About this file

This document appears to be a set of questions and answers related to a federal contract opportunity for roof replacement at a VA healthcare facility. The key details are:

The contract opportunity is for construction work to complete a roofing replacement project at the Fargo VA Health Care System. The work includes, but is not limited to, providing all labor, materials, deliveries, and equipment necessary to replace the roof in accordance with the specifications, contract documents, scope of work, building codes, and VA facility standards. The period of performance is 460 days.

The questions cover various aspects of the roofing replacement, such as handling critical equipment, removing and reinstalling HVAC systems, accessing roof areas, addressing pigeon manure, and managing roof drains. The VA provides responses clarifying requirements and procedures for addressing these issues during the roofing work.

1. I see there are some dry towers that we will need to remove so they can reroof. I assume these are for critical operating rooms or other locations. Will we be able to remove and cap lines or will we need to relocate units and have temporary equipment running?

Please identify the roof area number from the drawing and I can answer more accurately. To our knowledge there is no critical units for operating rooms or other locations. There is some equipment that will need to be coordinated.

2. Also, there are some critical filters section for OR rooms. How will that work on having them running if need be? Or will we need to setup Temp filters for that?

Please identify the roof area number so this question can be answered correctly.

3. 07-01 (Prep/Demo Reroof) Is the existing 2 ply vapor barrier to be removed in its entirety to expose the “bare” concrete/metal for the requested picture, or can this material remain in place if manufactures approved process is followed to install over existing vapor barrier?

(This could be extremely difficult to remove)

Materials must be removed to the deck as identified on drawings.

4. 07-53 (Roofing EPDM) Is Fiber backed (Fleeceback) membrane requested. And what Mil.

thickness ? 60 Mil+ the fleece (115 Mil.)?

Fleecebacked membrane is not required. EPDM will be 60 mils

5. 07 (Roofing/Demo) Have core cuts been taken? If so, what is each roof makeup and what is the decking at each location? Is there structured sloped on any sections?

Core samples have not been taken. An opportunity to take core samples is being arranged. We have done what we can with the information available to us to identify the deck type on the details. You may run into some sloped concrete deck in some places but not 100% where.

6. 07 53 23 pg 6: This spec section references the ASTM D4637/D4637M, Type III, this particular sheet can be adhered in either hot asphalt or cold applied adhesives, does the VA have a preference for adhering the membrane for this project? Cold

7. 07 53-23 Given the same specified thickness and uplift requirements, will the VA allow the RL Velcro EPDM membrane system? This allows for a zero VOC installation over sensitive areas and is less temperature sensitive for installation. NO

8. The pre-bid walk-through did not allow for enough time to core the roof to determine existing roofs construction, can the VA provide this information per roof section? If the information is not available, will the VA allow access to core the roof sections prior to bidding the project?

A time is being arranged for contractors to be able to take core samples

9. To meet the warranty and wind uplift for the perimeter metal of the project, the exterior wall mounted fall protection may need to be removed (possibly modified) and reinstalled due to the required slope specified, will the VA except modifications to the metal fascia at the face mounted plates to prevent the need to modify the fall protection vertical posts?

This would be approved based on the submittal and changes proposed. It is possible but a submittal would be required for approval.

10. Some of the newly installed HVAC ducts have limited, flashing height, will the VA allow for modifications to allow for slip flashings rather the face mounted termination bar and face mounted counter-flashing?

Neither a slip flashing or termination bar would be permitted. The duct would need to be removed from the curb and epdm installed over the curb per detail.

11. In areas as seen below, the new HVAC plumbing appear to mobility obstructing the membrane installation. Will the VA contract to have the plumbing and electrical lines raised allow for the 1/4” on 12 insulation and membrane to be installed?

The contractor will be responsible for all modification required to install roofing appropriately.

12. In the areas identified for the metal roof panel removal and reinstallation, is this portion of the SOW still required since the ongoing was resolved by adding additional face, mounted counter flashings?

There was some temporary work done to stop leaking. This is the long term fix that was identified by the SME and it to be installed per the instructions on the plan.

13. With the intermittent Building Heights and difficult access points from the exterior of the building, will the VA allow for some interior roof access?

Workers will be allowed to access area through the interior of the hospital and materials may be transported as long and the ICRA requirements are followed. This can be discussed and coordinated with the COR at the project kick-off meeting.

14. The attached photo are the locations identified to set the crane unload the roof, are there any locations identified in the photo below that cannot be utilized due to weight restrictions?

#1 is fine but will need to be coordinated and one lane left open to access under canopy #2 Is fine but may have to move to the east a bit to leave one exit lane from under the canopy #3 should not be an issue just coordinated #4 could be a tight space and will need to be coordinated with a pick point likely to south. This will require and ILSM and coordination as this is the main entrance for employees to the hospital.

15. Area #2 The small roof along the skylight for the lobby is Identified in the pictures as Area #1 but on the plan, it is Identified as Area #2, which is it?

There were no pictures submitted as exhibits or attachments to this project. The pictures submitted with questions were taken and included with a previous roofing project that was not bid.

Please disregard any pictures. Please use the current plan to identify the correct area and conditions. No more questions about discrepancies between the plans and pictures will be addressed directly as this response answers any additional question regarding pictures.

16. The two exhaust Fans to the north are for the Cafeteria, will this have to be done after the Cafeteria closes for the day?

The exhaust fan from the canteen in roof area #2 will need to be coordinated and likely after 2pm unless there is another scheduled shutdown. This can be further discussed at project kick-off meeting.

17. Will the Pump Module and the Dry Cooler need to remain in Operation? This unit is for the IT department and cooling is a must. Can the Unit be lifted and the Cripples be redone and then the unit set down, then the flat roof be done? Will the roof drain need to be done after Hours?

The VA does have back up cooling units that can be supplied to the contractor and contractor installed. The work in this area will need to be coordinated and will depend on if any equipment is necessary to be moved to get access to the roof drain. Be prepared for either situation.

18. The Data-Aire unit in the south area of Area# 3, can it be lifted and remain in operation?

I believe this unit would be able to be lifted and remain in operation as long as no damage is caused by operation in a lifted condition.

19. This area on the plans is identified as area 7. This roof is two stories down from the 3rd floor roof where you walk out of Mechanical Room 4D-06. This area is covered HEAVILY in Pigeon Manure. It shows the Ductwork being removed and replaced. This ductwork is the Fresh air Intake for AHU-46. The intake is plugged with feathers and pigeon manure. Should not this ductwork be extended up to the 3rd Floor level Roof and also a chain link fence material be installed from the roof to the overhang where the fans are installed for the Bottle storage room and the exhaust fan for Endoscopy? This is a perfect environment to develop Legionella.

If the manure gets past the filters in AHU-46 the manure will land on the chilled Water Coil. The Chilled water coil is wet. Manure and wet are the two ingredients to start Legionella. The 3rd floor roof line in Area #9 on the plans.

There is a fence being installed per the plan and detail. As for relocating you would need to submit and RFI and propose any changes you believe are necessary. At this time please go off what is provided on the plan. If there are ICRA concers as a result of identified work please submit and RFI before construction of that area begins.

20. Area #17 and #18 Can the equipment that needs to be reinstalled be stored on this roof area until reinstallation? Can we do Area #17 first, then area #18 move the equipment to the other roof area?

This should be fine as long as any new roofing that may have material stored on it is protected and the equipment secured so nothing is blown around or damaged during the storage period.

21. Can Equipment that needs to continue to run be lifted in place?

As long as the equipment can run safely and no damage is caused to the equipment or system this should not be a problem.

22. Can the equipment removed for reroofing be stored in the area of the roof being done? As long as new roofing is protected and the equipment secured while it is stored then this should be acceptable. This is not long term storage. Does not apply to any storage of equipment for any other project or daily tools need for the project and should be limited to equipment from the rooftop being worked on.

23. Area #9 in the pictures is identified as Area#8. The railing is for Area #6 which is Two Floors down. The door shown in one of the pictures is Mechanical Room 4D-06. There is another HEPA Filter Housing and Two fans identified as EF-418 and EF-419 from the EHRM Infrastructure project, now installed. These fans are for the Isolation room in ICU, 3C-52 Bed #2. They must always run to control the pressures in that room. Lifting these fans and filter housings will be impossible since the ductwork connected to them is welded stainless steel. How would you proceed? Could the room in ICU be shut down for a while?

Please resubmit this question and take away any reference to pictures. There were no pictures supplied with this project solicitation. It will be answered once cleared up.

24. Can the VA identify which roof drains need to be done after hours? Ductwork inside that is below the roof drains that need to be removed to get at the roof drains, will it be addressed as a Change Order?

I can have a list of roof drains that would need to be done after hours at the core sample event. If time needs to be allowed to identify access issues it could also be done at that time. We will follow up with contracting to make appropriate access made available to everyone. All bids should include time and materials needed to access the roof drains in these areas. No change orders are expected.
