1. EXECUTIVE SUMMARY

The Department of Veterans Affairs – Office of Construction and Facilities Management (CFM), commissioned AES Group, Inc. to perform the electrical system condition assessment of the Fort Meade Veterans Affairs Medical Center (VAMC). The scope of this assessment is to provide short circuit analysis, protective device coordination study, voltage drop (load flow) analysis, arc flash hazard analysis, and equipment condition assessment with the purpose of improving the safety and reliability of the electrical distribution system.

AES Group performed onsite surveys December 3rd to the 7th, 2018, December 17th to December 21st, 2018, and January 28th to February 1st, 2018. A final survey was conducted March 26th to March 29th, 2019. With some exceptions, we found the facility’s overall electrical condition to be above-average.

AES Group performed calculations and analyses for the electrical power system for the Fort Meade VAMC campus, which has one (1) independent utility entrance, a site generator set, and various by-building backup generators for emergency power.

The short circuit analysis, which aims to identify if circuit breakers can safely interrupt the fault current due to a short, has shown ten (10) feeder and motor overcurrent protection devices (OCPD’s) – plus one hundred and twenty six (126) small-frame branch circuit breakers - have failed device evaluation for interrupting capacity. The scope of this analysis included an evaluation of circuit breakers in the downstream panelboards. Section 3 of this report has additional details.

The protective device coordination study uses both the fixed ratings and adjustable settings of the existing OCPD’s to graphically display how those devices will respond to a short or overload event.

The settings are then adjusted to allow the protective device closest to the fault to interrupt the circuit thereby minimizing the disruption of electrical service. Our study identifies ninety five (95) OCPD’s that require settings adjustment, insertion, or replacement to better coordinate with other OCPD’s or to provide the correct level of protection for downstream conductors. Coordination is achieved where straightforward and economically feasible, but coordination with overlaps in the 0.1-second-and-earlier timeframe is interpreted to be the minimum design standard. Allowing overlap and potential trips in the sub-0.1-second timeframe is chosen for the following reasons:

The potential arc flash energy is less in a sub-0.1-second arrangement. A considerable difference in breaker sizes – nominally fourfold – is required in each tier of power distribution for Selective Coordination. Alternately, expensive delay-capable breakers can be used, further increasing the arc flash energy potential.

Adjustable-type breakers may require a larger frame size, and are not practical for small-frame breakers. Where larger frame sizes are required, this usually results in requiring larger electrical gear, which may not fit without additional electrical work to make space in typically-packed electrical rooms.

Matching existing gear – substantial gear replacements – and larger gear may be required to achieve true selective coordination, which could increase costs, and consume floorplan space.

Also, the existing electrical distribution topology threads through buildings, and significantly revising this topology could cause significant downtime and construction work.

This report includes a summary of the specific OCPD’s and the recommended changes in Section 4:

Protective Device Coordination Study. This study includes the time/current characteristic (TCC) graphs, which show the interaction of the OCPD’s with the existing and recommended settings applied. This submission includes the hospital-wide coordination study, extending beyond the high-power distribution gear and EES automatic transfer switches.

AES Group performed a condition assessment survey to identify the existing condition and age of the electrical system equipment. Most of the electrical equipment at the Fort Meade VAMC campus is in good condition. Some pieces have less than half of their useful life span remaining; a few pieces of equipment have specific issues that put them in poor or critical condition.

Equipment condition survey details are included in Section 7: Condition Assessment. Section 7 also presents a summary of estimated costs to correct identified issues found during the assessment.

2.4. Medium Voltage Distribution System Overview

The electrical utility feed for Fort Meade VAMC campus is provided by Black Hills Power Corporation (BHP). The utility feed to the site enters overhead, and routes below-grade to Building 154, which houses the site switchgear. From this location, all buildings are fed using a large loop with some buildings on a radial feed. The utility’s meter is located at the base of the terminal pole. Building 155 houses a medium-voltage generator system which ties into the campus loop during outages via the service-entrance switchgear.

Appendix A has a drawing showing the location of the utility feeds and the service entrances.

Appendix B includes information from the utility such as available fault current and protection system details.

2.5. Emergency Power System Overview

The Fort Meade VAMC campus has six (6) generators that are used to provide additional emergency power.

Alternator specifications were obtained from the generator manuals so the best possible short-circuit behavior can be modeled. Time constants and resistances found on these specifications are relevant to how the current from the generator will decay with time during a fault. This data will be included in Appendix M.

Conservative approximations were used where exact data was unavailable. Consider forwarding this data, and any available on-site data, for future arc flash studies.

Load data for this location was not available; estimations were developed and are detailed in the load flow section.

2.6. Calculation Methods

This study includes the following elements: short circuit calculations, overcurrent protective device coordination, and a condition assessment of electrical equipment.

As required by the project’s Statement of Work, all calculations have been performed using software developed by SKM Systems Analysis, Inc. The software is named Power*Tools, Version 8.0.3.1 and it is a modular assembly of programs. The following modules have been used for this study:

2.7. Ground Resistance Test Reports

As stated in the project Statement of Work and as described in VHA Directive 1028, the facility’s grounding system must be tested and a Facility Ground Resistance Test Report must be produced every 36 months.

Grounding system test reports were not available from this VAMC.

The VHA Electrical Power Distribution Directive Compliance Survey (Directive 1028) was reviewed and compared to the conditions at the site. The completed survey for Fort Meade is accurate.

2.8. Study Assumptions

The survey team has examined the electrical distribution equipment in the Fort Meade VAMC system and there were circumstances where certain data was not obtained. This occurred for several reasons: the impracticality of taking a particular panel or device out of service in order to determine a particular rating or part number; the lack of identifiable information on a device due to age, deterioration, or manufacturing method; and the lack of complete as-built drawing data. The following describes data that has been assumed for the purposes of this study:

2.8.1. Substation Circuit Breakers and Fuses

In some cases, it was not possible to verify the trip level for a substation circuit breaker or fuse type due to the fact that an outage would have been required to verify the actual trip or fuse. In these cases, the last known trip setting or fuse type/size was used in the analyses. Additionally, nomenclature such as Service #1 and Service #2 in the model is arbitrary in some cases, or taken from third-party documents and may not exactly match the site. Relevant information should be verified before starting work.

Generally all fuses were inspected, but only some of the fuses had adequate markings to determine their rating without requiring an outage. As-built drawings have been used to model this information.

2.8.2. Distribution Transformers

Transformer impedance is based on actual nameplate data. X/R ratio is estimated based on typical values for transformers of this type and size. The analyses also use assumed characteristic curves for the primary fuses based on prior as-built documentation since the actual fuses could not be surveyed.

2.8.3. Low Voltage Protective Devices

There are a number of protective devices in the system which have not been identified except by manufacturer and amperage rating. Without this data it is impossible to determine the breaker’s time current characteristics. This information will typically not adversely affect the results. In the course of evaluating the system information for similar items may be used to fill in for characteristics of specific items that were unknown. In terms of incident energy, typically the system will rely on upstream devices for which the time current characteristics are known (i.e., the most conservative approach).

2.8.4. Motors/Loads

Motors and other loads will be assumed for the sake of performing voltage drop calculations and motor contributions to short circuit current. When available, actual survey data will be used for these items.

3. FAULT CURRENT ANALYSIS

3.1. Introduction

The fault current analysis is based on data collected during the survey of the Fort Meade VAMC electrical distribution system. The analysis examines the short circuit currents that occur at selected locations in the electrical system and is used to determine the capability of the system to withstand any possible electrical fault without damage.

One-line diagrams of the system are included in Appendix H. Reports showing the complete input data used to construct each model are included in Section 3.4.

3.2. Sources of Fault Current

The short circuit fault current calculations performed for the Fort Meade VAMC electrical system are based on the available fault current values provided by Black Hills Power (BHP) the electrical utility for Fort Meade VAMC, attached in Appendix B.

In summary, the available fault current from the BHP system is:

Additional sources of short circuit fault current are the induction motors which operate throughout the system. Typically these motor contributions are relatively small especially when a fault is located some distance from the motor, and when a motor is under 50HP.

3.3. Calculation Scenarios

The DAPPER report included in this submission is based on normal interconnection of the electrical power system elements fed by the existing utility services. This matches the switching arrangement found on-site. Additional reports for this system will be generated for two other scenarios. These scenarios are summarized in the following table.
