RFI # Description Notes
Is FAR Clause 16.203-2 incorporated in the contract? If not would the government consider adding FAR Clause 16.203-2 or another economic price adjustment clause to the contract to address inflation, rising material costs, rising labor costs, rising delivery and other supply-chain related costs?
No
In the Solicitation under Basis for Award section found on page 8 of 66 it is noted, “A single award will be made to the responsible bidder whose bid, conforming to the solicitation, bids the lowest price on the MAIN ITEM, provided that price is reasonable and does not exceed the funding available for the project.” Can the VA advise on the funding amount currently available for the project?
No. The price range has been disclosed in the soliciation IAW VAAR 836.204- Disclosure of the magnitude for construction projects.
Please confirm the CLINs/Bid Items for this project. The Statement of Bid Items in the solicitation (Section 4.1, page 33 of 66) conflicts with the Statement of Bid Items in specification section 01 00 00 (Section 1.3, starting on page 1 of 564).
The Satement of Bid Items in Section 4.1 page 33 is a generic description while the Statement of Bid Items in Spec Section 01 00 00, page 1, paragraph 1.3 further describes some but not all of the significant tasks required within the scope.
The specifications state that the contractor is to provide security guards at the project site during non-construction hours. Will this project require security guards?
No
Bid item 12 states the need for one archeological monitor and one native American monitor for 9 hours per day. Spec section 01 00 00 sub section
1.26 states a requirement for 2 archeological monitors and 1 native American monitor. What is the requirement for archeological and native American monitors?
One archeological monitoring per excavation/trench. If multiple trenching is happening simultaneously then archeological monitoring is required per each.
We feel the project POP of 365 days is a shorter duration than needed to facilitate this project. Would the VA be willing to outline the project into phases such as 45 days between award and NTP for preconstruction activities (i.e. submittals & government review), 365 days for installation, commissioning and turnover of the new dedicated water lines, and 60 days after BOD for closeout?

Is the CCD for this project actually 365 calendar days? With the size of the project and the amount of road closures and building tie-ins to be done we do not see this a feasible. We understand from conversations on the job walk that there are deadlines for certain buildings to be occupied and this is the reason for this schedule but can the project timeline be 500 Calendar days?
It is acceptable to VA.
8 Are meters being provided by the utility companies?
DWP will provide meter at service connection points.
The contractor shall provide meters for existing VA buildings.
Developers shall provide meter for existing and future EUL buildings.
Do we know what the existing piping is made of? If not, we have to assume it is of a material that is lead or asbestos containing.
The complete limits of the ACM are unknown. The pipelines we know are ACM are marked in sheet CD-101 along with limits of removal vs abandonment in place.
10 Is soil sampling for contaminants part of this scope?
Typically ACM pipe removal, or any work associated with package 1, does not require soil sampling for contaminants.
Is the Archeological monitors the only one we need to have on site while digging is performed? Do we need to have native American and biological monitors as well?

Can we have access to the GIS mapping for the existing utilities on the project?
DWG drawings will be provided after award.
