About this file

This is a Questions and Answers document for the Preserve Building 10 Windows federal contract opportunity. The bid deadline is August 19, 2026, providing approximately three weeks for contractors to prepare proposals. No bid extension will be granted despite contractor requests.

Key clarifications address staffing flexibility, allowing a single superintendent to serve dual or triple roles covering Site Safety and Health Officer (SSHO) and Quality Assurance/Quality Control (QA/QC) requirements. Regarding construction methodologies, temporary plastic wall panels are acceptable for single-day dust mitigation use, but multi-day barriers must be fire-rated per general specifications. The contractor is responsible for moving furnishings disturbed during construction, with quantities dependent on affected rooms and construction sequencing detailed in drawings. The project requires windows and doors be restored in place per historic preservation standards, with window sashes and components removed for off-site restoration while sills, jambs, and heads remain in place for in-situ refurbishment in most cases. Windows beyond repair shall be removed and rebuilt. All windows are to receive new vertical blinds per specification section 12 24 00. The contractor must include pre-construction inspection and testing costs in pricing. Velv a Lum is the basis of design for storm windows; if unavailable, contractors may submit alternative products meeting the salient characteristics specified in the drawings and specifications. A temporary exterior door meeting standard operation and security requirements must be provided during removal of existing doors for off-site refurbishment.
