About this file
This document is a set of inquiry responses for Solicitation 36C26225Q0847 for Annual Back Flow Device Certification at the Long Beach Veterans Affairs Healthcare System. The responses provide critical details about backflow device testing, including the types of devices (fire suppression, domestic, and industrial water), documentation requirements, and access protocols. The City of Long Beach Utilities Department will provide pre-filled inspection sheets for two main water connections, with the contractor responsible for completing forms for remaining devices.
Access to the backflow devices will require careful coordination, as most are locked up or located inside buildings. Contractors will need VA employee escorts for indoor devices, with a 72-hour minimum notice required for fire department backflow devices to temporarily disable alarms. Parking is limited, and walking will be necessary to access devices throughout the facility. The solicitation is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB), with offers due by June 9, 2025, at 5:00 PM PST to the contract specialist via email.

36C26225Q0847 INQUIRY RESPONSES (Updated 7/1/2025):
Q1: Are there fire protection system backflow preventers involved, or are they all domestic backflow preventers to be inspected, or a mix?
- The backflow prevention devices to be serviced are a mixture of fire suppression, domestic water, and industrial water.
Q2: Will the VA or City of Long Beach (Water Department or Health Department) be providing pre-filled or standardized forms for the backflow testing submissions, or is the contractor expected to identify each device, manually complete the documentation, and submit it independently?
- The City of Long Beach Utilities Department provides a pre-filled form or backflow testing at the two main water connections (NE corner of E. 7th Street and Bellflower, and the building 125 pumphouse at Gate 3 on Bellflower), in the past the contractor obtained this form from the City, completed the form, and submitted copies to both the VA and the City of Long Beach.
- The City of Long Beach will provide prefilled inspection sheets for the two (2) backflow devices previously mentioned. For the rest of the devices the city provides a sample form to be filled out by the contractor (typed for legibility) with a wet or digital signature.
Q3: What is the accessibility and availability for testing of each back flow?
- Backflow devices located outside of buildings require key access for cage/locks.
Devices located indoors require VA Employee escort.
Q4: Do any of the back flows require special access, permitted or escort?
- Devices inside buildings require VA Employee escorts for access. Fire department backflow devices require a 72-hour minimum notice to our fire alarm technicians to temporarily disable the alarms.
Q5: Are any of the back flows locked up within a cage or inside a vault?
- Most backflows are locked up or are inside buildings. Keys and escorts will be provided as needed.
Q6: Will parking accessibility be an issue to access any of the back flows?
- Parking is limited. Walking will be required to access devices throughout the facility.
