Questions / Answers
1. Is it strictly required that the Professional Engineer (PE) license be registered in the state of South Dakota? If NO, is it possible to submit SD registered license after the award or is it acceptable for PE from other states?
A: A PE from another State is acceptable.
2. Is the primary and/or secondary injection testing required?
A: Please see Specification Section 16052 Electrical System Testing and Calibration for all required testing.
3. There presently are no states with provisions in electrician licensing examinations related to electrical testing and maintenance. Instead, the licensing relates to the National Electric Code (NEC) and related equipment installations. Can this statement be modified to say work under this SOW shall be performed by a certified test technician or Registered Professional Engineer?
A: Please see the Specifications- Section 16001 Qualifications for Electrical Switchgear and Distribution maintenance testing Service- 1.2 Field Service Requirements. If there are differences between the Drawings, Statement of Work (SOW), or Specifications the Specifications will take priority. There will be no adjustments made to the Specifications.
4. If so, Section 16001, Qualifications for Electrical Switchgear and Distribution Maintenance Testing Service should then be modified to include a new section 1.2B and 1.2C to read:
a. “Field service work shall be performed directly by field service engineers who have successfully demonstrated their knowledge and experience in the field of Electrical Power Distribution Systems Testing. The field service engineer shall be capable of: 1) testing assessing, evaluation, servicing, and reconditioning components, 2) assuring that the equipment on which work has been performed is safe, reliable and acceptable for its intended purpose, and 3) identifying defective equipment, and potential safety problems, environmental hazards, or code violations.
b. The lead Field Service Engineer/Technician must have minimum qualifications as follows:
i. Current certification by the National Institute for Certification in Engineering Technologies (NICET) or the National Electrical Testing Association (NETA), plus at least five (5) years experience in electrical switchgear and power distribution systems testing; or
ii. Persons who, by their education, training, and specialized experience can qualify for certification buy who have not yet applied or taken the certification exams. These people must submit three (3) references on projects of similar size and complexity and demonstrate that they have the required specialized knowledge and five (5) years experienced in electrical switchgear and power distribution systems testing; or
iii. Persons with higher qualifications, such as a BS degree in Engineering, provided that they submit three (3) references on projects of similar size and complexity and demonstrate that they have the acquired specialized knowledge and five (5) years experience in electrical switchgear and power distribution systems testing.”
Is this acceptable?
A: Please see the Specifications- Section 16001 Qualifications for Electrical Switchgear and Distribution maintenance testing Service- 1.2 Field Service Requirements. If there are differences between the Drawings, Statement of Work (SOW), or Specifications the Specifications will take priority. There will be no adjustments made to the Specifications.
5. Section 16001, Qualifications for Electrical Switchgear and Distribution Maintenance Testing Service section 1.1C states the following: “The contractor shall meet OSHA criteria for accreditation of testing laboratories, Title 29, Part a907.” This statement applies to testing laboratories such as Underwriters Laboratories (UL) in evaluating safety of products for sale to the public. It does not apply to testing companies performing field testing after equipment has been installed as called for in this solicitation. Can this statement be removed from section 16001?
A: There will be no adjustments made to the Specifications.
6. Page 8, section B.2, Price/Cost Schedule outlines a performance period of September 1, 2025 to October 31, 2025. This is typically peak season for most testing companies providing limited flexibility in completing work with this performance period due to existing project schedules. Can the period of performance be increased to 90 days, 9/1/25-11/30/25?
A: Due to the location in South Dakota and the unpredictable weather we cannot push the POP out after 10/31/25. The start of the project could be advanced to start August 15th- October 31st 2025 to extend the POP to 75 days. Please keep in mind the 12KV Feeders at Fort Meade may be removed from service during the non-cooling season of (September 1st- October 31st).
7. What should be included in generator testing? Is load bank testing required?
A: We have a separate contract for Load bank testing and Load Bank Testing is not required.
8. Can you please provide the latest test report?
A: Yes, please keep in mind the last test report did not include everything in this solicitation.
9. Can you provide the latest AF study report?
A: Yes, please keep in mind the last test report did not include everything in this solicitation.
10. How many medium voltage cables should be inspected? All those identified in the drawings?
A: Correct, all identified in the drawings.
11. Are contact resistance and insulation resistance tests sufficient for low voltage circuit breakers?
A: Please see Specification Section 16052 Electrical System Testing and Calibration- Sections 1.12 and 1.13.
12. Some one-line drawings allow us to see the devices installed within each switchboard/panel/MCC, such as drawing E-4 on page 5, but riser diagrams, such as E-3 on page 4, don't allow us to know which and how many breakers are installed within each switchboard/panel/MCC. Should we consider in the proposal only the devices we can identify in the drawings, or can the government provide an estimate of quantities/inventory?
A: Panelboards 225 amp or smaller are excluded.
13. What size circuit breaker needs to be tested? (Example: 250A or larger/600A or larger.)
A: All Circuit breakers will need to be tested. Panelboards 225 amp or smaller are excluded.
