Scope of Work

Replace Chiller #4 at Energy Center Project Number 618-25-202

Minneapolis VA Health Care System

A. General Intention: Removal and replacement of chiller #4 in the Energy Center (Building 69) at the Minneapolis VA Medical Center and provide emergency power and water connection points for an emergency backup chiller.

1. Replacement of chiller #4. Remove and replace chiller #4 with a new 1,100-ton centrifugal liquid chiller using refrigerant 513a. Chiller shall be of similar size and specifications as a York YK Centrifugal Chiller. Additional equipment to be replaced with the chiller shall include chilled water pump 69-P18, Chem- Aqua water filter adjacent to chiller 4, VFD 69-P18, Vertical turbine pump 69- P17, and any miscellaneous valves and other system components associated with replacement of the existing chiller. Relocation and modification of filters, floor drains, and conductors that will be required to support the new chiller, any relocated equipment, and to allow space for the new chiller shall be included. Installation of new equipment pad will be required due to relocation and size of the new and existing equipment.

a. The chiller and associated equipment shall be designed to be compatible with the existing sequence of operations currently used by the other three chillers, associated pumps, and cooling towers and replaced per VA specification section 23-64-00. The system shall be fully automated (with operator adjustable sequencing) and shall also have complete manual override capabilities, required no manual intervention except for start/stop command for the system (i.e., fan control, pump control coolant temperature. low coolant, low water, fan failure, pump failure, etc.)

b. Chillers must meet all current environmental regulations.

c. Review the existing space requirements for the replacement chiller and pumps to determine which equipment will fit into the existing space.

Modify equipment pads as required per VA specifications section 03- 30-00.

d. The replacement shall include all safety components required by the current ANSI/ASHRAE Safety Code for Mechanical Refrigeration.

e. The individual chiller controls shall be self-contained, BACnet certified and JCI Metasys compatible. BACnet cards, programing, etc. shall be included.

f. All necessary electrical disconnect as well as reconnect components associated with any of the components being replaced shall be accounted for and included and completed per VA specifications section 26-05-11.

g. Include expansion tanks and pressure relief required.

2. Install an emergency chiller connection point to the system on the primary water supply and return lines as well as the main condenser supply and return lines per VA specifications section 23-05-11.

a. Add “T” connections at condenser with shutoff valves.

i. CHW-S (2)

ii. CHW-R (2)

iii. Condenser supply (1)

iv. Condenser return (1)

3. Install a 1600A quick disconnect panel to the southern side of building 69 for a temporary connection point for an emergency chiller. Exterior electrical connection point to be fed from open space in substation 2. New connections shall include a 1600a disconnect, 1600a breaker, correct size conductors, conduit, and fittings and installed per VA specifications section 26-05-11.

a. Electrical contractor shall complete all electrical work in accordance with current NFPA and NEC requirements.

b. All existing electrical systems and components shall be field verified by the electrical contractor.

c. The electrical contractor should consult the original construction drawings for the existing location and specifications of systems.

d. The VA Electrical maintenance shop should be consulted if the mechanical contractor has questions regarding the intent of the existing or planned design.

B. Contractor Requirements:

1. Contractor is responsible for determining the proper size and quantity of all repair materials required for this project.

2. Contractor is responsible for all tools, materials and equipment required to complete the project.

3. Lock out/Tag out all sources of stored energy – Elec, Gas, Steam Water, etc.

per VA Specifications section 01-35-26.

4. Install new electrical and piping according to latest industry standards and VA specifications section 26-05-11.

5. Pressure test system before installing insulation per VA specifications section 23-05-10.

6. Install insulation on all new steam and condensate pipes that match existing insulation per VA specifications section 23-07-11.

7. Contractor is responsible for commissioning and training per VA specifications section 23-08-00.

8. Period of Performance (PoP): Contract PoP will be from Notice to Proceed (NTP) date plus 190 days.

9. Working hours:

a. Anticipated hours of work will be Monday through Friday from 7:am – 5:00 pm. Additional hours must be coordinated through the COR.

10. Submittals:

a. Daily logs

b. Submittals for all associated scope of work.

11. Safety:

a. Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHCS Staff and follow all safety requirements listed in VA specifications section 01-35-26.

b. Work areas shall be kept clean throughout the day and all trash and demolished materials properly disposed.

c. Daily Burn Permit will be issued by the COR.

d. Preconstruction Risk Assessments (PCRA) will be provided by the MVAHCS and posted at the construction site prior to start of work.

e. Contractor is responsible for removing all excess construction material associated with this project and dispose of it properly.

12. Security:

a. Contract personnel need to obtain a vendor’s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $50 will be assessed for any badges that are not returned at the completion of the project.

b. Contractor’s Technicians are required to check in with the COR or Chiller Plant Supervisor upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and COR daily. The logs will provide information about location and progress that has been made.

13. Parking/Storage:

a. No Parking is available in the vicinity of Bldg. 69. Parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Larger vehicles, equipment, job site trailers must be coordinated with COR prior to mobilization. Contractor’s contact information (name and phone number) shall be displayed on all vehicles, equipment, trailers, or containers that are stored at the MVAHCS. Dropping off tools and materials at the Energy center is permitted. Unattended vehicles in unauthorized parking areas will be ticketed by MVAHCS Police.

C. General

1. Sensitivity of Information: The sensitivity of information relating to this project is emphasized. The entirety of the information in this SOW shall be treated as For Official Use Only. This information is not to be distributed without a confirmed need to know as confirmed by the VA.

2. Accuracy of Planning Information: The Prime Contractor shall conduct a thorough site visit to investigate all aspects of the project and this SOW.

Investigation shall include, electric, mechanical, finishes, low voltage and plumbing and their capacities. Prime contractor shall document and validate as-built conditions.

3. Discrepancies in Planning Information: The Prime Contractor shall promptly report to the Contracting Officer in writing any discrepancies between this task order and the planning information provided by the Government. The Prime Contractor shall make no adjustments to his work due to the discrepancy before the Contracting Officer has reviewed the matter and forwarded his determination to the Prime Contractor. The Prime Contractor’s failure to report any such discovered discrepancy or to wait for the Contracting Officer's determination shall be at his risk and expense.

4. Change Orders: Any work that is not addressed by the task order and is considered a change order shall be immediately brought to the attention of the Contracting Officer. No “out-of-scope” or additional work shall be executed by the Prime Contractor prior to negotiation with the Minneapolis VA Medical Center and approval by the Contracting Officer.

5. Timeliness: The Prime Contractor shall promptly review and approve, disapprove, or take other appropriate action as requested by the VA Project Manager. The Prime Contractor shall return phone calls within one business day and submit recommendations within three business days after receipt.

6. Ownership of Drawings: All designs, drawings, specifications, notes, and other work developed in the performance of this task order shall be and remains the sole property of the Government and may be used on any other work without additional compensation to the Prime Contractor. With respect thereto, the Prime Contractor agrees not to assert any rights and not to establish any claim under the design patent or copyright laws.

7. The Prime Contractor shall provide a Brand Name or Equal Products List to identify all items in the specifications designated as brand name specified or equal. The list shall identify each item with the specification section in which the salient characteristics of each item are defined.

8. The Prime Contractor shall provide a list of all items specified for which no substitutions will be accepted. The list shall identify each item with the specification section in which the item is defined.

9. Government Provided Materials: The Prime Contractor shall coordinate with the Project Manager for receipt of the following materials.

a. The VAMC Project Manager shall provide the Prime Contractor with all available as-builts and utility locations. The Prime Contractor shall visit the project site to field-verify the information shown on the as-builts.

The VAMC does not guarantee the accuracy or completeness of the as-builts. The Prime Contractor shall promptly report any discrepancies to the VAMC Project Manager for clarification.

b. The VAMC Project Manager will provide applicable specifications to the Prime Contractor.

10. Required documents for submission from the Prime Contractor.

a. Proposal: Provide as an individual document in an MS Excel format.

b. Cost Estimates shall be developed using the VA – Manual for Preparation of Cost Estimates & Related Documents for VA Facilities.

c. Estimates shall include breakdown of personnel labor and material costs. (Base bid and 50% completion submission)

11. Contractors must coordinate through the VA COR prior to performing shutdowns of electrical power systems, HVAC equipment and fire suppression systems for modifications and tie-ins.
