Questions and Answers Solicitation 36C26126Q1078 Elevator Maintenance Service

1. Question: PWS Section 1.0 states that a site visit to the hospital is authorized and encouraged, but no date is provided. Will the Government schedule a site visit or walk-through of the 17 elevators and cart lift, and if so, can it provide the date, time, and point of contact? If no site visit will be held, will the Government provide photos and/or current maintenance records of the equipment?

Answer: You may contact Wesley Grogan directly for a site visit WESLEY.GROGAN@VA.GOV or by phone at (775) 784-3947.

2. Question: PWS Section 2.1 notes that elevators P2, P3, P4, and P5 are out of service pending modification, with warranty anticipated to begin upon acceptance in February 2026. Can the Government confirm the current status and expected acceptance date of these units, whether they will be under warranty during all or part of the 10/01/2026-09/30/2027 period of performance, and whether the monthly price should be based on 18 units or only the units in service at contract start?

Answer: P2 and P3 elevator warranty expires 11/14/2026. P4 and P5 are under warranty until 3/31/2027. If an issue is identified on an elevator that is still under warranty, the vendor who performed the upgrades will address it. Yes, the monthly price should be based on 18 units.

3. Question: PWS Section 2.2 requires a joint deficiency inspection within 30 days of award, with unidentified deficiencies becoming contractor responsibility after 45 days. To allow accurate pricing, will the Government provide the most recent deficiency/inspection list, the last 12-24 months of callback and repair history (including number of callbacks and entrapments by unit), and copies of the most recent CAT 1 / CAT 5 inspection reports?

Answer: There is not a record for history broken down by unit. Attached are callout tickets, the last CAT inspections are attached.

4. Question: CLIN 0002 (Miscellaneous Repairs and Additional Cost) shows a quantity of 12.00 MO with an NTE of $20,000.00. Should offerors enter a monthly unit price that extends to the $20,000 NTE, or should the NTE be entered as a single lump sum? Additionally, where on the price schedule should the required hourly rate and overtime rate be entered, since the schedule as issued contains no dedicated lines for them?

Answer: You may list the hourly and overtime rate anywhere in the Pricing Volume. It should be a rate NTE $20,000.00 for 1 Year, I plan to issue a revised price schedule in an amendment to clarify this information.
