About this file
This document includes a solicitation for commercial items and the responses to questions about the solicitation. The solicitation is for fume hood testing, inspection, maintenance, and repair services to support three Veterans Affairs facilities in Nebraska. Services include testing and certification, maintenance, and emergency repairs of fume hoods and biological safety cabinets. The period of performance is one base year plus four option years exercisable at the government's discretion. The procurement is set aside for service-disabled veteran-owned small businesses. Quotes were due by May 29, 2020. Evaluation will be based on lowest price technically acceptable. The responses provide additional details on the facilities, equipment, and pricing requirements.

RESPONSE TO SOLICITATION QUESTIONS
1. Line Item 0003 states that, “The Lincoln VAHCS is scheduled to close on or about August 2021 at which time services will be required at the new facility.” Where is this “new facility”?
GOVERNMENT RESPONSE: 420 Victory Park Drive, Lincoln, NE 68510 (Same address, same campus, is being built there now)
2. Section B.3.5 requires the “contractor to leave video of smoke test on site prior to completion of certification process.” May we distribute video after the site visit to edit and compile a more professional video? This professionally edited video will be distributed upon submission of final certification report for that visit.
GOVERNMENT RESPONSE: The contractor may distribute the video after the site visit; not to exceed 30 days.

4. Section B.3.2 states “In the event that the fume hood has an air flow monitor or controller, the contractor shall confirm the unit is calibrated and operating within +/-10% of actual velocity. If it is not calibrated appropriately the contractor shall calibrate the AFM or AFC.” Please provide the make/model of any fume hood monitors or controllers in use.
GOVERNMENT RESPONSE: The Government is unsure if any of our Fume Hoods have air flow monitoring. There is no report that we have to show this information.
5. Section B.3.5.2 states “Contractor shall verify accuracy of gauges and calibrate as needed.” Could you provide the make/model of the room pressure monitors?
GOVERNMENT RESPONSE:

GOVERNMENT RESPONSE: Ceiling mounted
9. Do the cleanroom supply HEPA filters have upstream test aerosol ports installed for each filter?
GOVERNMENT RESPONSE:

10. CLIN 0001 in for the Omaha VA testing services. However, CLIN 0001AA describes the same services.
Should we leave CLIN 0001 blank?
GOVERNMENT RESPONSE: CLINS 0001, 0002, and 0003 reflect each location (Omaha, Grand Island, and Lincoln VAHCS). Please leave CLINS 0001, 0002, and 0003 blank.
11. CLIN 0001AE is for parts. Should this be left blank since the facility will determine the amount of money to be set aside for this CLIN?
GOVERNMENT RESPONSE: CLINS 0001AE, 0002AE, and 0003AE and option years reflecting AE should be left blank. Please use the revised Price/Cost Schedule when submitting an offer and acknowledge the Solicitation Amendment.
12. Section B.3.1 states “This contract will also cover emergency repair with in 24hr period, maintenance, and recertification of the below stated equipment.” Is the intention for the contractor to provide a proposal for any repairs and that this proposal (if accepted by the government) would be charged to CLIN 0001AE?
GOVERNMENT RESPONSE: Emergency repairs will be invoiced under CLINS 0001AE, 0002AE, and 0003AE and option years reflecting AE should be left blank. Please use the revised Price/Cost Schedule when submitting an offer and acknowledge the Solicitation Amendment.
13. CLIN 0001AB requires a price for retesting and recertification of a BSC. A lab BSC recertification is much less than the cost to recertify a pharmacy BSC (due to the extra costs to complete the non-viable and viable testing). How should the contractor handle this price discrepancy between the two types of BSCs?
GOVERNMENT RESPONSE: Sub CLINs will be established for the base and option years for both types of recertifications. Please use the revised Price/Cost Schedule when submitting an offer and acknowledge the Solicitation Amendment.
