About this file
This document is a one-page set of supplemental questions and answers related to the VA's solicitation for replacing Chiller #4 at a facility. The questions address technical specifications and project requirements, including chiller lead times, evaporator configurations, warranty details, system integration, and installation considerations. Key points include extended chiller lead times potentially being acceptable, a requirement to replace the chiller "like for like", system integration with Building Information System (BIS) through Johnson Controls (JCI), and the need for the contractor to carefully verify underground fuel tank locations between buildings 69 and 72. The responses consistently direct vendors to reference the Statement of Work (SOW), specifications, and drawings for detailed guidance on aspects such as valve replacements, flow control, and piping configurations. Contractors are also instructed to coordinate chilled water chemical treatment requirements with the Contracting Officer's Representative (COR) and Energy Center Supervisor.

1. Some chiller selections are currently showing extended lead times of 60 weeks or more. Will submissions with lead times exceeding the 190 days currently indicated still be considered?
a. Currently the SOW states 190 days. Due to extenuating circumstances surrounding lead times, submissions with longer lead time can be considered.
2. Provided drawings from Dunham indicate a 2-pass evaporator, which correctly matches the selected water pump's feet of head. However, Attachment E (York YK) shows a 3-pass evaporator, which likely does not align with the specification.
Given the pumping configuration, the 3-pass unit could potentially create flow issues. Please advise if a 2-pass chiller should be selected instead.
a. Per discussion with vendor all systems will be like for like with the replacement of chiller 4
3. What are the project warranty requirements?
a. See clause 52.246-21.
4. Will remote starters be accepted or locally mounted only?
a. System will need to be tied into BIS with JCI.
5. Are the isolation valves off the main chilled water headers to be replaced. If so, can building 70 be isolated at the mains?
a. Follow SOW
6. Are the chilled water and condenser flow control valves and flow meters to be replaced?
a. Follow SOW.
7. Are the triple duty valves to be replaced with both chilled water and condenser water pumps?
a. Follow SOW.
8. Considering the potential presence of an underground tank, is there a preferred location for crane setup?
a. A print will be sent and added to this package. The VA doesn’t guaranty the accuracy, so it is incumbent of the Contractor to verify the locations of the four fuel tanks in the location between building 69 and building 72. Caution shall be enforced to prevent damage to the fuel tanks.
9. Chilled water chemical treatment requirements?
a. Contractor will coordinate with COR and Energy Center Supervisor.
10. Please provide more details on the required location of the piping tee’s to be added.
a. Reference SOW, Specs, and Drawings on piping tee's.
