About this file
This document is an Amendment (0002) to a Request for Quote (RFQ) for HUD-VASH Housing Support Specialist Services issued by the Department of Veterans Affairs Network Contracting Office 21 for services at 250 Kearny Street in San Francisco. The amendment provides clarifications and answers to vendor questions, including key details about staffing and facility requirements: contractors must provide 24/7 coverage with two specialists per shift across three 8-hour shifts, totaling 17,472 work hours annually, with a supervisor always available. The services will be performed exclusively at the 250 Kearny Street location, and no separate facility is required.
The amendment also clarifies that no clinical credentials are mandatory for staff, and the contractor will provide all personnel. Vendors are instructed to submit pricing only in Volume 4 of their proposal and to disregard a previous pricing requirement in the technical submission. The solicitation (RFQ #36C26125Q0579) supports the San Francisco VA Medical Center HUD VASH Program, with questions to be submitted to the Contracting Officer, Austin Mitts, by 7/25/2025 at 12 PM PST.

Amendment 0002 – HUD-VASH Housing Support Specialist Services
Can the Government confirm whether the contractor is expected to provide a separate facility in addition to the existing 250 Kearny Street location for the performance of Housing Support Services? The contractor is not expected to provide a separate facility in addition to the existing 250 Kearny Street location for the performance of Housing Support Services. The services occur at 250 Kearny Street.
Section 4.2 of the PWS states the contractor must submit proof of ownership/control, certificate of occupancy, and other facility information. Is this requirement specific to 250 Kearny Street, or is the contractor expected to provide a separate facility? There is no separate facility, just 250 Kearny. If awarded, the Vendor will receive appropriate documentation of occupancy.
a. Is the proof of ownership/control and certificate of occupancy required to be submitted with the proposal if the place of performance is 250 Kearny Street?
No.
Will the VA or City of San Francisco provide access and control of the 250 Kearny Street facility for contract staff, or must the contractor lease or secure a separate space for administrative, operational, or staff support functions? There is existing space for administrative, operational, or staff support functions at the 2250 Kearny site.
Does the requirement for ADA access, co-occurring disorder support, and occupancy documentation apply to 250 Kearny Street itself, or to an additional facility provided by the contractor? Applies to the 250 Kearny Street site.
Can the Government clarify whether the "place of residence" referenced in Section 4.2 refers to Veteran housing units at 250 Kearny, or a separate facility the contractor is responsible for securing? Refers to the 250 Kearny Street site only.
For planning and pricing purposes, can the Government share the current contractor's staffing shift structure (e.g., hours per shift, number of staff per shift, supervisory coverage)? For a 12-month contract period, the contractor is expected to provide 24/7 coverage of the building with two specialists per shift = three 8-hour shifts per 24-hour period = 24hours x 2 specialists = 48 hours x 7 days in a week = 336 hours x 52 weeks = 17,472 work hours per year. A shift Supervisor is required at all times and the supervisor could work a shift as one of two required specialist per shift.
Volume 1 – Technical Submission, Requirement #8 requests that offerors “provide an overall price to provide these services”. However, a separate Volume 4 – Price is also identified in the solicitation. Can the Government please clarify whether the overall price should be included in both Volume 1 (Technical) and Volume 4 (Price), or only in Volume 4? Please provide your pricing only in Volume 4. Please ignore Requirement #8 under Technical Submission.
"How many clinical and non-clinical staff will be present on-site over the course of the 24-hour day?" The PWS says two staff must be present in the building on each of three shifts in a 24-hour period, so that is six staff persons to cover the building 27/7. There is also a requirement that a supervisor be available 24/7, and one of the two persons on shift at any given time may be the supervisor.
Can the gov't confirm that clinical staff will not be require from the vender? The required staff do not have to have any clincial credential or degree, so clincial staff are not required.
Will the clinical staff be provided by the VA? The contractor will provide the staff.
