PART II. EVALUATION FACTORS AND BASIS OF AWARD

BASIS OF AWARD

The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government, considering price and price related factors only.

The Government will evaluate the lowest price offer to determine if the price is fair and reasonable for the work to be performed. To be considered fair and reasonable for the work performed, the evaluators will also check for appearance of unbalanced construction division prices, per supplemental Attachment A - Price Breakdown. The supplemental price breakdown information will be used to assist the Government in performing the price evaluation described above. Offers that are materially unbalanced as to prices per construction division are not fair and reasonable. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices significantly overstated for other work. Offers submitted to the Government are considered confidential.

The responsibility determination will include the Offerors safety/EMR and past performance evaluations.
