The purpose of this solicitation amendment is to address the following:

1. See attached answers to questions submitted in regards to this solicitation in RED writing.

Traci Johannes Contracting Officer

36C26326Q0245 QUESTIONS:

1.Can you please provide the current life safety drawings for Building 52 for review of the current building layout and life safety features? What is the reason for need? This isn’t relevant until contractor is awarded contract, related to contract performance after award.
2.Regarding the Price/Cost Schedule:
a.CLIN X001 and X002 states a quantity 1 YR, but in the description states price per square foot. Can you clarify how you'd like the price for these line items presented? Are you're looking for the unit price to be the price per square foot and the extended price to be the unit price multiplied by the total square footage? Or should we just put the total price for the 1 YR as the unit and extended price? Change CLINs for professional services to JOB
b.CLIN X003 for travel. Can you clarify what this line item should include? The solicitation states all travel expenses are to be included in our fixed price, so it is unclear what travel expenses this line item is for. This line item is related to; getting someone to the site, lodging and per diem costs.
i.Is this line item for the travel expenses associated with CLIN X001 and X002, or would this apply for any additional requested travel days to the site for work outside our assessment/survey? CLIN 0001 is to include the travel related to the Life Safety Assessment itself.
1.Depending on the response to "i", if this is for additional requested travel days to the site outside the assessment/survey, are you looking for the cost of 1 entire 8 hour day on site (labor) plus travel time and expenses associated with sending a technician for that 1 entire day of on site work? For CLIN 0001; This is based dependent on the forecasted need. The person who is the SME is the expected person(s) to be mobilized. This is based on the discretion of the vendor based on the scope, square footage and period of performance.
2.If this line item is for the travel expenses associated with CLIN X001 and X002, are we to also include travel time for the technician? Yes, this would include the travel for those related services.
a.Multiple technicians will be required to travel to the site for the assessment/survey, are we to provide pricing for 1 travel day per technician, or 1 travel day for the team of technicians? Being that the quantity shows 1 YR (assuming this should be 1 DAY or 1 JB), we're thinking it's the price per day for the entire team, but we would rather be provided clear direction as all these questions about CLIN X003 could result in quite a large difference in cost. Answered in previous questions, travel is inclusive to CLINS 0001, 0002, 0003.
3.The reporting and deliverables section of the statement of work states to review all existing equivalencies to ensure continued accuracy and compliance. Can you please share these equivalencies and include a brief description of the nature of the equivalency? Depending on the quantity and extent of existing equivalencies, this could result in a substantial time impact to the work required to be performed. Therefore, it is important to have this information to provide an accurate price quote. None known.
4.Can you please provide a copy of the most recent SOC report prepared for these buildings, or provide at a minimum the BBI (Basic Building Information)? Provided after award.
5.Item F under reporting and deliverables section of the statement of work states the contractor is to provide the documentation to allow the VA to submit an equivalency request. Item A under this section states the contractor is to support the VA with writing the equivalencies. Can you please clarify who is responsible to develop new equivalencies for new conditions found which don't correspond to an existing approved equivalency? The contractor is responsible to develop equivalencies on behalf of the facility.
a.Will the contractor be required to complete the entire equivalency request and the VA is only responsible to submit it to Chief Engineering Services, or is the contractor required to provide supporting documentation of the condition found requiring an equivalency, and the VA will develop and submit the equivalency? We just want to clarify appropriate lines of responsibilities as this particular issue has surfaced several times with this scope of work and has been interpreted both ways. Answered above.

6. Will the VA provide documentation identifying areas that are fully sprinklered versus partially or non-sprinklered to support life safety drawing development? Can be provided at time of award, this contract is for the professional service provided in this contract.

7. Will VA-provided escorts be equipped with ladders suitable for above-ceiling access, or should the contractor plan to supply ladders? Hospital has ladders in many places, can be provided without contractor responsibility.

8. Will infection control containment (e.g., containment tents or barriers) be required for above-ceiling inspections, and if so, will these be provided by the VA or by the contractor? Not applicable to this contract. Provided supplies by the hospital on a case by case basis, i.e. HEPA cart.

9. Is verification of shaft and chase fire-resistance ratings limited to visual observation and document review, with no destructive or invasive testing anticipated? No, the contractor is not responsible for this.

10. What is the most recent revision date of the existing life safety drawings that will be provided as a baseline? March 2025 is the most recent.
