About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Department of Veterans Affairs project. The amendment (No. 0005) covers an Emergency Electrical System Upgrades project (Project Number 636-25-307) located in Omaha, Nebraska. Key changes include posting answers to Request for Information (RFI) questions, deleting a specific project manual subparagraph, replacing current drawings with a revised set, and extending the bid due date to May 6, 2025, at 10:00 AM CDT.

The amendment includes 19 detailed RFI responses covering technical aspects such as site personnel requirements, work scheduling, construction activities, electrical system modifications, and specific installation details. Notable clarifications include: the superintendent can be the Site Safety and Health Officer (SSHO) but cannot simultaneously be the Quality Control (QC) Manager, some work can be performed during business hours pending VA review, and specific technical requirements for generator connections, electrical panels, and system integrations were addressed. The amendment also includes a 16-page attachment of revised drawings to support the project's electrical system upgrade scope.

ANSWERS TO RFI QUESTIONS

1. Can the Superintendent be the SSHO? Yes

2. Can the Superintendent be the SSHO and QC Manager? No

3. Does the Superintendent have to be employed by the GC? SSHO? QC Manager? Yes, unless the GC gives full responsibility in writing for contract performance and stoppage to the Superintendent or QC from another company.

4. Can some of the work be done during normal business hours or is all work to be done after hours? Yes, some work may be able to be accomplished during business hours. We would need to review the work activity and how it affects services.

5. What kind of ICRA will be required in the hallways? The ICRA depends on the construction activity and methods.

6. What kind of ICRA will be required in the ACC building? The ICRA depends on the construction activity and methods.

7. What kind of ICRA will be required in electrical closets? The ICRA depends on the construction activity and methods.

8. Can the VA provide details on what will be required for the concrete pads for Switchboard and Transformer? A detail will be added to drawings.

9. Can the Va provide specifications and details for the concrete bollards required around the transformer? A detail will be added to drawings.

10. Will sod or seeding be required for the new 4” conduits for transformer and switchboard? This requirement is covered in specification section 31 20 11, EARTHWORK (SHORT FORM).

11. How are we to connect the (7) generators to the BMS system? We will be providing the generator manufacture specific annunciator panels. They are located throughout the facility. A hard wire connection (CAT6) would be next to impossible due to distances. We are looking for the BMS panel locations each generator would communicate to for alarms and status. This requirement will be deleted.

12. Are we providing the new 2000A switchboard MSB6 or transformer from sheet 17-ES700? Yes.

13. Is there any work associated with sheet 17A-EP700? Note 1 talks about providing lighting and appliance panelboards and says to refer to panel schedules for AIC ratings. Drawings will be revised.

14. Is panel EDP5L from sheet 1-EP700 new and if so, are we providing it? Note 4 insinuates that it is new. Yes, part of the project.

15. Are there panel schedules for the new panels and switchgear we are providing? Specifically panels EDP5H and EDP5L, and switchboard MSB6. Yes. Sheet 1-EP701 was revised.

16. The riser diagram on sheet 1-EP700 shows the two sections of panel N3E3 being separated, and the second section being fed from panel EDP5L, while the first section is still fed from switchboard SB2. On the panel schedules on sheet 1-EP701, the note indicates to change both sections’ names to E3E3. Since the first section is still fed from a normal circuit, should it remain N3E3? Or are both sections to be fed from emergency power? The first section would remain on N3e3. The note on the riser diagram was revised.

17. The electrical riser diagram on sheet 101-EP701 shows a new feeder to panel LA from distribution panel GEQDPH. However, panel LA is not shown as one of the feeds on GEQDPH’s panel schedule on the same sheet, and the new breaker is designated as feeding Elevator Control Switch #3, as shown on sheet 101-EP101. Is Panel LA an additional feed that needs to be connected to GEQDPH, and if so, where is it located? If Panel LA is instead meant to be Elevator #3, is the feeder size shown on the drawings correct, or should it be the feeder size shown on the riser diagram? This question covers drawings for two different tasks. The VA has assigned the ACC Chiller Plant as Bldg. 103. The drawings were revised to reflect the new building numbers on the drawings. Panel LA is in the Chiller building and is not associated with the ACC elevator #3 work.

18. On sheet 101-EP100, there is a note indicating panel GNDPH5 that says “Power through floor”. Can you confirm that the feeder that we need to intercept and route through the new MTS is below grade to GNDPH5? What is the intent for how we should intercept this feeder? The note on the drawings was revised to address comment.

19. Are the drawing posted on the 27th the most Up to date drawings that we should be going off of? Amendment No. 5 issues new drawings.
