About this file
This document is a laboratory report from VA Central California Health Care System (HCS) for Q3 FY2025 Non-potable Legionella and Heterotrophic Plate Count (HPC) water testing. The report details environmental water samples collected on May 22, 2025, from various buildings and sources including cold basins and cold lines, with testing performed in accordance with VHA Directive 1061 and multiple scientific standards.
The detailed report shows eight sample locations (NP1-NP8) across Buildings 27 and 22A, with all samples testing negative for Legionella detection. Heterotrophic Plate Count (HPC) results ranged from <10 CFU/mL to 870 CFU/mL, with most samples well below the 10,000 CFU/mL threshold that would require immediate remediation. The report includes a comprehensive flow chart for interpreting routine quarterly environmental water testing and a table outlining corrective actions based on bacterial thresholds, emphasizing maintaining water chemistry and biocide levels per the Cooling Tower Management Plan.

Subject: VA Central California HCS, Q3 FY2025 Non-potable Legionella and Heterotrophic Plate
Count (HPC) Results
Dear Mr. Horn, In accordance with VHA Directive 1061: Prevention of Healthcare-Associated Legionella Disease and Scald Injury from Potable Water Distribution Systems, samples submitted from your facility were tested for the presence of various Legionella species, including Legionella pneumophila. Additionally, the following water quality parameters were measured at the time of collection: pH, temperature, and residual biocide.
Sample analysis was performed by the Laboratory at a minimum detection limit of 5 CFU/mL.
Engineering Standard ES-2019-001, Cooling Tower Water Systems, specifies the required actions based on the following bacterial thresholds:
1. Detection is less than 10,000 CFU/mL: Maintain water chemistry and biocide levels per the Cooling Tower Management Plan
2. Detection is at or more than 10,000 CFU/mL and up to 100,000 CFU/mL: Review treatment program and facility plan and revise as required; retest water within 3-7 days.
3. Detection more than 100,000 CFU/mL: Review treatment program and facility plan and revise as required; retest water within 3-7 days.
A table outlining the values recommended in Engineering Standard ES-2019-001, Cooling Tower Water Systems, is provided on the following page.
