About this file

This is a Questions and Answers amendment document for a pest control management services solicitation issued by the Department of Veterans Affairs Network Contracting Office 23 (St. Cloud VA Health Care System). The solicitation number is 36C26326Q1016, with a response deadline of August 21, 2026 at 5:00 PM Central Time. The procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) under NAICS code 561710 with a size standard of $17.5 million. The contracting office is located in Coralville, Iowa, and the point of contact is Contract Specialist Erica Miller at erica.miller5@va.gov.

The Q&A document clarifies key service requirements and specifications for pest control management across approximately 30 buildings at the St. Cloud VA campus. Prime contractors must possess direct pest industry experience and maintain proper pesticide general liability insurance with pollution coverage per National Pest Management Association standards. Notable requirements include: all scheduled treatments must occur after 4:30 PM (non-negotiable), bed bug response time is limited to 4 hours, approximately 60 exterior rodent bait stations must be provided by the contractor upon award, and Community-Based Outpatient Clinics (CBOCs) will receive on-call bed bug service only. The statement of work has been updated from the previous contract to reflect these new scheduling and response time requirements. The solicitation is for firm fixed price quotes under FAR Part 13 simplified acquisition procedures, with an anticipated contract period of September 19, 2026 through September 18, 2031 (one-year base plus four option years).
