About this file
This is a Final Questions and Answers document for RFQ 36C26226Q1206, a Fire Sprinkler Inspection, Maintenance & Repairs solicitation issued by the Department of Veterans Affairs Network Contracting Office 7 for the San Diego VA Medical Center in San Diego, California. The document addresses contractor inquiries regarding prevailing wage requirements, work scheduling, and fire pump testing procedures. Contractors must comply with Service Contract Act requirements under WD #2015-5635, REV. 30, PUB. 05/12/2026, utilizing prevailing wage rates for California's San Diego County. The solicitation requires annual fire pump inspections to be performed both after hours and on weekends, with specific procedural guidance provided for test header utilization.
The Q&A clarifies that contractors must submit outage forms and methods of procedure in advance for approval by the VA, which then submits requests to the city. Two testing methodologies are permitted: if dechlor tabs and hay snakes are city-approved, work may be scheduled on weekends; if not approved, work must be scheduled on weekdays with 100 percent water capture requirements. Contractors are instructed to provide pricing for both methodologies to enable apples-to-apples bid comparison. Historical context indicates the test header was last utilized during an annual fire pump test performed in October 2024, while a flow meter was used during an annual test performed in October 2025. This document serves as clarification guidance for quotation preparation and does not establish solicitation terms beyond providing answers to contractor inquiries.
