About this file

This document appears to be a set of questions and answers related to a federal contract opportunity for the Department of Veterans Affairs to replace roofing at the Fargo VA Health Care System.

The key details are:

  • The contractor would be responsible for providing access to the areas where work needs to be performed, including removing and reinstalling a welded metal staircase to access a rain leader.
  • The VA will identify which roof drains need to be accessed and performed outside of normal business hours. No change orders are expected for accessing these areas.
  • The overall contract period of performance is 460 days and the work includes providing all labor, materials, and equipment to complete the roofing replacement project in accordance with the specifications, scope of work, and other requirements.

Text version

1. On sheet A4.1 note #6 calls to remove and replace the interior rain leader insulation, however the rain leader is behind a welded metal staircase. Who is responsible to remove and reinstall the staircase? See attached picture.

Contractor would be responsible to provide access to the space that needs to be occupied for the work.

2. Can the VA identify which roof drains need to be done after hours? Ductwork inside that is below the roof drains that need to be removed to get at the roof drains, will it be addressed as a Change Order?

I can have a list of roof drains that would need to be done after hours at the core sample event. If time needs to be allowed to identify access issues it could also be done at that time. We will follow up with contracting to make appropriate access made available to everyone. All bids should include time and materials needed to access the roof drains in these areas. No change orders are expected.

Follow up to this question:

After hours required sections would be Areas #3, #6 Days hours with scheduling Area #7 (patient room), #8 Remaining areas should be able to be done on normal day business hours with notice
