About this file

This is a Vendor QA Responses document providing clarifications to offeror questions regarding fire extinguisher inspection and maintenance services for the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21 (VA VISN 21). The solicitation 36C26127Q0086 is a 100% SDVOSB set-aside Request for Quote issued under commercial procedures with NAICS code 811310 (small business size standard $12.5M) and FSC/PSC code J042.

The contract requires comprehensive fire extinguisher services across multiple VA clinic locations, including monthly inspections, annual inspections, hydrostatic testing, and maintenance on approximately 677 units (600 units as pricing basis). The inventory includes ABC Dry units (550 five-pound units at Fort Miley and 110 five-pound units at CBOCs), Halotron units, and Class K wet chemical extinguishers in kitchens; CLINs cover inspections (CLIN x001 for 11 months), annual inspections (CLIN x002), and maintenance services (CLIN x003). Replacement costs for damaged extinguishers and cabinet repairs are included in the firm-fixed price. All annual inspections must be completed in January, and the contractor is responsible for monthly on-site visits to all clinic locations including remote sites (Eureka, Ukiah, Clearlake). Additional requirements include ten spare 10-pound ABC extinguishers as one-time Government property delivery, contractor responsibility for maintaining compliance and serving as backup when clinic landlords fail to maintain extinguishers, and possession of required California fire extinguisher service licenses and technician certificates at time of quote submission (November 9, 2026), with performance commencing December 1, 2026. Evaluation will heavily weight prime contractor past performance over subcontractor experience, with preference for local vendors capable of rapid response.

Text version

1. PWS, Estimated Quantities (Annual table). The table note states the current inventory is approximately 500 +/- 5%, but the location rows in the same table total 677 units (550 + 2 + 1 + 7 + 6 + 1 + 110). Which quantity should offerors use as the pricing basis? They can use 600 units

1. PWS, Estimated Quantities (Annual table). The table states "Please see attached inventory as starting reference," but no inventory was posted with the solicitation. Will the Government post the existing extinguisher inventory as an attachment? We have an inventory of all the locations of the fire extinguishers on site to track.

1. PWS, Estimated Quantities. If the inventory is posted, can it show each unit’s building or location, agent type, size, manufacturer, manufacture date, last hydrostatic test date, and last six-year maintenance date? It will show the minimum location agent type and last test date.

1. PWS, Estimated Quantities. The 550 "ABC Dry" units at Fort Miley are not broken out by size. How many of these are 2.5 lb, 5 lb, 10 lb, and 20 lb units? They are the 5 lb ones.

1. PWS, Estimated Quantities. The 110 "ABC Dry" units at the CBOCs are not broken out by size. What is the size breakdown of these units? They are 5 lb fire extinguishers

1. PWS, Inspections / Locations Required. How many extinguishers are located at each clinic listed (Clearlake, Oakland BH&SA, Ukiah, Oakland OPC, Mission Bay, Santa Rosa North, San Francisco CBOC at 401 Third St and 671 Harrison St, San Bruno, and Eureka)? You can estimate 10 each for each location

1. PWS, Inspections / Locations Required. What is the extinguisher inventory at each location? Please clarify whether Santa Rosa South, Santa Rosa North, or both are included in the monthly and/or annual service. Please prepared to maintain 10 fire extinguishers at each location but this contract tis a back up to those buildings.

1. PWS, Estimated Quantities. The Monthly table excludes Santa Rosa South from the CBOC count, but the Annual table does not. Is Santa Rosa South excluded from both monthly and annual services? When their building fails to stay in compliance with the fire extinguishers, this contract will be the back up to come in and help.

1. PWS, Services and Estimated Quantities. The Services paragraph lists 10 lb Purple-K units, and the tables list two "10lb K" units at Fort Miley. Are these two units Purple-K dry chemical rather than Class K wet chemical? Wet chemicals are required for kitchens working with cooking oils

1. PWS, Estimated Quantities. Are there any Class K wet chemical extinguishers in kitchens, cafeterias, or food service areas that are not shown in the tables? Yes

1. PWS, Estimated Quantities. Are there any non-magnetic (MRI-compatible) extinguishers in MRI suites that are not shown in the tables? Yes

1. PWS, Estimated Quantities. Are there any other extinguisher types in the inventory (water, water mist, clean agent other than Halotron, or Class D) that are not shown in the tables? Yes

1. PWS, Services. The Services paragraph does not list Halotron, but the tables include seven 15.5 lb Halotron units. Are the Halotron units in scope for monthly, annual, six-year maintenance, and 12-year hydrostatic testing? Yes

1. PWS, Estimated Quantities. How many units in the current inventory are non-rechargeable (disposable) extinguishers, if any? None

1. PWS, Estimated Quantities. Do the unit counts include extinguishers mounted in Government vehicles? No

1. PWS, Estimated Quantities. Do the unit counts include spare or backstock extinguishers held in storage? No Spare Units

1. PWS, Scope of Work. Are the 10 spare 10 lb ABC extinguishers for the Safety Office a one-time delivery in the base year? Yes

1. PWS, Scope of Work. Under which CLIN should offerors price the 10 spare 10 lb ABC extinguishers? I don’t see the CLIN so not sure where I can refer to

1. PWS, Scope of Work. Will the 10 spare units become Government property, or remain contractor-owned loaner units? Government property Hydrostatic Testing and Six-Year Maintenance

1. CLIN 0002. How many extinguishers, by agent type and size, are due for hydrostatic testing during the base year and each option year? All the fire extinguishers

1. CLINs x002. Because the number of units due for hydrostatic testing changes each year, will the Government accept a per-unit price for hydrostatic testing in place of a single annual Job price? That will be your proposal to determine with the single annual job price

1. PWS, Services. Is the six-year internal maintenance required by NFPA 10 included in the scope of this contract? It is not included The scope of work only states monthlies, annuals, and hydrostatic testing, but does not reference six-year maintenance.

1. PWS, Services. Are any units currently past due for hydrostatic testing or six-year maintenance? Do not know Maintenance, Recharge, and Replacement

1. CLINs x003. What work is included in CLIN x003, Fire Extinguisher Maintenance, that is not already covered by CLINs x001 and x002? The CLIN states IAW the PWS, however, other than hydrostatic testing, the PWS doesn’t provide details pertaining to the scope of the Maintenance line item. If it is for the hydrostatic tests, then as requested in Q.19 above, we will need to know the agent type and size due for hydrostatic testing each year to provide a firm-fixed price for this service.

1. PWS, Monthly Inspections. The PWS states that items requiring replacement shall be replaced. Is the cost of new replacement extinguishers included in the firm-fixed price, or will replacements be ordered and paid for separately? This is the price to replace

1. PWS, Monthly Inspections. Should CLIN X001 be a quantity of 11 months because the 12th month is the annual inspection (CLIN X002), which satisfies one of the monthlies? If your company include it in the same month, yes

1. PWS, Monthly Inspections. Is the contractor responsible for repairing or replacing damaged extinguisher cabinets, cabinet glass, or mounting brackets? yes Schedule and Travel

1. PWS, Estimated Quantities (Annual). Must the annual inspections at all clinic locations, including Eureka, Ukiah, and Clearlake, be completed within the month of January? Yes

1. PWS, Inspections / Locations Required. Should offerors price monthly on-site contractor visits to every clinic, including Eureka (approximately 270 miles from Fort Miley)? In our experience performing a very similar contract, CBOC’s leased by the VA’s have monthly inspections covered by the landlord. Can you please verify the scope of work is limited to annual inspections at the CBOC’s, or if monthlies are required. You are responsible to ensure their fire extinguishers monthlies are completed.

Solicitation Documents and Security

1. Section B.2. CLINs 2001, 3001, and 4001 read "Inspection and Maintenance Services," while CLINs 0001 and 1001 read "Inspection Services." Is the scope of CLIN x001 the same in every contract year? yes

1. Section E.2, Factor 3. Section E.2 references "the attached Bid Schedule document posted with this solicitation." Is there a separate Bid Schedule attachment, or is Section B.2 the only price schedule?

1. PWS, Contractor Safety and Security Requirements. The PWS references Attachment A, the VASFHCS personal suitability and security directive, which was not posted. Will the Government post Attachment A?

1. 1. Licensing — timing. PWS paragraphs 8.1 and 12.1 require the contractor to be certified/licensed to perform fire extinguisher services, with copies provided to the COR before commencing work. Must the required California license(s) (and technician certificates) be held at the time of quote submission on November 9, 2026, or is it sufficient to hold them before the December 1, 2026 start of performance? Held at the time of quote submission

1. 2. Annual inventory attachment. PWS paragraph 4 refers to an attached inventory as the starting reference for annual inspections. The SAM.gov posting lists only the solicitation and four wage determinations as attachments. Will the Government post the extinguisher inventory, or should quoters base annual pricing on the quantities stated in PWS paragraphs 3–4? They can base on the annual pricing on the quantities in paragraph 3-4

1. 3. Past performance — subcontractor experience. Under evaluation Factor 2, may a quoter submit the past performance of a proposed subcontractor that will perform the inspection and maintenance work, and if so, how will it be weighted relative to the prime contractor's own past performance? (A quoter with no relevant past performance of its own is stated to receive a neutral rating.)

We will weigh heavily on the prime experience. Questionable to rely on a subcontractor

Would much rather work directly with a prime that is local and can come within 2 day’s notice when problems arise.
