About this file

This file is a Solicitation Questions and Answers document for a federal construction project at the San Francisco Veterans Affairs Medical Center. The document contains 50 questions and official government responses dated between August 3-10, 2026, addressing technical specifications, scheduling, work procedures, and compliance requirements for a roof replacement and building exterior improvement project (Project No. 438-22-600).

The project scope includes replacing roofing systems across multiple buildings, with thermoplastic polyolefin (TPO) specified as the preferred 60-mil flat roofing material, along with standing seam and copper lock seam metal roofs on designated buildings. The estimated award date has been clarified as September 30, 2026, with a 700-calendar-day performance period following Notice to Proceed. Key technical requirements include: removing and replacing pyrobar and insulation systems per drawings, reinstalling and recalibrating satellite dishes, re-certifying lightning protection systems, coordinating mechanical equipment outages with advance notification (2 weeks for small units, 4 weeks for large equipment serving sensitive inpatient areas), and complying with infection control risk assessment protocols. Past performance submissions will be evaluated based on project manager, site supervisor, safety manager, and quality manager experience, with contractors required to demonstrate a minimum of three to five completed projects totaling $10 million in total contract value over the past five years. Work hours are restricted to 8:00 AM to 4:30 PM Monday through Friday, with weekend and holiday work requiring Contracting Officer Representative approval. The bid due date was extended to August 28, 2026, and the NAICS code is 236220 (General Construction), requiring submission of a Certificate of Compliance for Services and Construction with all proposals. The project is a fixed-price contract with no allowances for temporary HVAC or heating/cooling systems.

37General8/10/26Is a temporary air control system required during the project?8/10/26If area served is an outpatient space and outage duration is less than 8 hours on a moderate weather day, it could potentially be omitted. All other instances will require temporary ventilation
3801 00 008/10/26What type of notice must be given before disconnecting any current HVAC units?8/10/26For smaller fans and condensing units serving outpatient areas, a two(2) week advance notification should be adequate. But for larger equipment that requires crane assistance, or for equipment serving sensitive inpatient services, there should be at least a four(4) week advance notification per key note ‘I’ shown on every MEP drawing that reads as follows, “CONTRACTOR TO PROVIDE CRANE RIGGING/PICK PLANS AT LEAST FOUR(4) WEEKS PRIOR TO SCHEDULED DATE. The Government will not consider offers for award from offerors that do not provide the certification with their bid/quotation/proposal, and all such responses will be deemed ineligible for evaluation and award". However, the FAR Part 19.102 states, "Contracting Officer check{s} the appropriate box based on the predominant NAICS code assigned to the acquisition". Could the government clarify if Offerors should submit their own VAAR or will the Certificate of Compliance for Services and Construction be provided with the appropriate box and NAICS code checked by the CO?8/10/26The NAICS code for this project is 236220, Seection a (1) ii , General Construction should be be checked.
