This is a Request for Proposal (RFP) for comprehensive roof repairs at the Veterans Affairs Palo Alto Health Care System (VAPAHCS) Palo Alto Division campus. The Department of Veterans Affairs Network Contract Office (NCO) 21 is soliciting sealed bids for construction services to repair roof leaks and deficiencies across nine buildings: Building 4, Building 5, Building 6, Building 7, Building 100, Walkway Between Building 100 & Building 101, Building 101, Building 102, and Building MB3. The scope of work includes all labor, materials, testing, certification, demolition, and disposal necessary to provide weather-tight building envelopes, with work to be completed within 180 calendar days after issuance of Notice to Proceed. The contract will be a firm fixed-price award to a service-disabled veteran-owned small business (SDVOSB), with the NAICS code 236220 (Commercial and Institutional Building Construction) and a size standard of $45.0 million.
Proposals are due by June 5, 2026, at 8:00 AM Pacific Time via email to alison.weinstein@va.gov and jose.hernandez1@va.gov. The Government will evaluate proposals using a best value tradeoff methodology based on three equally weighted factors: Technical Approach (demonstrating minimum 5 years' experience with similar projects valued $2 million to $10 million), Past Performance (three relevant projects within the past five years), and Price. Offerors must submit sealed bids in two volumes: Volume I (Technical and Past Performance, not to exceed 15 pages) and Volume II (Price and Divisional Cost Breakdown, not to exceed 5 pages). All offerors must be validated in the SBA Small Business Search database at proposal submission and prior to award; failure to provide the required VAAR 852.219-75 certification of compliance will render proposals ineligible. Work shall be performed during normal business hours (8:00 AM to 4:30 PM, Monday through Friday) with coordination required for after-hours or weekend activities affecting facility operations. D. Evaluation: Proposals shall address the following evaluation factors, which are cited below.
1. This solicitation is issued as a Request for Proposal (RFP). The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government. It is the intent of the Government to award without negotiations; however, the Government reserves the right to conduct negotiations if necessary. If negotiations are deemed necessary to maximize the Government’s ability to obtain the best value. Additionally, a responsibility determination will be made in accordance with FAR 9.1, Responsible Prospective Contractors.
An award will be made to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the government, pursuant to Tradeoff approach, FAR 15.103-1.
The Government’s evaluation will be based on the following factors:
Factor I. Technical Factor II. Past Performance Factor III. Price Technical and past performance, non-price factors, are equally important to price.
To be considered fair and reasonable for the work performed, the evaluators will also check for appearance of unbalanced line-item prices. If deemed necessary, the supplemental price breakdown information will be used to assist the Government in performing the price evaluation described above. Offers which are materially unbalanced as to prices for the basic requirement and the option quantities are not fair and reasonable. An Offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
2. Proposal Evaluation. The evaluation process will be accomplished as follows:
Volume I: Technical Approach and Past Performance FACTOR 1: Technical Approach Submission Requirements: Offerors are required to submit a comprehensive and complete technical proposal that demonstrates their ability to perform the work described in this solicitation and demonstrate a minimum of 5 years’ experience doing work of similar scope and complexity. Offerors shall exhibit relevant past experience by reporting written narratives for a minimum of three (3) but no more than five (5) relevant construction projects of no less than $2,000,000 and no more than $10,000,000 in project cost. The submitted narratives shall explain the work involved in sufficient detail for the Government to evaluate the depth and breadth of experience represented in that project, along with an assessment of the technical capabilities utilized to accomplish the work. All projects submitted for consideration must be at least 75% construction progress complete or completed within five (5) years preceding the date proposals are due.
The projects must be similar in scope and complexity of that described in this solicitation to be considered relevant. For the purposes of this factor, “Relevant” is defined as experience with managing renovation/expansion projects that are similar to those as described in the Scope of Work. “Recent” is defined as being completed within the past five (5) years preceding the date proposals are due.
Experience will be evaluated based on the Offeror’s demonstration of similar, relevant, and recent projects within the broad scope of this solicitation for services as described in this solicitation.
If the Offeror is a Joint Venture (JV), relevant experience should be submitted by that JV entity. If the JV does not have shared experience, projects shall be submitted for each JV partner relevant to their overall JV partnership. Offerors who fail to submit experience for all JV partners may be rated less favorably. The JV agreement shall be in this section.
If an Offeror is utilizing experience or past performance information from any entity that does not match the name, Unique Entity ID (UEI) of the Offeror exactly as stated on the SF 1442 (e.g. affiliates, subsidiaries, parent companies, sister companies, etc.) the proposal shall clearly demonstrate how that entity will have meaningful involvement in the performance of the contract and specifically address which resources are being committed to the contract. Failure to comply with this requirement or failure to adequately demonstrate meaningful involvement and commitment of resources on behalf of that entity may result in that experience information to be considered not relevant and may result in lower ratings.
Please note the Small Business Administration (SBA) definition of Joint Venture that must be met in order to submit as a JV entity: “According to 13 CFR 128.402(a), to be eligible to submit an offer on a VOSB or SDVOSB contract,
1. The joint venture should be designated as a VOSB or SDVOSB joint venture in SAM with the VOSB or SDVOSB-certified joint venture partner identified, and
2. The VOSB or SDVOSB joint venture partner must be certified.
There is no regulatory requirement for the joint venture to be certified or designated by SBA. In fact, the regulation referenced above specifically states: “SBA does not certify VOSB or SDVOSB joint ventures…” Please review the regulation for additional eligibility criteria and see https://search.certifications.sba.gov/
FACTOR 2: Past Performance Submission Requirements: The contractor shall submit past performance information on three (3) projects. The past performance assessment will assess the confidence in the offeror’s/joint venture member’s ability (which includes, if applicable, the extent of its critical subcontractors’ involvement) to successfully accomplish the proposed effort based on the offeror’s demonstrated present and past work record.
The recency and relevancy of the information, the source of the information, context of the data and general trends in the contractor’s performance will be considered. More recent and more relevant performance usually has a greater impact in the confidence assessment than less recent and less relevant performance. For purposes of this evaluation, recency is defined as active or completed efforts performed within the past three (3) to five (5) years from the issuance date of this solicitation. The Government will perform an independent determination of relevancy of the data provided or obtained. A relevancy determination will be made for each of the recent three (3) submitted contracts. The Government is not bound by the offeror’s opinion of relevancy.
SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER Factor 2. IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (attached to this solicitation) is provided for the team members to submit to the client for each project included under Past Performance. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, please utilize the attached past performance questionnaire. Please ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your technical binder. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ, which will provide contract and client information for the respective project(s).
Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) if it covers some the same basic information. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Network Contract Office 21 (NCO 21) Attn: Jose A. Hernandez, Contracting Officer via email at jose.hernandez1@va.gov AND Alison Weinstein, Point of Contact, alison.weinstein@va.gov, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other requirements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Volume II: Cost/Price Factor: the Offeror’s Cost/Price proposal will be evaluated for Reasonableness, Balance, and Total Evaluated Price (TEP). TEP will be calculated in accordance with the following:
· Reasonableness. Adequate price competition is expected to support the determination of reasonableness. Price analysis techniques may be utilized to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional cost data in accordance with (IAW) FAR 15.4 will be required to support the proposed price.
· Balance. Unbalanced pricing is discussed in FAR 15.404-6. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or underestimated as indicated by the application of analysis techniques. The Government shall analyze offers to determine whether unbalanced separately priced line items or sub-line items exist. Prices submitted will be compared and evaluated to assure a logical progression exists as related to price. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
· Total Evaluated Price. A TEP will be calculated for evaluation purposes only and used to assist in determining the best value to the Government. The TEP will be evaluated as follows:
· Proposals shall be evaluated, for award purposes. Based upon the total price proposed for items identified for pricing which are applicable to the basic requirements and other price-related issues. The TEP shall include all costs associated with providing the final items to the Government.
Administrative Information: Offerors shall include all the information in the Submission Instructions section.
BEST VALUE DETERMINATION
This is a best value trade-off, competitive acquisition. Award will be made to the Offerors whose offers conform to the solicitation requirements, who are determined responsible in accordance with FAR Subpart 9.1 by possessing the financial and other capabilities to fulfill the requirements of the contract; and whose proposals are judged, by an integrated assessment of price and non-price evaluation factors, to be the most advantageous to the Government. The Government will use the best value tradeoff process in determining which Offerors represent best value in accordance with FAR 15.103-1.
EVALUATION CRITERIA
An award will be made to the responsible offeror whose offer,…
