About this file

This amendment modifies a solicitation for construction services. The Department of Veterans Affairs is seeking to correct entrance access and parking at the VA Mather campus in Sacramento, California. The amendment extends the proposal due date from November 30th to December 7th, 2023 at 1:00 PM Pacific time. It also provides responses to four requests for information, clarifying that a prime coat is required on the aggregate base, all light pole bases are below grade, an existing light post is shown for information only, and work may be completed during business hours with one lane of traffic maintained or after hours as necessary.

Angela M. Oppenheimer Contracting Officer The purpose of this amendment 0004 is as follows:

A. Extend proposal due date (from Thursday, November 30th, 2023) to Thursday, December 7th, 2023, 1:00 PM Pacific Standard Time (PST).

B. Respond to the following Requests for Information (RFIs):

13. Specification: Section 31 12 16, Asphalt Paving, 2.3 A.2. and 3.5 A. B. Indicate a prime coat and tack coat “where required” Plan Sheet C-901 Detail 11, Vehicular Asphalt Pavement Section does not indicate a “Prime coat” on the aggregate base. Will a “prime coat” of the aggregate base be required for this Project?

VA Response: Yes, it is required for this project. Prime coat is the base prep for the asphalt section (the detail) that sits above it.

14. Are all the light pole bases below grade?

VA Response: Yes.

15. E-111 shows a light post. What is needed to be done with this?

VA Response: Light post was called out to highlight existing conditions.

16. Will this work be all completed during normal business hours??

VA Response: Yes. Please refer to phasing plans sheets A102, 103. The VA is allowing the contractor to shut down the area shown phase 2 outlined in dashed line to complete this work as long as contractor ensures one lane of roadway/travel path is kept open and can pass along west side of the campus Hospital Loop and exit the west campus driveway. Our warehouse will be operating normally, and they receive shipments from semi-trucks sized vehicles. For all other work, one lane of traffic must be kept open for traffic on Hospital loop, including work near and around parking lot 3. Contractor may use after hours to complete work in the roadway, such as storm drain tie-ins, or asphalt paving, if they deem it necessary.
