All potential Offerors, subcontractors, and suppliers are strongly encouraged and expected to attend the pre-offer site visit.

BASIS FOR AWARD
EVALUATION CRITERIA
a) Offers shall be evaluated as follows: Price Only.
b) The Government will evaluate the lowest price offer to determine if the price is fair and reasonable for the work to be performed. To be considered fair and reasonable for the work performed, the evaluators will also check for appearance of unbalanced line item prices. If deemed necessary, the supplemental price breakdown information will be used to assist the Government in performing the price evaluation described above. Offers which are materially unbalanced as to prices for the basic requirement and the option quantities are not fair and reasonable. An Offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work. Offers submitted to the Government are considered confidential.
c) Offeror shall submit a complete and reasonable price. Offerors shall use the Attachment “Price Breakdown by Division” sheet to submit price breakdown by division. Offeror shall complete all columns: Material, Labor, and Total.
d) In addition, Offeror shall insert the total proposed project price in block 17 of SF 1442, solicitation.
e) Failure to submit a completed Price Breakdown by Division sheet and insert the total proposed project price in block 17 of the SF 1442 may result in a proposal being eliminated for award without further consideration or evaluation.
f) SF 1442 Offer page shall be completed, signed, and acknowledge all amendments either via entering data in block 19 of the SF1442 or completing blocks 15a, b, and c of the Amendment and attaching to the SF 1442 Offer page.
g) This factor will be evaluated by determining if price submitted is fair and reasonable.
h) The contract resulting from this solicitation will be awarded to that responsible offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering the evaluated pricing.
i) Prior to an evaluation of any offer received, a verification of the Veteran Small Business Certification database will be completed to ensure every offeror is still a certified Service-Disabled Veteran Owned Small Business (SDVOSB) under the NAICS code 236220 Commercial and Institutional Building Construction.

(ii) [X] General construction. Cost of materials are excluded and not considered to be subcontracted.
(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.

(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.
(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement.
