About this file
This is an Amendment to Solicitation 36C26126Q0335, issued by the Department of Veterans Affairs Veterans Health Administration Network Contracting Office on January 30, 2026, with an effective date of February 19, 2026. The amendment includes a Question and Answer response and revises the Statement of Work to correct the number of buildings requiring inspection and adjust the project timeline.
The solicitation requires contractors to conduct NFPA 5-Year Sprinkler Internal Inspections across four VA medical facility campuses: Palo Alto (29 buildings), Menlo Park (22 buildings), Livermore (9 buildings), and Mountain View (1 building), totaling 61 buildings. The work must be completed within the period of performance from March 9, 2026 to June 8, 2026. Contractors must provide all personnel, equipment, tools, materials, supervision, and services necessary to complete inspections in accordance with NFPA standards and applicable codes. Key requirements include: contractors must possess a California Sprinkler Fitter License and C-16 Fire Protection Contractor License; preferred experience of at least 5 years in sprinkler inspection in large medical facilities; work hours of 8:00 a.m. to 4:30 p.m. Monday-Friday excluding federal holidays; and coordination with the designated Contracting Officer's Representative. The amendment clarifies that fire pump testing and fire hydrant inspections are not included in scope; that inspectors have facility access with day badges; that internal pipe inspection work is performed by inspectors during specified hours; and that water for dry system testing may be sourced from local hydrants if pressure is sufficient. The solicitation response due date remains unchanged at February 24, 2026 at 3:00 p.m. PST. Contractor personnel must comply with VA security policies and obtain required identification badges daily.

X X X X The purpose of this amendment is to include the Question and Answer response below, revises the Statement of Work to correct the number of buildings that require inspection and revises the timeline for the inspection to be completed. The revisions to the Statement of Work are highlighted below.
Tim Smith Contracting Officer Question and Answer
1) Are there any previous inspection reports, system drawings, or building plans available. This information is needed as soon as possible to prepare and submit an accurate proposal by the due date of 2/19/2026 at 15:00 PST.
VA Response – We have provided all the records of annual sprinkler testing and semi-annual waterflows and tampers that we have available. Records of some buildings could not be located. These records are labeled Building Reports Attachment 1, Building Reports Attachment 2, and Building Reports Attachment 3, and Sprinkler Riser List Attachment 4. The solicitation response due remains unchanged and is 2/24/2026 at 15:00 PST as found on block 8 of the 1449.
If those records won't be provided, can you confirm whether we should price this strictly off the written scope, or if the VA will allow coordinated site walks under the site visit provision so we can gather additional information before finalizing numbers?
VA Response – As stated within the solicitation, there was an opportunity to attend the visit held on 2/10/2026 and 2/11/2026.
2) Can you provide a list of how many, and what kind of systems are in each building including fire pumps and standpipe?
VA Response – We have two fire pumps, one in PAD B100 and PAD B5. No fire pumps in all other locations. Parking structures I and 2 in Palo Alto are dry pipe systems. All other buildings in all locations that have sprinkler system are wet-pipe systems. No actual count of standpipe in our reports but attached is a spread sheet of risers.
3) Can provide a copy of previous reports electronically?
VA Response – Yes, reports are attached. See response to question 1.
4) Are these 3 buildings also in the scope - 1. MV Bldg 801 (PS), 2. CWT 18th (SK)
3. CWT Gilbert (SK)?
VA Response – Yes.
5) Are fire hydrants included in scope? If so, please provide quantity and map/drawing of locations.
VA Response – No.
6) Is the water tank on the hill above Livermore included in scope?
VA Response – No.
7) Can the VA provide previous annual sprinkler inspection reports?
VA Response – Yes. See response to question 1.
8) Due to the size, number of buildings/locations and requirements of 5-yr inspections is the 45-day completion negotiable under Section 2.1 of the Statement of Work?
VA Response – The Statement of Work has been revised to remove mention of 45-days. The VA requires the inspection to be completed within the period of performance of 3/09/2026 – 6/08/2026.
9) Are there any outstanding non-addressed deficiencies from previous inspections? If yes, please provide additional information on each deficiency.
VA Response – Deficiencies were noted at the annual sprinkler inspections. These deficiencies can be found in the Building Report Attachments.
10) Will the inspectors have free access to the buildings or require escorts?
VA Response – Inspectors can sign -in and get a day badge at VA Police dispatch. Self-serving computer at the hallway near VAPD office in PAD B100.
11) Is there any safety training required?
VA Response - No.
12) Internal inspections will require new couplings; is there a domestic only material requirement?
VA Response – No.
13) Can we pull water from the local hydrants to test the dry systems in the parking garages.
VA Response - Yes, if the pressure in those hydrants’ sufficient enough to do the test, if not, inspectors need to provide water supply.
14) Is there a procedure for the use of hydrants?
VA Response – no just a couple days notice.
15) Is there a requirement to have someone monitoring the fire alarm panel while the fire sprinkler systems are shut down and drained?
VA Response – Yes. Will do in-house using VA staff.
16) Is there an equipment list or count of wet pipe sprinkler and standpipe systems, fire department connections available to review? It is difficult to determine how long each of these tests will take as we've only been provided a number of buildings at each campus, but nothing indicating the size of the systems at each building. Buildings such as the main hospital will require substantially more time than smaller outlying buildings due to the number of valves and other devices that require inspection. Previous inspection reports can also be used for this if provided for all the buildings.
VA Response – Yes, additional records are provided. See response to Question 1.
17) Who will shut down systems and drain them for the internal pipe inspection?
VA Response – Inspectors.
18) Can you please confirm whether fire pump testing is included in the project scope?
VA Response – No.
19) For pipe investigation work, what hours during the day will we be allowed to perform the pipe investigation, considering that pipes will need to be opened in occupied areas?
VA Response – 8:00 to 16:30.
