About this file

This is a Questions and Answers document (Part 2) addressing offeror inquiries regarding a fire alarm system upgrade project involving EST3 to EST4 panel replacements at a federal facility.

The Government will defer proprietary technical data including the current 3-SDU file, FireWorks version, device/loop counts per panel, and as-built drawings until after contract award. Offerors are directed to use provided floor plans with scales to estimate distances for 17 remote annunciator fiber runs; the Government lacks internal fiber design engineers and cannot specify fiber type or provide topology diagrams. The contractor will be responsible for creating temporary Class B networks if needed to maintain concurrent EST3/EST4 operation while keeping the Class A loop intact. The Government defers to contractor expertise regarding network switches required for the Building 7 EST4 network architecture, as no diagram is available. Edwards will only provide FireWorks HASP/license transfer information to authorized distributors, not to the St. Cloud VA facility. CLINs 0006 and 0007 have been combined for labor and installation charges; CLIN 0004 has been renamed "Computer" to reflect UL-listed computer requirements with a maximum 24-inch touch screen. The period of performance begins August 15, 2026, for 90 calendar days, with contract award potentially preceding the performance start date. The main EST3 panel in Building 7 may require additional time beyond the standard one-day-per-building schedule, but all systems must be operational by end of day. The Government will provide fire watch during system outages and confirm that mapping is enabled on existing systems. Existing printer functionality must be maintained, and compatible HASP units may be reused. Equipment specifications and device details are referenced in the Statement of Work.

Questions and Answers Part 2:

1. Several answers defer key technical data until after award, but offerors absolutely need this to build an accurate fixed-price quote. Original Q1/Q2/Q20/Q30/Q34 (current 3-SDU file, current FireWorks version, revision/object report, SLC device or loop counts per panel, existing as-built drawings); can any of this be made available during the solicitation period rather than only upon award? Without device/loop counts per panel, offerors cannot accurately size or price the 26 EST4 panel replacements.

Upon award this will be given to the offeror as this is proprietary information.

We do not allow our Fire Alarm programming available to anyone unless on site to perform work. The objects are remaining unchanged (downstream devices remain unchanged), there is only one building that has two panels needed to support the number of objects in them (building 1 and building 1a). Please understand as these buildings change occupancy and undergo construction objects will get added/ deleted as necessary, so the panels should have room for expansion with that. Most of our panels have about 300 devices on them but the new ones should have this as a minimum so there is room for future expansion.

2. The answers to Q3, Q4, Q15, Q27, and Q40 don't fully reconcile: Q40 states scope includes "pulling and installing new fiber cable runs," and Q27 states there are currently no fiber runs from EST3 panels to remote annunciators, so all 17 annunciator fiber connections will be new. Can the Government provide

a. approximate distances/routing for each of the 17 remote annunciator fiber runs.

b. confirmation of the fiber type/spec (e.g., matching the existing 24-strand OM1 multi-mode) so this can be priced as a defined quantity rather than an open-ended allowance?

Unfortunately, we do not have fiber design engineers on staff, so we are unable to provide these. We submitted floor plans where the panels for each building are located and annunciators for those buildings are located. The floorplans have scales on them which should allow for reasonable measurements to be made to get distances requested.

3. Q4 states the vendor is responsible for creating a temporary Class B network if needed to maintain concurrent EST3/EST4 operation, while the Class A loop remains intact. Is a network topology diagram or fiber count/availability survey available so offerors can determine whether temporary fiber, splice enclosures, or media converters will be needed campus-wide, versus building-by-building?

See answers from previous questions and answers.

4. Original Question 10 ("How many different switches are required in the EST4 panel Building 7?") was answered "Unfamiliar with the question." Rephrasing: How many network switches (data/Ethernet, not electrical) are required to support the new EST4 network architecture in the Building 7 SOC/panel location, and is a network architecture diagram available?

There is no diagram available and we are deferring to expertise on this as we do not have sufficient knowledge.

5. Original Question 25 (FireWorks HASP/license transfer) was answered "unsure of licensure expiration dates or transfer capability." Since this directly affects pricing (new license/HASP vs. transfer), can the Government confirm with Edwards/EST prior to quote submission whether the existing HASP can transfer to a new authorized installer, or whether a new license must be purchased?

Edwards will only provide that information to an authorized distributor, the st.

Cloud VA is not an authorized distributor.

6. Original Question 28 states CLINs 0006 and 0007 have been combined into a single CLIN 0006 for all labor/installation charges. However, the Price/Cost Schedule in Section B.2 still lists 0006 (Labor Charges) and 0007 (Installation, Fees, and Temporary Conditions) as separate line items. Will the Government issue an amendment reissuing the B.2 schedule with the corrected/combined CLIN structure prior to quote submission?

That has been added.

7. Original Question 19 confirms CLIN 0004 ("Laptop") must actually be priced as a UL-listed computer, not a standard laptop. Should CLIN 0004's description be formally amended to reflect this, to avoid confusion during evaluation?

CLIN 0004 has been renamed “Computer” to avoid confusion.

8. Original Question 26 states the POP "will be adjusted to the date of award," but doesn't address the gap between the SOW's 90-calendar-day performance period and Section B.2's ~1-year POP window. Can the Government confirm:

a. Anticipated NTP date relative to award.

b. Whether the 90-day performance clock starts at NTP or at award.

Period of performance will start 8-15-2026 and will be a 90 day period of performance. The CLIN period of performance has been adjusted to avoid confusion. The contract may be awarded prior to the period of performance start date.

9. Original Questions 9 and 43 confirm a one-building-per-day (business hours) standard, with all served buildings operational by end of day. Given that Building 7 houses the primary EST3 panel (installed last, per the SOW sequence) and likely requires more complex cutover/commissioning, does the one-day standard apply to Building 7 as well, or is additional time contemplated for the final panel/network cutover?

The main panel may require additional time, but all systems need to be operation by end of day.

10. The solicitation addendum (Section D.2) references a "13 CFR 125.6 Task Breakdown Worksheet" as a required attachment to be completed and submitted, but Section E's attachment list only shows "Assembly Locations" and the wage determination. Can the Government provide the Task Breakdown Worksheet template referenced in the instructions?

We don’t have a specific template. Please use one you see fits the requirement.

11. The UL listed computer is available with a 24” or 42” touch screen. Which size is required?

Nothing bigger than 24 inches.

12. Please confirm the VA will provide fire watch during system outages associated with this upgrade project.

Yes.

13. What is SOC? Was this a panel location that we saw on the tour?

The SOC is the Police touchdown location that will be a 24/7 monitored location for security purposes. There will not be a fire alarm panel in this location.

However, building 9 does have an EST3x panel in the building, but it is not in the

SOC.

14. What is the model of the existing printer? If it is not compatible with the EST4, are we going to replace it? If this is an old PT-1S printer it does not have a USB port which is needed for the EST4.

The existing printer functionality needs to be maintained.

15. What are we to do if we find that Mapping is NOT turned on?

Mapping is turned on.

16. If we can re-use the existing HASP, this will save you several thousands of dollars, please confirm the HASP can be re-used.

If HASP are compatible with the new system, it can be reused.

17. Is there an equipment schedule or bill of materials available that identifies the required fire alarm panel models, quantities, and associated devices?

See SOW.
