RFIs Questions and Responses
RFI #1 – Please consider increasing the project duration from 60 calendar days to 180 days in consideration of the survey of existing conditions, submittal preparation & approval process, lead time of the flooring, moisture testing & acclimation of wood flooring, polishing and seal/ markings of finish flooring.
ANSWER: Project duration will remain at 60 days to minimize disruption to facility services as much as possible. Extension may be granted as necessary.
RFI #2 – In the scope of work - Task 2: Mold Removal. For bidding purposes, please provide square footage area to price for this scope of work so that all GC will be pricing same quantities.
ANSWER: Possible mold removal is 2,000 square feet.
RFI #3 - In the scope of work – Task 2: Mold Removal. It states this task is to be deducted alternate, Contractor shall bid the task separately. In the pricing schedule, it does not have another line item for mold removal as deduct alternate. Please clarify.
ANSWER: There will be no bid deduct this will be one price. All proposals should include the mold removal.
RFI #4- Please provide location of the staging/ laydown area sufficient to store VA equipment (i.e. gymnasium bleachers). Is VA providing a laydown/Temfacil area for contractors?
ANSWER: Staging/ laydown area will be adjacent to building 530. Staging/ laydown area is subject to change due to facility needs.
RFI #5- Please confirm that the source of the water leak has been repaired and the gymnasium is watertight. Or the source of the leak is only the re-fill station?
ANSWER: The source of the water leak has been shut off through an isolation valve. In house engineering team is finalizing leak repair.
RFI#6- Please confirm the gymnasium will be shut down and completely turned over to the GC including access to the 2nd floor? Note that there will be dust accumulation during performance of work.
ANSWER: Gymnasium will be partially closed during construction period. 2nd floor gate track will remain as equipment storage for recreational therapy. Note: Contractor shall maintain all Infection Control Risk Assessment (ICRA)construction perimeter requirements for the safety of VA Staff, Patient, and visitors.
RFI#7- Is water proofing required where the water station is located?
ANSWER: Yes, water proofing is required where the water station is located.
RFI#8- Will the VA consider replacement of the whole gym flooring instead of just the damaged ones?
ANSWER: The scope of work for this project includes a full replacement of the gymnasium floor & sub floor. Reference SOW.
RFI #9- can VA provide product info of the existing gym flooring so Contractor can match existing?
ANSWER: Only “Existing Gymnasium Floor Detail” can be provided. Flooring system product information could not be provided.

ANSWER: There will be no bid deduct this will be one price. All proposals should include the mold removal.
RFI #12- Please advise if contractor can utilize the elevators for hauling of materials during construction. Elevator surfaces will be protected during use.

Please confirm there is NO Electrical, Mechanical, or Fire Alarm work for this solicitation.
ANSWER: No electrical, mechanical, or fire alarm work will be needed as part of this solicitation.
RFI#15- With the size of the project, can the superintendent have other duties such as SSHO and QC?
ANSWER: Due to the size of the project, the superintendent can have other duties such as SSHO and QC.
RFI#16- Is contractor allowed to store flooring materials in the gym (unoccupied areas) to limit frequent hauling of materials in and out of the building?
ANSWER: Contractor is allowed to store newly procured materials within project area to limit frequent hauling.
RFI#17- Is there an area in the facility where contractor can temporarily store the gym bleachers until completion of the project?
ANSWER: Staging/ laydown area will be adjacent to building 530. Staging/ laydown area is subject to change due to facility needs. Contractor is responsible for ensuring all stored materials are properly contained and protected throughout project duration.
RFI#18- The RFP noted that ‘the existing gymnasium floor has sustained significant damage due to a water leak that occurred within the facility. Prolonged exposure to moisture caused warping, buckling, and surface deterioration, resulting in unsafe playing conditions and reduced usability of the space.’- How extensive is the water leak, is this leak from other sources (roof leaks, utility lines, etc) or was it just from the leaking water/re-fill station?
ANSWER: The water leak source is on the supply line for the water re-fill station. In-house engineering service is currently addressing the leak.
RFI #19-RFP, page 9 of 52, Task 1 states to remove the existing bleachers. If the flooring replacement can be accomplished without the bleacher removal, can this requirement be waived, or should the offeror keep the cost for this task requirement in their offer?
ANSWER: If replacement of floor can be done without bleacher removal, requirement can be waived. Note bleachers must be protected from any construction activities and stored properly.
RFI #20-RFP, page 10 of 52, Task 2 (#3) states that the mold remediation under the floor shall be a Deduct Alternate and should be bid separately. The Price Schedule contains a line item for a total lump sum bid. ANSWER: A registered land surveyor will not be required for this project.

RFI #25- Specification Section 01 00 00, Part 1.20-A requires a formal commissioning plan for a Section not included for this project. Will the VA clarify if formal commissioning will be required for this project?
ANSWER: Commissioning will not be required for this project.

For this project, this requirement would mean the Contractor must retain an Architect (or Const. Professional with 5 years’ experience), and an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility.
