john.becker3@va.gov John Becker, Contracting Officer This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a Request for Quote (RFQ) is being requested.

Solicitation Number: 36C26320Q0485 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-06, 6/05/2020.

The VA anticipates the award of one Firm Fixed Price (FFP) contract for all resources and labor necessary to provide Furniture Moving, Warehouse Storage and Installation Service to support the Iowa City Iowa VA Health Care System (VAHCS) and assigned Community Based Outpatient Clinics (CBOCs).

The period of performance is from September 1, 2020 to August 31, 2021 and includes four (4) one-year option periods to be exercised at the discretion of the Government. Specific requirements are listed within the attached solicitation document. Contractor shall be licensed and certified to perform the required services in the State of Iowa. The warehouse storage facility shall be within 25 miles of the Iowa City Iowa VAHCS located at 601 Highway 6 West, Iowa City IA 52246-2208. Please refer to the solicitation document, Statement of Work (SOW), and Evaluation Factors for additional technical certification and qualification requirements.

This procurement is a Total Small Business set-aside. At the time of submission of offer and prior to award, the offeror shall have an active System for Award Management (SAM) registration reflecting NAICS code 493110, General Warehousing and Storage.

The Department of Labor (DOL), Service Contract Act (SCA), Labor Standards apply to this contract and the DOL’s Wage Determination (WD) is provided as an attachment to this notice; it specifies the minimum wage and fringe benefit for workers performing on or in connection with the contract.

Evaluation of Commercial Items. Lowest Price Technically Acceptable (LPTA). Refer to FAR Provision 52.212-2 within the attached solicitation document for information regarding the evaluation of offers.

Offer Due Date: Quotes are due to the Contracting Office by August 7, 2020 at 1:00 PM Central Time. Quotes shall be emailed to john.becker3@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Office before the solicitation closing date and time. Due to email file size limitations, please do not wait until the last minute to email quotes. PLEASE REFERENCE “SOLICITATION 36C26320Q0485” IN THE MESSAGE SUBJECT/DESCRIPTION OF YOUR EMAILED OFFER.

Submission of Offer: Refer to FAR Provision 52.212-1 within the attached solicitation document for instructions on submitting an offer.
