About this file

This is Amendment #1 to a Request for Quote (RFQ) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21. The amendment's primary purpose is to post a Question and Answer document addressing 22 offeror inquiries regarding a Distributed Antenna System (DAS) installation project at a VA facility.

The Government will furnish as-built plans and floor plans for the Administration Building and other structures requiring DAS installation. Removal of the existing DAS infrastructure includes removing dome antennas from ceiling grids, removing rack-mounted equipment from IDF and MDF locations (with equipment provided to the Government), and abandoning existing cabling in place. Regular-hours work (0700-1600) may be performed in IDF/MDF locations, while after-hours work (1500-2300) applies to installation of new cables and antennas and removal of old antennas in common areas. The warranty period is one year with specified response times: 2-hour response for 100% system outages (technician on-site within 8 hours), 8-hour response for over 50% inoperability (technician within 12 hours), and 24-hour response for over 25% inoperability (technician within 48 hours). Alternative OEM solutions that are TAA-compliant will be considered provided they meet or exceed the performance standards of listed equipment and obtain written acceptance from cellular carriers. The facility has existing single-mode and multimode fiber and rack space available for reuse; vendors must provide fiber patching cables and all other new connectivity cables. The vendor is responsible for direct coordination with AT&T, Verizon, and T-Mobile, including carrier authorizations and frequency/RF parameter requirements. The active frequency bands are Band 13/4G (751 MHz), Band 5/4G (855 MHz), Band 4/4G (2125 MHz), and Band 2/4G (1970 MHz). The Government will provide power and UPS at all IDF and MDF locations and will furnish on-site storage for materials and equipment. Firm fixed pricing applies with all purchased equipment retained by the Government; vendors bear responsibility for quantity shortfalls discovered after contract issuance, except where caused by Government requirement changes or previously undisclosed locations. Pages 5 through 24 of the RFQ constitute the Price/Cost Schedule to be completed with unit and extended pricing for each line item.

a. The purpose of RFQ Amendment #1 is to post Question and Answer, see below.

b. All Other Items Remain Unchanged.

Larry Facio Contracting Officer

VA-VHA-RPOW-2025-0020

36C26126Q0569 DAS Question & Answers

1. Are floor plans available? Are there floor plans, an existing DAS design, or square-footage information available that can be shared with offerors?

Are there floor plans of the Administration Building (Bldg. 6) available? If not, what is the square footage of Bldg. 6?

Can the Government provide the existing iBwave design (or RF coverage maps) for the current DAS, or any record drawings of the in-place fiber, racks, and MDF/IDF closet locations referenced in the Statement of Work?

Is there an incumbent? If so, could the government provide the name and contract number.

A. Yes provided. Govt. furnished as-builts from initial installation and plans for additional buildings needing new DAS installed.

2. Does the gov't want ALL DAS infrastructure removal accounted for?

A. Removal shall consist of:

1. Removing current dome antennas from the ceiling grid (Govt. to furnish new ceiling tiles) and removing such domes from the property.

2. Removing current rack mounted equipment in the IDF and MDF (Head end) locations and providing that equipment to the Govt.

3. Current cabling located above the ceiling grids will be abandoned in place.

3. May vendors assume 80% or more work to be accomplished after hours.

A. Regular hours (0700-1600) work may be performed within the IDF/MDF locations. After hours work (1500-2300) will be performed during the installation of new cables and antennas and removal of old antennas withing the common areas of the buildings.

4. Vendor shall have the capability to have a technician “on-site” within 2hrs of notification" of equipment issues during the entire warranty period:

The Statement of Work requires a technician on-site within 2 hours of notification during the warranty period. Please confirm this applies only to full-sector or complete-system outages, and clarify the warranty duration expected under the base period.

A. Below is the “suggested” warranty response times for the initial (1 year) period.

Any after care activities (Extend Service Agreements) will be discussed at a later date.

2hr response time from the vendor: 100% system outage. (Tech on site NLT: 8hrs)

8hr response time from the vendor: Over 50% of the system is inoperable.

(Tech on site NLT: 12hrs) 24hr response time from the vendor: Over 25% of the system is inoperable.

(Tech on site NLT: 48hrs)

5. Can you confirm whether alternate OEM solutions will be considered, or if the expectation is strict adherence to the listed system?

CommScope HL4RPV-50 1/2" Coaxial Cable - Lead time and cost may justify other OEMs like RFS, Eupen, Superior Essex, or JMA.

CommScope CMAX SISO Omni Antenna - Lead time, cost, and performance (based on iBwave design) may lead to suggesting other OEMs and / or model.

Microlab 3dB Tapper - Lead time, cost, and performance (based on iBwave design) may lead to suggesting other OEMs, model, and / or tap attenuation (3, 6, 9, 12, 15 dB, etc.)

Corning LC/UPC Fiber Connector - Incorrect connector type for SOLiD DAS products. SC/APC is required.

SOLiD iBIU - This product is EOL and is replaced by SOLiD nBIU o If alternates are allowed, what level of supporting documentation is required (e.g., performance equivalency, carrier approvals)?

o Would the Government consider alternative pricing models, such as a Network-as-a-Service (NaaS), that may provide operational and lifecycle benefits in addition to traditional non-recurring offer(s)?

o Attachment 1 specifies SOLiD ALLIANCE head-end/remote equipment and CommScope, Corning, Microlab, Telect, and Chatsworth passive components as “brand-name or equal.” Please confirm that TAA-compliant “or-equal” alternates will be accepted on any line item, provided they meet the salient characteristics o Are the specified CommScope/Andrew antenna and coaxial components required to be Trade Agreements Act (TAA) compliant? If a specified item is not TAA-compliant, will the Government accept a TAA-compliant equivalent without it being scored as a deviation?

A. Alternative OEM solutions (TAA complaint) will be considered provided that they will meet or exceed the performance standards initially established/provided of the listed equipment in the solicitation. Alternative solutions MUST provide evidence that they meet/exceed the performance standards and provide written acceptance from the current cellular companies providing service to this facility.

6. Will existing fiber backbone, pathways, or IDF/MDF infrastructure be available for reuse?

Will the existing fiber backbone and equipment racks identified as Government-Furnished Equipment be available and adequate for the new SOLiD system, or should offerors price replacement fiber/rack infrastructure?

A. Yes, the facility has existing fiber (SM&MM) fiber and rack space at all IDF.MDF locations for use. (Vendor will be responsible for providing fiber patching cables from their equipment to the fiber patch panels at each location)

B. All vendors will need to provide rack space requirements for each location (IDF and MDF) equipment to ensure the current rack space is available)

C. ONLY existing fiber may be reused. All other connectivity cables shall be new.

D. All cabling leaving the existing cable tray farther than 6ft will require plenum style cabling.

7. The SOW indicates the new DAS must be installed alongside the existing system prior to removal.

o Are there specific phasing requirements by building or floor?

o Are there defined cutover windows or outage restrictions?

o Is there an as-built design of the existing system so we can properly budget time?

A. The vendor will be required to install and test the new DAS system at all locations and provide proof that that installed DAS network is functional BEFORE any cut-over operations will be accomplished. This approach only requires the new DSA system to be transferred at the MDF (Head end) with the cellular provider.

B. Cutover plans should be provided if the vendor has prior experience with past systems.

C. As-builts are provided.

8. Will Infection Control Risk Assessment (ICRA) requirements be issued prior to project start?

A. Yes, the vendor will work with the VA to establish all safety/ICRA requirements and paperwork before any work on this project begins. Vendors are responsible for providing their own PPE items for work in any sterile/gown up areas.

9. Will the contractor be responsible for direct coordination with AT&T, Verizon, and T-Mobile, including integration and testing?

A. Yes, Vendor will be responsible for establishing relationships with the cellular carriers and communicating with them for frequency and RF parameters required.

10. Are existing carrier agreements or signal sources already in place?

A. No carrier agreements are in place between the VA and cellular carriers. Vendor will need to contact cellular carriers for their signal source types.

11. Can you confirm the required RF performance benchmarks for final acceptance (e.g., minimum signal levels, coverage targets)? We assume all testing and acceptance should meet or exceed carrier standards.

12. Does the VA have specific acceptance testing protocols or templates?

A. All acceptances shall meet the requirements of the MNO.

13. Will on-site staging areas or storage space be provided for materials and equipment?

A. Yes, on-site storage will be provided. Vendor will need to provide the VA with estimated number of pallets and the size of deliverable items.

14. Are there any known constraints related to material deliveries, laydown, or security access?

A. All materials will be marked with the Contract and P.O. number. All deliveries will be adhered to by the contract terms.

15. What is the current DAS system? Does it receive signal from roof donor antennas or from Fiber Base Station?

A. Each Cellular vendor has their own delivery system.

B. Vendor will be responsible for working with the MNOs for confirming input signals.

16. Any costs associated with contractor’s site visit will not be reimbursed nor credited toward contract award, nor will it promote the contractor’s position during evaluations.

A. No reimbursement costs or credits are provided.

17. Which Mobile Network Operators (MNOs) are active on the DAS, and which frequency bands of each MNO are active? (The bill of materials implies AT&T, Verizon, and T-Mobile across 700 LTE + FirstNet, 800/850, 1900 PCS, AWS 1+3, Band 70 / AWS-4, and 2500 TDD — please confirm which are actually on-air.)

18. Are there UHF/VHF or Public-Safety 700/800 MHz services on the DAS? (No public-safety or UHF/VHF equipment appears in Attachment 1 — please confirm none is required

A. None are required.

19. Will the Government or the carriers provide the signal source (BTS/small cell/off-air donor) and the carrier authorizations needed to bring the new neutral-host head-end on-air, or is securing carrier re-authorization the contractor's responsibility?

A. Vendor will be responsible for all carrier authorizations.

20. Will power be provided by VASNHCS for the DAS equipment in all IDF and MDF locations?

A. Yes, power and UPS will be provided at all locations.

21. Several line items in Attachment 1 appear to retain unit and extended pricing. Please confirm whether the listed quantities are firm Government-directed quantities, and whether the contractor bears the risk of any quantity shortfall under the firm-fixed-price arrangement once the design survey is completed.

A. Firm fixed pricing and all purchased equipment will be retained by the Govt. Vendor will be responsible for any shortfalls discovered after contract is issued provide that the shortfall is not a result of the Govt. changing requirements or undisclosed locations are discovered.

22. The instructions reference a Word Cost/Price Schedule to be provided (SAM lists attachment “36C26126Q0569_1.docx”), but it does not appear among the posted documents available to us.
