has virtual servers running Responder 5 system including Vocera phones.

If hospital intends to connect mobile devices and Vocera phones to the Rauland 5 servers (for visibility to alerts and basic alarms) via a middleware system, then it seems the entire system of Rauland 5/Middleware/Vocera phones becomes non-compliant because of the connectivity to the non-compliant Rauland 5 system (per VA Technical Reference Model v 21.7). In lieu of this, will the hospital accept a nurse call system that is equal to or greater in functionality than the listed nurse call specifications, but is FIPS and OI&T compliant?

9. 9-7-21 9-14-21 For ACUTE care patient rooms with medical/ICU beds/labor beds, do the staff expect to plug the bed into a bed connector for the bed exit alarm to alert the nurse call system?
Yes. The system needs to have the option to connect to bed exit alarm.
10. 9-7-21 9-14-21 For ACUTE care patient rooms, there are smart bed safety data points that are currently being transmitted by hospital owned beds. Does the nursing staff want the extra bed data to be displayed on any monitors via the nurse call system? (ex. Is the bed in its low safest position? Is the bed exit alarm on? Is the bed plugged in?

Yes. The nursing staff want the option to add the data points to display monitors through the nurse call system.
11. 9-7-21 9-13-21 Please find the attached documents for the prior approval request for Tubelite for sections 084113 & 084413.
The technical information, which was submitted with your request, is insufficient to provide a reasonable response. Neither the provided aluminum entrance data or the provided curtain wall data address the specific blast resistance criteria set forth in the specifications. Somewhat related data was provided, but either was unclear or tested at a much farther stand-off distance that doesn’t apply to this project.

12. 9-7-21 9-13-21 All details for elevations W1-W9 show curtainwall as the system being used. I see there is both a storefront spec (084113) and a curtainwall spec (084413) and wanted to clarify if all these windows are in fact curtainwall or if they are to be storefront? Please clarify if there is both storefront and curtainwall on this job or only one or the other.
Specification 08 41 13 only includes Aluminum- Framed Entrances, as explain in Paragraph 1.1.
13. 9-7-21 9-13-21 The finish on the aluminum for windows W1-W9 is called out in the storefront and curtainwall specs as dark bronze anodized. The storefront spec (084113) calls out a painted finish warranty of 20 years but does not call out an anodized finish warranty. Please indicate the anodized finish warranty desired if storefront systems are being utilized. Note that the maximum anodized finish warranty is 10 years.
Specification 08 41 13 Paragraph 2.3.A.2 explains the finish to be Dark Bronze Anodized.
14. 9-7-21 9-13-21 Please indicate the glass type for door 032 which is listed in the door schedule on AS301 as a hollow metal type NV door.

17. 9-7-21 9-13-21 Door 117.1-54 calls for glass type G-1, however, frame W9 that this door goes into is all type G2. Do you want the door glass type G-1 and frame glass type G-2 or all the same glass type?
Change the glass type for Door 117.1-54 to G2 to match the surrounding curtain wall glazing.
18. 9-7-21 9-13-21 Can you please give U-factor and SHGC values for glass type GL-1? The glazing spec (088000) gives these values for a sealed insulated laminated unit (GL-2) but not for an insulated low-e unit like G-1.

I regret to inform you that no such list exists.
There is a list of vendors that attended the site visit. The list has been posted to the website where we advertise the solicitation. No further information will be provided.
20. 9-7-21 9-13-21 What does the “S” label stand for in the door schedule? Smoke rated.
21. 9-7-21 9-14-21 I also have a request for an Auto Operator. We would like to use Stanley Magic Force Heavy Duty single swing door operators. Would these be acceptable? If not, what operators would be acceptable?
The Stanley Magic Force heavy Duty single swing door operators are an approved operator.
22. 9-7-21 9-13-21 I also wanted to verify if the recycled content listed in section 087113 is required? I have not seen a recycled content listed for auto operators before, so I wanted to verify this part.

23. 9-8-21 9-13-21 Please refer to the Spec Manual, 090600-8, C. Section 095423, Linear Metal Ceilings- Please clarify the color of the Metalworks Effects. I will attach the data sheet with the colors for the Architect to choose from. Please note that the "Effects Classic" will be the less expensive option of color lines. We will need the color clarified in order to get accurate pricing.
a. Please refer to the Trim and Accessory data sheet. Will the Linear Metal Ceilings require any trim? If so, please clarify the size and color of the trim.
b. Please refer to the data sheet, the unperforated #7160 will not have any noise reduction. Please verify this is what the Architect would like to proceed with.
A. Colors to be selected from metalworks effects subtle line. Color to be coordinated with the VA.
B. Ceilings are surrounded by Gyp for trim.
C. Please use Microperforated panels.

Please clarify and please let me know if I have missed any areas.

a. If the wood ceiling in this room requires trim please tell me the trim size and color (refer to the trim and accessories data sheet.)
b. Sheet AS601, Living 115-54; will the lights in this room be hanging lights or will they need to be trimmed out?
A. This ceiling is recessed in Gypsum.
B. N/A C. Per section 2/AS203 these lights are hanging.
27. 9-8-21 9-14-21 Please see the attached data sheets for Armstrong Cortega #704 and USG Radar #2220. Radar #2220 is the equivalent to Armstrong Cortega #704. Will you accept USG as an equivalent?
Arnstrong Cortega #704A is a non-direction ceiling tile that is a standard of the Sioux Falls VA. Radar ceiling tile will not be accepted.

Per Sheet EY602, Detail 4, to match existing deployment as the campus VMS resides on a dedicated network backbone and IT infrastructure, within IT Room 203-52, a JCI provided Network POE Switch would be required while interconnected to the JCI Fiber Switch (provided under separate contract) located within the Building 5 MDF closet. Given the isolated network backbone, a dedicated fiber would be required to interconnect these two switches.
Please confirm and/or clarify if different.
Please specify the fiber if/as required to match current fiber runs or VA requirements.

Blast resistance criteria is explained in Section 08 41 13 for aluminum entrances. Blast resistance performance characteristics have already been handled within Section 08 11 13 for hollow metal doors and frames.

Door hardware for security door openings are a PACS (Physical Access Control Systems) by Johnson Controls Inc.
42. 9-8-21 9-13-21 Refer to Specification Section 08 71 00 Door Hardware, Set SDO-102 lists (1) Intercom. The Intercom should be provided in Division 28, not Division 08. Please specify any required intercom system in Division 28 documents and remove from the hardware schedule.
The hardware schedule will remain as-is to assure the intercom(s) are installed with the correct doors.
43. 9-8-21 9-13-21 Refer to Specification Section 08 71 00 Door Hardware, Set SDO-102 lists (1) Card Reader. The Card Reader should be provided in Division 28, not Division 08.
Please specify any required Card Reader in Division 28 documents and remove from the hardware schedule

The Basis-of-Design is simply the choice selected for specification. Equals can be considered for product substitution.

56. 9-8-21 9-13-21 Refer Sheet AS404, Detail 8/AS404 notes a ACM Panel facia. No specification/product manufacturer was provided with the documents. Please provide a specification and correct section details for any ACM Panels required.
There is not a Basis-Of-Design for the ACM Panels.
57. 9-8-21 9-13-21 Refer to the Asbestos Report provided with the solicitation. The report indicated that all asbestos has been abated in the area of the link connection. Please confirm no asbestos abatement is required with this solicitation.
All existing construction that is slated to be demolished will always have the possibility of asbestos-containing materials, due to the age of the building.
58. 9-8-21 9-13-21 Refer to Sheet AS301, the Ceiling Lifts listed on the Equipment Schedule do not match the lifts shown on Sheet AS601 RCP. Please update the Equipment Schedule to match the Reflected Ceiling Plans.
Ceiling lifts are to be provided at all locations shown in the Drawings.
59. 9-8-21 9-13-21 Refer to sheet EY601, Detail #1 depicts (2) two FAAP panels coming out of Panel FACP. Are these local annunciators to serve only the CLC FACP or are these to be network annunciators capable of displaying campus wide information? Please advise.
Annunciators can serve only the CLC.
60. 9-8-21 9-13-21 Refer to sheet EY601, Detail #1. Can the fiber shown between FACPs be substituted with copper? So long as the copper is placed within conduit, does not exceed 1,800’ and is separated from primary power, this may be a cheaper and better outcome while also consistent with the remaining campus fire alarm network. Please advise.
Fiber was requested for the connection. Panel may need to be installed as network node, based on VA decision for existing panel (upgrade/upsize).

61. 9-8-21 9-13-21 Refer to Specification 09 06 00, Section 09 54 23 Linear Metal Ceilings, specifies “Metalworks Linear Classics”.
The Armstrong Technical Representative has indicated these panels can not be installed vertically/parallel the slope as shown on Sheet AS601. Please confirm the specified panels can be install perpendicular to the sloped ceiling.
The panel orientation must be vetted with the Architect and Technical Representative during the submittal process.
62. 9-8-21 9-13-21 Refer to Sheet AS102, Detail 8/AS102 Bath 114A-54 does not include an interior elevation symbol. The Toilet Accessories have not been specified for the Resident Room C (Bariatric). Please specify any required Toilet Accessories for Bath 114A-54.
