36C26226Q0654_1 / FIRE SPRINKLER REPAIRS/ Questions and Answers

1. I am reviewing the solicitation for the VASD Fire Sprinkler repairs from the 2025 Annual Inspection (RFQ# 36C26226Q0654_1) and noticed that there is no information provided regarding a site visit. Could you please let me know if a formal site visit will be scheduled, or if potential offerors are permitted to walk the site prior to the offer due date on July 31, 2026? Given the extensive scope of work across multiple buildings, interstitial spaces, and areas requiring night work, a site visit would be highly beneficial for us to prepare the most accurate quote possible. Yes

2. Many sprinkler replacements are located in active patient care, surgical, imaging, laboratory, and treatment areas. Please provide the required Infection Control Risk Assessment (ICRA) procedures and identify any areas requiring containment, after-hours work, escorts, or environmental monitoring. Completion of the most up to date PCRA and ICRA completion and submission for VASD approval are required. Please, find attached the current forms and note that the forms are updated periodically based on lessons learned or other VHA requirements. Set up applicable containment of utilize a mobile cube to ensure ICRA requirements are met, this can include up to negative pressure with HEPA filter depending on the repair/location.

3. Please identify all rooms requiring special access, escorts, patient relocations, medical equipment shutdowns, security clearances, or coordination with departmental staff before sprinkler replacement activities can occur. All rooms require special access. Patient rooms will require coordination to enable patients to be relocated. Three week planning in advance required with estimated time limit for room to be placed out of service is required. Outage requrest for a particular part of the system is required 3 weeks in advance with the utility outage form correctly completed three weeks in advance of outage.

4. The SOW states that Building 1 contains asbestos and requires certified personnel for entry into asbestos areas. Please identify the specific rooms, corridors, ceilings, and spaces where asbestos-containing materials are present and where abatement or special procedures may be required. The interstitial space in Bldg 1 above the hard lid or ceiling tiles.

5. Please confirm the impairment documentation required following each sprinkler system shutdown. Request system shutdown via the most current VA San Diego Utility Shutdown form and VA San Diego Fire Alarm outage form completed correctly 3 weeks prior to shutdown. Impairments are not allowed for greater than 8 hours. Please, find attached the current forms and note that the forms are updated periodically based on lessons learned or other VHA requirements.

6. Please confirm whether the VA will provide roof access, ladders, lifts, and escort personnel for repairs involving roof standpipe hose valves and elevated sprinkler locations requiring Genie lifts. VASD will provide roof access or access to area. VASD will not provide ladders or lifts. Contractors are required to ensure employees meet the applicable VA credentialing and badging requirements for any employees onsite per applicable VHA requirements.

7. The SOW references normal working hours but also notes that some work must be completed during nights or off-hours. Please identify all spaces requiring after-hours work and clarify whether premium-time labor should be included in the base bid. Work for inpatient care areas are required to be completed during normal business hours typically 0730hrs to 1600hrs Monday -Friday including work in the interstitial above inpatient areas. Work in patient care areas such as clinics or work in support areas will need to be completed after normal normal business hours or on weekends since those spaces need to be fully operational during normal business hours.

8. Given that more than 2,700 sprinklers are identified for replacement across multiple buildings and occupied healthcare spaces, please provide the required phasing plan and any limitations on the number of areas that may be impaired simultaneously. Only one wing of the hospital allowed to be impaired at a time for no longer than 8 hours.

9. Please confirm the required notice periods for sprinkler system impairments, fire watch implementation, and coordination with VA Police, Facilities Management, and clinical staff. If the contractor is not able to complete the work that is causing the impairment in less than 8 hours, the contractor is responsible establishing and manning the required fire watch affected by the impairment in accordance with VHA requirements 24/7, with hourly checks, documentation, and communication network established per emergency protocol.

10. Will the successful contractor be required to provide a certified re-inspection and final acceptance report verifying correction of all cited deficiencies? Yes.

11. Will the Government require a passing annual sprinkler inspection report upon completion of the repairs? Yes.

12. If a passing inspection report is required, will the contractor performing the repairs also be responsible for conducting and certifying the inspection, testing, and reporting services? Yes.

13. Are any post-repair inspections, witness testing, or third-party verification services required beyond the scope of the repair work? Yes, certification that repairs have been completed with submitted quality control plan including 3rd party verification.

14. Ref: Section B.2 Price/Cost Schedule (CLIN 0002) CLIN 0002 is titled “ICRA / Acoustical Ceilings Repair / Misc. / Other,” but the SOW does not quantify any ICRA or ceiling scope.

a. What work is to be priced under CLIN 0002? If any ceiling repair is required to complete the SOW, this line item will capture that.

b. Is there an assumed quantity, a not-to-exceed (NTE) ceiling, or is this a contractor estimate/allowance? Bid amount is zero. This line item will be used to modify the contract in the future if needed. In previous years, fire sprinkler replacements did not require ceiling tile or repair of hard lid ceiling systems.

c. Please confirm whether ceiling access/repair and ICRA controls are the contractor’s responsibility. Yes. They are the contractor’s responsibility.

d. Please provide the required Infection Control Risk Assessment (ICRA) procedures and identify areas requiring containment, after-hours work, escorting, or environmental monitoring. Completion of the most up to date PCRA and ICRA completion and submission for VASD approval are required. Please, find attached the forms and note that the forms are updated based on lessons learned or other VHA requirements.

15. Ref: Section D.1 SOW Normal Working Hours; SOW (5th Floor – West / Anesthesia-Surgery) Normal hours are stated as M–F 7:30 AM–4:00 PM PT, but the SOW flags certain areas — e.g., 5th Floor West Anesthesia/Surgery — as “work to be completed at night.” Which specific areas require night, weekend, or after-hours work? Will the Government direct this phasing, or is the contractor to propose it? (Note: SOW states overtime/holiday pay is unreimbursable, so this directly affects pricing.) Inpatient areas(2W, 2S, 3N, 4S, 5S, 5E and the interstitial above those areas) to be completed only during normal business hours. All other areas are required to be completed after hours. The contractor will propose their schedule/phasing based on that.

16. Ref: Section D.1 SOW (Basement – crossed sprinklers between Bldgs 1 & 11); Safety Requirements The basement note recommending a combined impairment/shutdown for Buildings 1 and 11 suggests coordinated outages; please clarify expectations. This basement is one level and best be described as areas instead of wings like floors 2-6 of Bldg 1. Verify which area is affected by the required outage and request the appropriate outage accordingly.

a. What is the maximum number of simultaneous system impairments the Government will permit at one time? One wing and floor impaired at one time.

b. Who is responsible for fire watch during impairments — the contractor or the VA? Contractor

17. Ref: Section D.1 SOW (means of access / sequence of procedures) What is the expected turnaround time for an approved impairment/outage request after submission to the COR? 2 weeks after the fire sprinkler form and the fire alarm request form of VASD is properly completed and one week before work begins. Are there blackout dates (e.g., surveys, Joint Commission activity, or scheduled inspections) during which work in occupied clinical areas will not be permitted? 5 days in Oct-December for The Joint Commission Survey of 2028, Clinic spaces/support spaces work will need to be completed after hours or on Saturday/Sunday, 3 day unnounced survey in 4S estimated to occur in November and December.

18. Ref: Section D.1 SOW (“majority stitch work” notes); 8.5 (asbestos) Several repairs (e.g., dry-pendant replacements in refrigeration/freezer areas) note “majority stitch work” involving pipe cutting above ceilings.

a. Is any asbestos abatement or air monitoring the VA’s responsibility, or must the contractor assume all ACM disturbance, monitoring, and abatement costs? Those are the contractor’s responsibility.

b. Will the VA will empty and shut down these units and for how long? Contractor to provide temporary storage for the duration of work and moving cost into the temporary storage and from the temporary storage back into the units when work is completed.

19. Ref: Section D.1 SOW (Bldg 23 – fire bell circuit; Bldg 1 Interstitial – “Everon to wire new tamper”) Two items indicate electrical work “by others”: the dedicated 120V circuit to the Bldg 23 exterior fire bell, and the tamper-switch wiring for the new Bldg 1 butterfly valve (“Everon to wire new tamper”). Please confirm the contractor is not responsible for any electrical wiring or fire-alarm monitoring tie-in, and identify who coordinates the Everon/alarm work so it does not delay the contractor’s completion or acceptance. Contractor is responsible for that work, please, include it in pricing.

20. Ref: Section D.1 SOW (named products: Viking VK4621, Tyco, Victaulic, Central/Grinnell, SSP/SSU models) The SOW references specific manufacturers, models, temperature ratings, and finishes. Are the named products mandatory, or is “or equal” substitution acceptable subject to COR approval? Please, provide parts submittals prior to order to include adherence with buy American Act as applicable.

21. The Statement of Work contains 120 separate "replace (N)" instructions totaling 2,761 sprinklers and devices; the transmittal describes the scope as approximately 2,000. Please confirm the authoritative quantity. Based on attached findings report.

22. Will the Government offer a pre-bid site visit? Given room-by-room scope across occupied clinical spaces in Building 1, a walkthrough materially affects pricing accuracy.Yes Please identify all rooms requiring special access, escorts, patient relocations, medical equipment shutdowns, security clearances, or coordination with departmental staff before sprinkler replacement activities can occur.

23. The SOW states Building 1 contains asbestos and requires certified personnel for entry into asbestos areas. Please identify all specific rooms, corridors, ceilings, and spaces where asbestos-containing materials are present and where abatement or special procedures may be required. See the answer to question 4.

a. Or is the expectation that the contractor test for the presence of asbestos in every room prior to performing work? No based on the answer to question 4.

24. Please confirm whether the VA will provide roof access, ladders, lifts, and escort personnel for repairs involving roof standpipe hose valves and elevated sprinkler locations requiring Genie lifts. Please, see the answer to question 6.

25. Will the Government require a passing annual sprinkler inspection report upon completion of repairs? Please, see the answer to question 11.

a. If a passing inspection report is required, shall the contractor performing the repairs also be responsible for conducting and certifying the inspection, testing, and reporting services? Please, see the answer to question 12.

26. Are any post-repair inspections, witness testing, or third-party verification services required beyond the scope of the repair work? Please, see the answer to question 13.
