GOVERNMENT RESPONSE TO SOLICITATION QUESTIONS
1. QUESTION: For the purposes of this email, “assets” will be used to refer to “equipment, supplies, furniture, and miscellaneous items” as stated in B.2, Pg. 5.
a. Question 1a: Can the government clarify the application of labor hours identified in
CLINs 00001AC, 1001AC, 2001AC, 3001AC, and 4001AC?
GOVERNMENT RESPOSNE: The Price Cost Schedule has been revised to reflect the number of hours for anticipated labor categories.
b. Question 1b: Will the Government expound on the specific purpose and intended use of the 140 Labor hours in CLINs 0001AC/1001AC/2001AC/3001AC/4001AC?
c. Question 1c: Is it the Government’s intent to use the 140 labor hours in CLINs
0001AC/1001AC/2001AC/3001AC/4001AC to support CLINs
0001AB/1001AB/2001AB/3001AB/4001AB? Justification: The contractor is unable to determine what labor category these hours are to be associated to for the purposes of pricing. Does this indicate labor hours for all LCATs associated to this program, or only a select few?
2. QUESTION: Will the government clarify whether transportation of equipment, supplies, furniture, and miscellaneous items will include route between the main campus and CBOCs directly, or will they be between each facility and the storage location (e.g. Government facility to Government facility)? Justification: The contractor would need to have processes in-place to receive and inspect assets for campus-to-campus moves differently than moves to-and-from storage and can affect pricing models.
GOVERNMENT RESPOSNE: During the set up of a new clinic (CBOC), the majority of equipment, supplies, furniture, and miscellaneous items will already be stored at the contractor’s warehouse; these items will need to be transported from the contractor’s warehouse directly to the CBOC. However, there may be some items stored out the main
VA facility that will need to be transported to the new clinic as well; coordination of transportation of these items will need to occur with each new clinic set up. Aside from the new clinic activations, there will be an estimate of 48 trips between the off-site storage facility and the main VA facility throughout the year. We will be setting up 9 new clinics in the course of this contract. Once the new clinics are set up and operating, we do not anticipate any need for additional trips to/from the clinics.
3. QUESTION: Can the government identify an approximate maximum volume of assets (e.g. maximum load size) that would encompass one (1) delivery? (e.g. 5x 20-ft Trucks per delivery) Justification:
Per E.4 Pg. 46, the government is contemplating a FFP contract. Not knowing the approximate amount of assets to be move per delivery severely limits the ability to estimate the amount of trucks and services needed to support for each delivery.
GOVERNMENT RESPOSNE: Additional information was added to the CLIN structure.
During set up of new clinics, semi-trailers up to 53’ have been used as well as medium sized straight trucks – up to 27’. Equipment will include medical type equipment such as, but not limited to, exam tables, full size and under counter refrigerators and freezers, waiting room furniture, tables, as well as moving totes, boxes, and carts of office items (i.e., supplies, books, etc.). For transporting items to and from the main VA facility and the off-site storage facility, items will be medical type equipment – the estimated load would only require the medium size truck and estimated trips would be 4-6 per month.
4. QUESTION: Can the government clarify the hours and days in which deliveries would occur (non-holiday)? Justification: As we have experienced within our other support services to medical facilities, many moves and installations often occur outside of normal operating hours (M-F 0730-
1630) to not interrupt normal medical operations. This has led to work being performed over weekends, holidays, and overnight to accommodate, but affects pricing due to specialized hours.
GOVERNMENT RESPOSNE: Transportation/moving needs would occur M-F between the hours of 0730 and 1630. There would be no moving performed over weekends, holidays, or overnight. For new clinic set up, we would coordinate working within the M-F 0730-1630 timeframes.
5. QUESTION: Can the government clarify whether deliveries will occur over federal holidays?
Justification: As we have experienced within our other support services to medical facilities, many moves and installations often occur outside of normal operating hours (M-F 0730-1630) to not interrupt normal medical operations. This has led to work being performed over weekends, holidays, and overnight to accommodate, but affects pricing due to specialized hours. Additionally, as this contract is subject to SCA Wage Determinations and benefits that require recognition of these paid holidays, this answer can affect pricing.
GOVERNMENT RESPOSNE: There would be no deliveries occurring over federal holidays.
6. QUESTION: As the government states that they are “contemplates” a Firm-Fixed Price award for this solicitation, is the contractor to assume that the government is contemplating not awarding this as a
Firm-Fixed Price? Justification: This can affect proposed pricing structure for individual CLINS.
GOVERNMENT RESPOSNE: This is a Firm Fixed Price (FFP) contract.
7. QUESTION: Would the government consider different price models for different CLINS? (e.g. FFP for
CLIN 0001AA, Cost-Re-imburseable for 0001AC, etc.) Justification: This can affect proposed pricing structure for individual CLINS.
GOVERNMENT RESPOSNE: Different price models will not be used for this acquisition.
8. QUESTION: For CLIN1001AA. Is the government looking for a SF price just for the storage space used or should handling in and out be considered in the rate? Or will the handling be invoiced based on labor rates?
GOVERNMENT RESPOSNE: SF price and handling in and out rates should be separate in invoicing; all inclusive.
9. QUESTION: For CLIN1001AB. Can the government explain what the vendor should base its rates on? Is a typical delivery a straight truck load, a trailer load, etc.? Is it to based on the farthest distance from origin to destination?
GOVERNMENT RESPOSNE: Details have been added to the CLIN structure. Semi-trailers and straight trucks are used with the set up of new clinics; which 9 new clinics are scheduled to be set up within the course of this contract; it is estimated that up to 6 trips will be required for each new clinic set up. Usually deliveries to/from the main facility and off-site storage facility will require a straight truck; it is estimated that these deliveries will occur
4 times per month.
10. QUESTION: For CLIN1001AC. Since there are several labor categories associated with a move, movers, supervisor, project managers, truck drivers, etc. Is there a particular category the vendor should use to develop the pricing?
GOVERNMENT RESPOSNE: The Price Cost Schedule has been revised to reflect the number of hours for anticipated labor categories.
11. QUESTION: Is this a new requirement or a recompete to an existing contract?

14. QUESTION: How often are the deliveries made
GOVERNMENT RESPOSNE: Deliveries to/from the main facility and the off-site storage facility are made as needed. It is estimated that there will be four trips per month or 48 trips per year that are to/from the main facility to the off-site storage facility. We have 9 new clinics that will be set up over the course of this contract, which we estimate will require 6 trips to/from each new clinic that is set up.
15. QUESTION: Are they daily routes?

16. QUESTION: Is this a follow on contract? If so, who is the incumbent? What is the value of the current contract? Is the incumbent eligible in to compete for this solicitation?
GOVERNMENT RESPOSNE: This is a follow-on contract. The incumbent is MAHER BROS.
TRANSFER AND STORAGE, INC, contract number VA263-15-A-0076. The requirement is set aside for small business vendors and the incumbent is eligible to compete for the follow-on contract. 17. QUESTION: Would you consider awarding this as a SDVOSB set aside? If not, would you consider a “Tiered Evaluation” for award?
GOVERNMENT RESPOSNE: The requirement is set aside for Small Business. A “Tiered
Evaluation” will not be used for this requirement.
18. QUESTION: Where is the current inventory located?
GOVERNMENT RESPOSNE: The current inventory is located at MAHER BROS.

19. QUESTION: In providing delivery to CBOCs, the unit is Each, and the distances for each shipment may be up to 300 miles, we interpret that the pricing should be for 55 instances of transportation (up to 300 miles away) 55 times during the contract period. Please confirm that this is the correct assumption?
GOVERNMENT RESPOSNE: Estimated trips have been detailed in the CLIN structure.
We anticipate setting up 9 new clinics during the course of this contract which will require up to 6 trips per new clinic. Once the clinics are set up and operating, there will not be a need for routine deliveries to the clinics. There will be the need for transportation between the main facility and the off-site storage facility an estimated 4 times per month or 48 times per year.
REVISED STATEMENT OF WORK
1. The contractor shall provide storage and transportation services of equipment, supplies, furniture, and miscellaneous items for the Iowa City VA Health Care System to/from our main facility as well as the locations listed below and identified in the Price/Cost schedule.

2. WAREHOUSE FACILITY.
a. The location of the Contractor’s warehouse will be within twenty-five (25) miles of the Iowa City VA Health Care System (VAHCS), 601 Highway 6 West, Iowa City, Iowa, 52246.
b. The contractor must be able to provide 3,000 square foot of storage space for staging purposes and temporary storage. Veterans’ Health Administration (VHA) Directives require that the storage facility provide protection from the elements.
c. The contractor must be able to receive drop shipments. The contractor shall notify the VA Technical Representative of any visible freight damage via email or phone within 24 hours of receiving.
d. Storage space must be in a smoke-free environment and have a temperature-controlled range between 60- and 75-degrees Fahrenheit.
e. The contractor must be able to guarantee security of supplies and equipment.
f. The contractor must provide a copy of Certificate of Liability Insurance.
g. The contractor will be liable for damages for improper use of moving equipment (i.e., forklift, pallet jacks, etc.).
3. TRANSPORTATION SERVICES.
a. The Contractor shall furnish all supplies to include shipping crates, dollies, moving equipment and packing materials, tools, crate delivery/pick-up, supervision and expertise, fuel surcharges, labor, transporting, unloading, uncrating, and placement of items at the various delivery locations.
b. Respond promptly to requests for transportation and delivery of requested furniture, equipment, or other stored items.
c. Deliver requested goods within 72 hours or less.
d. Supply all necessary tools, dollies, lifters, labels, cartons, bins, and other materials that may be required to perform specified delivery and storage tasks efficiently, at no extra charge.
e. Must provide manpower to effect transportation of equipment and furniture as necessary.
f. In the interest of safety and prevention of damage, Contractor shall ensure that no dollies are loaded in excess of three (3) cartons high, either prior to loading, or on the truck.
g. Movement and/or de-installation with potential for re-installation of furnishings that the
Iowa City VAHCS has slated for relocation including systems furniture, and other assorted furniture, to a location (or locations) designated by Iowa City VAHCS Technical Representative. There is potential for older furniture to be slated for “Excess” in which the Iowa City VAHCS Technical Representative will direct the Contractor to relocate pieces to the VA Warehouse.
h. Provide a comprehensive, up-to-date Inventory Catalogue detailing each furnishing placed into the off-site warehouse facility for the Iowa City VAHCS Technical Representative. This should be in an Excel Spreadsheet format or other agreed upon format.
i. Provide at least one supervisor and/or lead foreman, meeting the qualifications for the respective job title listed in employee sections below for the duration of each shift’s work.
j. The contractor will be liable for damages for improper use of moving equipment (i.e., forklift, pallet jacks, etc.).
k. The contractor is responsible for identifying when a project is complete, per plans and specifications, and reporting to the Iowa City VAHCS Technical Representative for inspection when required. The contractor is only to take instruction from the Iowa City VAHCS Technical Representative during any assignment. The contractor shall notify the Iowa City VAHCS Technical Representative regarding any schedule implications (if work is taking longer or is completed quicker than scheduled).
4. Contractor Employees
a. The Selected Move Contractor(s) will be expected to furnish a sufficient staff of supervisory and labor personnel to perform all phases of any work resulting from this document in an orderly, timely, and efficient manner. There will be no excuse for failure of the Selected Move Contractor to perform in a timely manner on specified dates with adequate crew sizes.
b. Contractor will assure that the same supervisory and labor crew will be in attendance throughout the duration of the Work and will be responsible from the beginning of the project to its completion. This supervisory team must be specifically named individuals.
c. Contract Employee Experience. The contractor is responsible for ensuring that its company and personnel maintain any generally required professional certification, accreditation, license, bond, and proficiency relative to their area of expertise and have operating authority in the sates of Iowa and Illinois. The contractor shall retain documentation of such records. The Government will not pay for expenses to meet this requirement.
d. All certifications held by the personnel working on this contract shall be full and unrestricted. The qualifications of such personnel shall also be subject to review by the VA Technical Representative. Each person assigned to work under this contract shall be certified and trained in services and operation of any equipment used.
e. The contractor shall provide sufficient and consistent personnel and crews based on workload as required to accomplish assigned tasks in the time frame stated per a project timeline.
f. The contractor shall provide, operate, manage and maintain a trained, uniformed team of personnel to provide the services. The contractor’s personnel shall have the ability to meet and communicate with the general public, ability to read English, understand and apply printed rules, detailed orders, instructions, etc.
5. PROJECT MANAGER. The contractor’s project manager shall coordinate sequencing and staging with the Iowa City VAHCS Technical Representative. The project manager will be responsible for estimating time required for large projects for planning purposes. The project manager is required to submit the time estimates within two (2) business days to the Iowa City VAHCS Technical Representative for review and concurrence. The project manager shall have phone and email capabilities to simplify communication between the contractor personnel and VA personnel.
a. The contractor shall also have a lead crew member who shall be responsible for directing contractor personnel to each job site and providing specific job site instructions which were provided by the VA Technical Representative to the contractor’s project manager. The lead crew member shall ensure that the job is completed and inspect the job site before notifying the VA Technical Representative that the work is complete. The lead crew member must clearly communicate with VA personnel.
b. The contractor is responsible for identifying when a project is complete, per plans and specifications, and reporting to the Iowa City VAHCS Technical Representative for inspection when required. The contractor is only to take instruction from the Iowa City VAHCS Technical Representative during any assignment. The contractor shall notify the Iowa City VAHCS Technical Representative regarding any schedule implications (if work is taking longer or is completed quicker than scheduled).
6. Minimum Contract Employee qualifications.

• Minimum two (2) year of commercial moving experience
• Minimum four (2) years of commercial driving experience

• Complete knowledge of vehicle and equipment operation
• Current valid licensing, as required by law
c. Supervisor or Lead Foreman
• Minimum two (2) years’ experience as a foreman or supervisor for a commercial moving company

7. FORKLIFT OPERATION.
a. Forklifts may be used at various locations at the Government’s discretion. If the contractor’s certified forklift operator is operating a forklift, they shall follow guidelines that govern forklift operation.
8. Contract Employee Code of Conduct. The following rules of conduct represent a minimum requirement for all contractor employees. It is the responsibility of the Contractor to ensure that each member of its workforce understands and complies with these rules.
a. Courteous and respectful behavior is expected at all times. Use of foul or derogatory language will not be allowed.
b. Security personnel are present in each of the buildings. Security has the authority to examine any item being removed from any building at any time.
c. All contractor employees will wear VA-issued Badges at all times, if provided.
