About this file

This document is an Amendment (0008) to Solicitation 36C77022R0003 for Murfreesboro CMOP Staffing Services issued by the Department of Veterans Affairs. The amendment extends the proposal closing date to July 21, 2025 at 2:00 PM CDT and updates several key attachments, including a Staff Matrix, Performance Standards, and wage determination documents. Offerors are required to submit a comprehensive proposal across four volumes: General, Technical Capability, Past Performance, and Price, with specific page limitations and detailed requirements for each volume.

The technical proposal must demonstrate experience in pharmacist and pharmacy technician staffing, program management capabilities, and transition planning. Offerors must provide detailed documentation on past performance, including up to three relevant contracts from the past three years, and complete a Staff Matrix with unit pricing. The solicitation emphasizes the need for clear, concise proposals that go beyond merely restating requirements and provide convincing rationale for meeting the VA's staffing needs at the Murfreesboro Central Medication Ordering Point (CMOP).

INSTRUCTIONS, CONDITIONS, AND NOTICES TO PROPOSALS

A. Submittal and Inquiries.

1. Proposals shall be submitted electronically to:

Nicholas.Schulte1@va.gov. Email/Attachment size is limited to 20MB.

Proposals are due by July 21, 2025, at 2:00pm CDT.

Proposals not received by that time will not be accepted nor considered for award.

Proposal Format

Proposals are to be neat, legible and orderly. Content is more important than quantity. Pages shall be numbered. All text shall be single spaced and printed black on white paper. Black and white requirement does not apply to graphics, photos, etc., Company stationery and logos are acceptable. Printing shall be 12pt Times New Roman. For tables, graphics, photos, etc., 8pt Times New Roman. Cross-references should be utilized to preclude unnecessary duplication of data between sections.

The proposal shall not exceed the limits stated in table. If the page limits are exceeded, the pages in excess of the limit shall be removed and returned, unread, to the offeror. The Government will not accept any changes to the contractor’s proposal after the closing date of the solicitation.

A concise and comprehensive proposal is desired.

Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply”, or “noted and understood” without supporting narrative to define compliance are not acceptable. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired.

Elaborate artwork, expensive visual or other presentation aids are not necessary. Page limitations are as follows:

The offeror shall submit its proposal in the following indexed format:

Volume

Title No. Digital Copies Page Limits

I General 1 N/A II Technical Capability 1 75 III Past Performance 1 50 IV Price 1 N/A

The Technical Capability Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s Proposal. Legibility, clarity and coherence are very important. Proposals will be evaluated against the Technical Capability factors defined at the addendum to FAR Clause 52.212-

2. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. This Volume, shall, at a minimum, be prepared in a form consistent with the evaluation criteria for award set forth in the addendum to FAR Clause 52.212-2. If we are using the same past performances on all the CMOPs, can we have our customer submit one past performance questionnaire rather than one for each separate opportunity? It would greatly reduce the required effort from our customers.

Response: Please see Attachment 5 – Past Performance. Page 1 must identify the Solicitation(s) for which the PPQ is submitted for. Offerors may list multiple Solicitation numbers in the appropriate field if they desire the PPQ to be considered for multiple procurements.

If weather shuts down access to the Murfreesboro, will the government reimburse awarded small businesses for contracted employees arriving at the facility? If so, how many hours?

Response: The Government anticipates awarding a single indefinite-delivery indefinite-quantity (IDIQ) contract under the solicitation. Accordingly, actual hours will be ordered via individual Task Orders (TOs). The hours in the Price Schedule are estimates only and not guaranteed.

Response: All unit prices are fully burdened rates. Proposal preparation and submission is a matter of business judgement. It is up to the offeror how to structure their proposal in order to meet the requirements set forth in the PWS.

PWS; 9 Contractor Deliverables 9.2

11 A monthly production report must be provided to the COR, listing by name, each contract provider and associated production measures at each assigned station.

Will the government provide weekly data from the system tracking the DLH provider and each assigned workstation in SQL database format?

Administrator that is unavailable at the time of anticipated contract award, that the proposal will be deemed unacceptable and ineligible for award.

Response: Evaluation will be conducted in accordance with 36C77022R0003 Amendment 0005, Addendum to 52.212-2.

Will the government provide on-site ethernet connection as well as facility space for the on-site SDVOSB SCA employees and FA personnel to record their time on a daily basis? If not, what bandwidth can be expected for on-site personnel to conduct time recording? If no on-site provision will be furnished, will the on-site workers’ time away from the facility for time recording for each SCA labor category (i.e., pharmacy technicians and shipper/packers) be billable to the contract, or must that time for each SCA FTEE be absorbed by the contractor on a daily basis?

Response: Yes the contractor is responsible for onboarding and credentialing in accordance with the PWS. Proposal preparation and submission is a matter of business judgement. It is up to the offeror how to structure their proposal in order to meet the requirements set forth in the solicitation.

RFP 36C77022R0003 0005 32 of 68 Section C.12 Supplemental Insurance Requirements

Section C.15 Supplemental Insurance Requirements of the Solicitation includes the statement “(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.” Is the
