About this file
This document contains an amendment and response log for a solicitation seeking installation of a dedicated fire suppression water distribution system and replacement of potable water lines for the north campus of the VA Greater Los Angeles Healthcare System located in Los Angeles, California. The amendment provides responses to contractor questions that clarify the solicitation requirements. Specifically, it indicates that five new permanent bollards will be installed, defines which pipelines identified in the drawings are included in the contract's scope of work, notes that lead times for ductile iron pipe are currently around six months, and specifies that relocated trees will be credited back to the government if they are ultimately not needed to be moved.

RFI # Description Notes
Sheet CI-101 Key Note #20 identifies "Removable Bollard" please advise if these are existing bollards or new bollards. If new please specify manufacturer, model, finish, and any other required features.
CN 20 is intended for 5 new bollards. Bollards have been changed to permanent bollards.
Sheet CD-101 has a hatching on the legend noting "EXISTING UTILITY TO BE
REMOVED AND DISPOSED OF OR ABANDONED IN PLACE BY OTHERS
SCHEDULE IS UNKNOWN" and identifies existing 12" transite pipe on the plan with this hatching. Note 8 further directs "THE CONTRACTOR IS
RESPONSIBLE FOR VERIFICATION OF ALL QUANTITIES AND SHALL NOTIFY
VA'S REPRESENTATIVE WITH ANY DISCREPANCIES." Please advise how the contractor should price this work whether we abandon in place or remove and dispose of.
Pipelines identified in the legend as "Existing Utility to be removed and disposed of or abandoned in place by others schedule is unknown" is for informational purposes. Pipeline being abandoned or removed as part of this contract is hatched and defined in the legend with "(VA #691-21-120)."
Please be advised that current lead times for duct iron pipe are around 6 months after approval and release of the order. Would the government consider extending the POP duration to account for extraordinarily long lead times?
Please refer to response for RFI #7 in previously issued Amendment No. 0001.
Portions of the proposed domestic and fire water lines run directly under existing shrubs or trees or within the drip line. Is the contractor responsible for replacing existing plantings, shrubs, trees, or just a surface restoration of dirt/mulch/grass/asphalt/concrete depending on the location?
Majority of this work is in the streets/roads where there is asphalt pavement. Depending on the locations and types of trees, some species are protected species and must be preserved/relocated. Contractor shall submit to VA the specifics of the types of trees and their locations for individual/separate approval. For the purpose of this solicitation, contractor shall assume that the trees shall be relocated. During the construction period, if the trees don't need relocation based on individual assessment, a credit will be given back to the Government. For shrubs, they don't need replacement, just surface restoration to its original conditions.
