About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21 for the VA Southern Nevada Healthcare System.
The solicitation seeks a turnkey solution for the replacement of an antiquated Distributed Antenna System (DAS) with a new neutral host solid DAS enhanced system supporting AT&T, Verizon, and T-Mobile across the VA Medical Center Building #1 at 6900 North Pecos Road, North Las Vegas, Nevada 89086, and the Administration building. The contract period runs from July 1, 2026, through June 30, 2027. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a 100% set-aside designation. The NAICS code is 238210 with a size standard of 1,250 employees. The offer due date is June 19, 2026, at 1:00 PM PDT. Quotes must be submitted electronically in two separate files: one for technical response and one for pricing. The Government will award a firm-fixed price contract to the responsible offeror whose offer is most advantageous, evaluating quotes based on direct experience (25%), equipment capability (25%), past performance (25%), and price (25%).
The contractor must perform pre-deployment RF surveys, provide IBwave-designed DAS with test results, conduct segment sweep and PIM testing of RF coaxial cabling, perform certified DAS commissioning, provide mechanical drawings and RF coverage maps, install new DAS alongside existing systems before removal, adhere to hospital hazardous dust/debris protection procedures, dispose of old equipment, and provide two-hour on-site response during the warranty period. The price/cost schedule includes 73 line items covering equipment such as antennas, coaxial cable, connectors, fiber optic cable, closet connector housing, cassettes, ground bars, jumpers, RF equipment modules, and installation hardware, with labor, materials, services, and freight. Service Contract Labor Standards (SCLS) apply with wage determination 2015-5593, Revision 31. Invoices are submitted quarterly in arrears through electronic means. The contract includes supplemental insurance requirements: workers' compensation with $100,000 employer's liability, general liability of $500,000 per occurrence, and automobile liability of $200,000 per person and $500,000 per occurrence.
