About this file
This is a Prebid Request for Information (RFI) Responses document for the ACC Pharmacy Preparation and Demolition Project at a Department of Veterans Affairs facility under Solicitation Number 36C26126R0011. The document provides clarifications to 26 prebid questions submitted by potential contractors regarding project scope, timeline, logistics, and technical specifications.
The project involves a 98 calendar day period of performance with 44 calendar days allocated for demolition and construction activities at a VA pharmacy. Work must be completed outside normal clinic operating hours (0730-1700 Monday-Saturday), with contractors permitted on-site starting at 1730 for prep work and 1800 for demolition activities. Two separate crews may operate simultaneously during off-hours through 0600 the following day at no additional cost to the government. Sundays and holidays are available work days with one week advance notice and no additional charges. Key scope elements include removing and reinstalling a fragile glass whiteboard (VA responsibility), painting walls up to 10-foot drop ceiling height during non-business hours (1800-0600), installing new Armstrong Medintone flooring with 250 linear feet of 4-inch rubber cove base, relocating electrical and data outlets to 42 inches above finished floor (flush-mount preferred), and coordinating with the Script Pro vendor during their 7-day equipment installation in August. The facility requires ICRA Level IV infection control protocols. A bid bond is required despite the negotiated contract nature. Building utilities will remain operational with outage notifications provided to contractors. As-built drawings for telecommunications and compressed air lines are available for reference.

1. Prior to prep and demo activities, will the USG remove the mirrored whiteboard currently placed on the wall behind the 2nd office space on the right as you enter the Pharmacy? The mirrored whiteboard appears to be very fragile.
VA FMS will remove the board
2. Please confirm that all Prep and Demo activities are to be completed after the VA’s normal working hour of 0730-1700, Monday through Saturday.
Yes. All work (unless authorized by the VA) will be done outside of normal clinic hours. Contractors can be on-site as early as 1730 to prep, with the demolition and noise generating activites starting at 1800.
3. Could preparation and demolition activities also be accomplished on Sundays and holidays as a routine occurrence to expedite the completion of the prep and demo project?
Yes. Sundays and holidays are available work days as long as you request it to the VA with a week's notice and will also come at no additional cost to the government.
4. Please confirm that water and electricity will be available on site throughout the period of performance.
Building utilities will be operational. Any outage notification will be sent to the Contractor.
5. Can we run two separate crews during the daily Off-Hours?
Yes. Construction Work hours end at 0600 the following. Running extended work hours will come at no additional cost to the GOVT.
6. Since this is to be a negotiated contract, is a bid bond still required as the Proposed Budget required is an estimate?
Yes, bid bond is required.
7. Are wall mounted devices required to be removed in order to paint behind them? There are fire alarm, security and other plastic triangular devices installed on interior walls. We could paint around devices without removing them.
You can cut and paint around devices without removing
8. There is a large Fragile glass whiteboard mounted to the wall. Will the VA remove and reinstall this whiteboard to allow painting behind it? These glass boards may not make it through removal and reinstallation. Would the contractor be liable to replace the damaged whiteboard, if it breaks while being removed/reinstalled?
VA FMS will remove the board
9. "Scope of work, b), iv, (1) states, “Floor installer shall coordinate with electrical/ networking sub-contractor to ensure that the location of any junction boxes, electric or data outlets are in the correct location prior to flooring.” - If built-in floor electrical, networking or data outlets are not in the correct location, based on the new layout, do you want us to install devices and covers in their original locations and allow access, or will we be required to abandon outlets boxes in place, remove wiring back to last Jbox, cap with covers and install flooring over the abandoned boxes? We know that Figure 6 indicates that center power will come from overhead drops, possibly making floor outlets obsolete. "
This will have to be reviewed as a "case by case" basis. Once the existing Script pro and casework is demoed, it will be easier to see what floor devices will be covered by new equipment and make a determination then.
10. Can you confirm the project duration? Solicitation block 11, says 30 cd, but page 5 of 124 says, “no more that one calendar month (40 days).
Period of performance is 98 calendar days and Demo/Construction is 44 calendar days. Since there is an overlap and coordination with the Script Pro Machine and casework install in order for the Contractor to tie in the electrical/data, account 7 working days for the Script Pro Vendor to install their equipment.
11. Please clarify the Period of performance, Box 11 states 30 calendar days, page 5 of 124 states one calendar month (40 days) and page 23 of 124 states 98 calendar days with demo & construction must be complete by 44 calendar days.
Period of performance is 98 calendar days and Demo/Construction is 44 calendar days. Since there is an overlap and coordination with the Script Pro Machine and casework install in order for the Contractor to tie in the electrical/data, account 7 working days for the Script Pro Vendor to install their equipment.
12. Request period of performance be increase to 180 days to consider preconstruction submittals, phasing approval, electrical/ data outage notices, submittal preparation and approval, procurements & lead time of new flooring.
The Construction timeline is tight but that's to limit the amount of time Pharmacy has to shift operations away from their area. Pharmacy script pro equipment and casework is set to be on island in July with install ready for August. If flooring is unavailable we can look in to other options that can shorten material lead times.
13. For the painting scope of work during non-business hours even though the pharmacy is close, please confirm. If confirm painting will be performed non-business hours, please provide the start of the after hours
Painting and all work shall be completed between 1800-0600 unless otherwise noted by the VA
14. For the painting scope of work, please provide height of the wall to repainted.
Paint up to the drop ceiling grid track. Assume 10'-0" for takeoff
15. Please provide As_Built of Telecommunication for the 2nd floor Pharmacy for reference
As-built attached
16. SOW Opti-fill equipment states “If access to air line is easier from floor below, tradesperson can cap and seal. Please provide as-built drawing to show air line below floor
Compressed air line runs above the drop ceiling. Line can be capped and labeled above ceiling.
17. For bidding purposes, please provide number and type of furniture to be haul out and demolish.
No loose furniture is expected to be demolished or hauled off.
18. Are all work tables, chairs, shelves, carts, etc not marked X in Figure 2. ACC Pharmacy - Equipment/Furniture to be Demolished are VA to remove and reinstall for re-used or repurpose? Or equipment & furniture to be demolished are limited to the Mark X furniture/ Equipment. Please confirm
All furniture that is marked with an X is fixed casework, shelving, desktops. Note: there are some slight differences in as noted on Figure 1, with the shelving in the boxed middle area. An IT cabinet is located near the back that houses equipment that will need to be relocated to the IT Closet Room B-45 has been added to Figure 1. Otherwise, all loose furniture (carts, chairs and equipment all seen as part of site visit) will be removed by the VA.
19. For the new flooring, will the VA accept to match existing flooring – Armstrong Medintone? Color selection within Medintone series still for VA approval. Please confirm

20. In reference to SOW “vii) Upon installation of all equipment, flooring sub-contractor shall return to install rubber cove base to reduce ensure that there are no gaps between furniture base and existing floor for infection control purposes.” Please provide height and quantity of rubber cove base as the equipment/ furniture sizes/ dimensions has not been provided for Contractor to provided a competitive price proposal.
4" high base cove with similar color to chosen floor color (submit sample to VA for approval). Quantity, 250 feet of base cove to account for new furniture installation.
21. In figure 6, there are numbers 1 to 5 in circles, please clarify what are they? Please provide legends similar to the red dot.
Disregard the circles with inscribed numbers. Those are remant of the vendor drawings and will NOT include any additional features of work.
22. For outlets or ports to be relocated to the wall, please advise height from finish floor will they be installed. Is surface mount acceptable?
In the "Fast Pack Processing Area" of Figure 6, Counter height for the new furniture is 39", opening is starts at 45". Outlet should be located at 42" AFF O.C. due to the openings in new furniture. Ensure that the outlet does not interfere or is impeded by vertical member of furniture. See attached furniture mock ups for furniture dimensions. Outlets in these areas are preferred to be flush mount ot the wall surface. Areas adjacent to fast pack processing will not have any specific furniture, surface mounting of new outlets is allowed. Outlets should be located at the same level (42" AFF O.C.) for all remaining outlets.
23. Does the 44 days for construction include the time the vendor needs to install the new script pro and casework? If so, provide timeline they need
Yes, the 44 days includes Script Pro installation. However, the features of work such as flooring and painting should be complete prior to ScriptPro installation. ScriptPro will require 7 days to install the equipment and furniture. During this installation time, contractor's electrician/telecom installer shall be available to integrate outlets pulled from the ceiling into new case work in the Tech Fill/RPH Verify workstations. ScriptPro on behalf of VA will be responsible for any damages that are caused by installation.
24. Has ICRA level control been identified?
ICRA level IV. See attached ICRA form
25. In the hallways, there are preforated panels in the ceiling. Can we get the manufacturers info on those?
There are no manufacturers info on these panels. When putting panels back, they need to be pulled down below the track as they fit tight between the top and bottom tracks. If they are not put back properly, the pressure within the building can cause the panels to be lifted and fall.
26. When does the Script Pro machine and casework expect to be on island.
Script pro items expect to be on island in July with vendor ready for an August installation
