Spec 2.3, dwg
FA001
In the spec 2.3 Fire Alarm it references match existing Simplex
FACP, on the drawing FA001 the new fire alarm panael system shall mathe the existing Honeywell Notifier. What is the existing fire alarm system? AE
The existing Fire Alarm system is Simplex.
Spec 22 40 00, dwg P001
Plumbing fixture schedule on drawing P001 calls out water closet P-101 as floor mounted while plumbing spec section 22
40 00 defines P-101 as floor mounted floor outlet. Which is correct? AE
The schedule and the specifications both identify the water closets to be floor mounted. The specifications are correct with bottom outlet.
Dwg 32PP108 When comparing the orientation of the SPS as shown on drawing 32PP108 with the orientation as shown on drawings
01ES101 and drawing 01TS101 and drawing GI003 it appears that the orientations do not match.
It is important to know which drawing shows the correct orientation because the plumbing piping is apparently shown as being connected to the wrong end of the temporary facility.
Please provide confirm that the orientation shown on the plumbing drawing 32PP108 is indeed the correct orientation.
AE
Orientation shown on 32PP108 provides a worst case piping arrangment for the unknown specific trailer to be provided as part of construction. For the orientation of the trailer shown on the 32PP108 drawing, plumbing connections are on the correct end of the trailer.
4 P-001
On sheet P-0001 it states plumbing fixture schedule however there is no model numbers for toilets, lav sinks, faucets, etc etc. In order to properly price fixtures this is information is necessary so that all potential contractors are bidding all the same.
Can additional information be provided detailing plumbing fixture model numbers and manufactures? AE
The specifications are performance based and product submitted need to meet the requirements.
5 32PP107
Notes 9 & 10 on drawing 32PP107 say to connect to plumbing in ceiling below. Plans provided for this bid do not show any plumbing in the warehouse ceiling. Please provide as-built plans or new plans showing intended point of connection for penthouse drainage. AE
The 4" sanitary line shown along B.5 is the extension of keyed note 10 routing high in the first floor of the warehouse. It will drop down to the basement level and route along the perimeter plan west to the corner at the wall then plan north connecting into the existing 4" sanitary leaving the building near A.5 in the basement. Approximately 25 feet of drop from the roof level to basement level and 65 feet of horizontal run in the basement ceiling. Revised drawing to follow.
01 00 00 pt
1.2D, 01 45 29 pt 1.1
Specification Section 01 00 00, Part 1.2-D states that the
Material Testing Laboratory shall be retained by the VA.
Specification Section 01 45 29, Part 1.1 states that the Testing
Laboratory shall be retained by the General Contractor. Will the VA clarify whether the Testing Laboratory will be retained by the VA or by the Contractor? AE
Testing shall be held by the GC.
01 00 00 pt 1.3, pt 1.6-I
Specification Section 01 00 00, Part 1.3, and Part 1.6-I, as well as Drawing Sheet GI003 describe the phasing model for this project. To ensure correct scheduling parameters and projected costs for the offeror, will the VA clarify how much time will be required for the VA to complete their various moves into different spaces once ready for occupancy? If it takes longer than the stated response by the VA to accomplish these moves, will that longer time be considered for contract modification to cover any costs that may be incurred by the
Contractor?
VA
This project inherently requires a high degree of construction coordination and accountability to the phasing portion of work.
VA requires the contractor to be able to establish a credible construction schedule to account for the various phasing aspects. Once a construction time line is established, the local
VA will make every effort to coordinate the construction schedule to its staff. If the local VA is the cause of a contractor's inability to remain on task with expected timeline
(within reason), the contractor would have every right to initiate the process to seek equitable damages via Contracting.
01 00 00 pt 1.3-
A1
Specification Section 01 00 00, Part 1.3-A1 describes the mobile SPS unit that will be placed at the east bay of the warehouse. The Drawings also depict this temporary SPS unit and depict the infrastructure that will be required for this unit.
It is not clear whether the VA will be providing the temporary
SPS unit or if it is the responsibility of the Contractor to provide this unit. Will the VA clarify who ill be providing the temporary
SPS trailer and if it is the Contractor, will the VA provide complete specifications and equipment required for this unit?
If the SPS trailer is being provided by the VA under separate contract will the VA verify that their trailer vendor will complete the delivery, set-up and utility connections to this trailer from the infrastructure provided by the Contractor?
AE
SPS trailer and associated connections to be provided by the
GC. SPS trailers are pre-loaded with equipment.

Specification Section 01 00 00, Part 1.18-A->C require the
Contractor to install electrical meters for chargeable electrical services and pay for this electricity at the prevailing rates charged to the Govt. Will the VA clarify if the Contractor will be required to install electric meters and pay for power for this project and if so, will the VA provide the current prevailing rate being charged to the Government?
VA
Per 1.18A, the government shall make all reasonable amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. We will do that. However, we do not know what pieces of equipment you intend on using to accomplish this contract. If you use a piece of equipment or machinery which exceeds what is considered a reasonable amount of our existing utility, then meters must be used to established power output and adherence of to the rest of the specification (A through C) will be expected. Further discussions can be discussed, if awarded the contract.
01 00 00 pt
1.26S-A
Specification Section 01 00 00, Part 1.26-A requires the
Contractor to engage a commercial photographer to provide photographic documentation for this project. Will the VA clarify if this will be a requirement for this project or will in-house produced photographic documentation be acceptable?
AE
In-house photographic documentation is acceptable.
01 00 00 pt 1.27 Specification Section 01 00 00, Part 1.27 requires the
Contractor to purchase a subscription to “Submittal Exchange” for a document management platform for this project. Will the
VA clarify if Submittal Exchange will be required for this project, or will another software platform currently being used at multiple VA locations be acceptable? If only Submittal
Exchange is acceptable, will the VA provide a Sole Source
Justification for this product? AE
Another software is allowed so long that the VA and the A/E have access to tracking RFIs/ Submittal / Schedules/ Meeting
Minutes/ Etc.
Will the VA clarify if the Contractors Site Superintendent, if duly qualified, may also serve in the roles of CQC and SSHO or will a separate individual be required for either of those two roles on this project? AE
The same individual may perform both roles if qualified.
01 00 10, 01 45 00
Specification Section 01 00 10 was provided to describe the requirements for Contractor Quality Control. Specification
Section 01 45 00 was also provided to describe the requirements for Quality Control but has differing requirements from Section 01 00 10. Will the VA clarify which Specification
Section will take precedence for Quality Control requirements?
AE
Section 01 45 00 takes precedence.
01 45 00 pt 3.2-
C3
Specification Section 01 45 00, Part 3.2-C3 requires that the
DQC Manager must be a Professional Engineer or Registered
Architect in the state of the construction project. Since this would add significant cost to this project, will the VA clarify if this will be required for this project? VA
This issue has significant cost implications to this project. Will the VA respond to this question in a subsequent Amendment?
VA's Official COR Response to RFI #14, Per 01 45 00 3.2
(C)(3), as long as the DQC Manager is a Professionally licensed engineer, this qualification is all that is needed.
Engineer does not need to be licensed solely in California.
01 35 26 pt 1.13 Specification Section 01 35 26, Part 1.13 requires that all employees assigned to this work site shall have a pre-placement tuberculin screening within 90 days prior to assignment. Will the VA clarify if this will be a requirement for this project?
VA
Will a subsequent Amendment addressing TB screening be issued?
The expectation will be for the prospective contractor to fully comply with 01 35 26.1.13 (TB Screening). Most of the construction work will be accomplished in the Main Hospital.
Our ICRA forms also screens for TB, with the intent that some of these workers will be in close proximity with patients/staff.
01 45 33 pt 1.1-
A
Specification Section 01 45 33, Part 1.1-A states that seismic design category D, E, or F will be performed by a representative of the Designer of Record. Will the VA clarify if the stated special inspections will be performed by the “DOR” or by the Material Testing Laboratory? If these inspections will be performed by the “DOR”, will this be a cost to the
Contractor? If a cost to the Contractor, will the VA provide a fee schedule from the Designer of Record contracted by the
VA? AE
Special inspections will be help by the GC and performed by the testing laboratory.
01 91 00 pt 1.4-

Work. Specification Section 02 82 13.13 – Glovebag Asbestos
Abatement was included in the Specification Manual but Part
1.1.2 – Extent of Work was left blank as to the quantities of contaminated ACM materials. The Campus Asbestos
Containing Materials Report included in the solicitation documents does not specify any locations of ACM for this project. Will the VA confirm whether asbestos containing materials are present in this project and if so, will the VA provide the extent of work abatement quantities for bidding purposes? Will the VA also confirm that any abatement requirements beyond the requested ACM quantities will be treated as a Differing condition? AE
The Contractor will be provided with the most current Asbestos survey drawings which are dated 2012. The extent identified on these (areas that are within the are of project work) can be used for bidding purposes.
02 41 19 pt 3.1-
B
Specification Section 02 41 19, Part 3.1-B requires an engineering survey of the condition of the building be performed to determine whether removing any element might result in a structural deficiency or unplanned collapse. Was this engineering survey already performed, or will be performed by the Structural Engineer of Record (hired by the
VA) or does this requirement intend to mean that the
Contractor must hire a Structural Engineer prior to demolition to complete this Survey requirement at the Contractors cost?
AE
There are no structural framing members called out to be demolished as part of this project. Therefore this item does not apply.
01E-601 The Drawings call for new Transformer T-SPS1. The single line diagram on sheet 01E-601 shows the new transformer medium voltage feed connecting to new load break junctions in
MH-F2 and the MV supply to MH-F2 coming from the existing
12.47 KV switchboard in Building 19. This line diagram does
not show what circuit in Building 19 is feeding the conductors in
MH-F2. Will the contractor be required to provide any temporary power for the electrical shutdowns to install the new
Transformer T-SPS1? AE
Yes, there needs to be provision for temporary power in the shutdown/install process. Additionally, in Bldg 19, the switchboard section 1-lower should be the feed to the xfmr.

ARCH
Structural Drawing S-510, Details 1 & 2 depict fireproofing that needs to be removed to add additional required structural support. The detail notes state to refer to Architectural
Drawings for new fireproofing requirements but nothing is found in those Architectural drawings regarding the fireproofing requirements. Will the VA provide complete clarification for fireproofing requirements and also provide the related
Fireproofing Specification Section? AE
The existing steel structure is 3-hour fire protected by concrete cover. If the concrete cover is removed to make steel connections, it must be replaced by spray applied fire resistive material in a thickness as required to meet a 3-hour fire resistance rating. Basis of Design product: Cafco 300/Isolatek
300. Maintain a 3-hour fire resistance rating.
PP601 Drawing Sheet PP601 depicts the RO system Brine Tank &
Softener Tank as being VA provided and VA installed.
Typically, this equipment comes as accessories to a complete
RO System. Will the VA clarify whether these two pieces of equipment will be VA provided / installed or whether it ill be the
Contractors responsibility to provide and install with the required RO System? AE
These tanks are to be provided by the contractor with the rest of the RO system.
Plumbing Schedule on drawing calls out FD-C4 as a floor drain having a 4” drain. However, in many instances shown on drawings 01PP-001 & 01PP103, FD-C4 is shown with a 2” drain pipe.
Please clarify the drain size of FD-C4
Fixture schedule on P-001 calls out FD-R4 as a 16x16x7 floor sink, but spec section 22 13 00 states Type R floor drain (FD-
R) shall be 8” round or 8” square. Which is correct?
AE
Revised drawing to follow. Some will be 2" floor drains and some will be 4".
FD-R4 will be 8" round.
1. Please confirm there are no hazardous materials requiring abatement outside of those materials noted for abatement in the solicitation.

P001, PP601 & 01IN421 all show differing information regarding A1195 3-bay clean-up sinks.
01IN421 says they are all new. PP601 says one is to be relocated. 01IN421 says three are to be 115” while the 4th is to be 96”. PP601 says three are to be 3-bay while the 4th is to be
2-bay.
PP601 says all shall be contractor provided/contractor installed. 01IN421 says all shall be VA supplied and contractor installed.
P001 shows these sinks (callout P-533) in the plumbing fixture schedule, indication the plumber is to provide these. Spec section 22 40 00 also includes a full specification for these sinks. Plumbing drawing 01PP103 shows these sinks with the callout tag P-533.
Please clarify:
Who shall provide these sinks?
How many new sinks will be included? How many relocated?
Please verfify sizes of these sinks.
AE
Clarification: In Decontamination 3A08C: VA will provide contractor 1 new- 3 bay sink A1195 to install and connect
(right sink on south wall). VA to provide the 2 existing 3 bay sinks to contractor to install and connect. The new sink shall be
A1195 IS 115"wide size.
Plumbing fixture schedule on drawing P-001 calls out showers as P-712/P5040 SHOWER WALL MOUNTED, HOSE SPRAY.
When reading the plumbing specs for more information we are told that shower stalls shall be one piece one piece acrylic complete with fold up seat and stainless steel grab bars.
However, spec section 10 21 16 says that showers will consist of a floor receptor with solid surface walls. Div. 10 items are not normally provided by the plumbing contractor.
Please clarify the requirements for the 2 shower units as seen on drawings 01IN431 and 01PP103
AE
Shower unit to be the Division 10 spec, the controls, shower head, connections and drain to be provided by plumbing contractor.
There is a bridge corridor on the 3rd floor between Building 1 and Building 32 shown on several sheets including 01AD101.
The only work I have found that is called for in this area is some ductwork demo on sheet 01MD102.
During the site visit it was observed that there is an existing
RO system on the bridge corridor that serves the existing SPS.
It is unknown if this also serves any other parts of the hospital.
What are the VA’s plans for this RO system and the associated electrical and controls?
AE
That RO System is a contracted item with the VA and will be removed by Evoqua and coordinated by the VA.
Is the VA utilizing any Pneumatic controls in the SPS Area or is there any that pass through the area that will need to be kept in service for control operations in other parts of the hospital?
AE
There are existing pneumatic controls that pass through the
SPS area to be maintained.
Note 10/01AD101 and note 1/01A-101 call for the existing lift enclosure roof access ladder to be relocated from the West side to the North side.
During the site visit it was observed at the B32 rooftop, that the lift doors extend almost the full width of the North side of the enclosure and there is also an awning that extends as far which will not allow for the ladder to be relocated as called for without obstructing access to the lift.
AE
The note will be revised to indicate that the existing ladder is to be removed, and a new ladder is to be provided and installed.
The exact location for the new Roof Ladder will be determined in the field during construction.
Note 6/01AD101 and note 19/01A-101 call for the existing B32 roof access ladder to be relocated to the North side of the
Warehouse.
During the site visit it was observed that this ladder only reaches the 2nd floor and once relocated to the North side of the Warehouse, will not reach ground level.
AE
The note will be revised to indicate that the existing ladder is to be removed, and a new ladder is to be provided and installed.
The exact location for the new Roof Ladder will be determined in the field during construction.
During the site visit it was observed that the building 32
Parapet wall, at the peak of the rooftop, only extends 30” above the rooftop. This creates a safety hazard both during construction and once occupied for staff accessing the rooftop and the penthouse. OSHA requires the top edge of a guardrail system or equivalent members be 42” +/- 3” above the walking-working surface. VA
The project will include the addition of a modular safety guardrail on the roof of Building 32 (of a type that does not penetrate the roof membrane). Clarification will be made in the upcoming Addendum.
Request clarification on the addition of a modular safety guardrail on the roof of Building 32 (of a type that does not penetrate the roof membrane).
See sheet GI003.
01PP103, 22 40
Plumbing schedule callout item P-808 is a drain outlet box.
When reading the specs, it is described as a washing machine drain & supply box complete with 110 duplex outlet and 220
Dryer outlet. Specs also say to mount this unit at 44” AFF.
When looking at the plumbing floor plan, 01PP103, it appears as if they intend to use these boxes to supply & drain the 3-bay decon sinks (P-533). The drain for these sinks is low & fixed, because the sinks have adjustable height. The drains will tie to the in-wall plumbing with hard pipe.
Please clarify the purpose of these washer boxes.
AE
Electrical receptacle/outlet and water connections not to be included with P-808, only waste connections as wall drain boxes for 3-bay sinks. Revised spec to be provided with addendum.
38 28 13 00, 2.2
Specification Section 28 13 00, Part 2.2 requires the Security
Management System to match existing. The VA did not provide information on the existing system. Will the VA provide the manufacturer, model number, and available add on capacity for the existing SMS, Physical Access Control, and
Video Surveillance systems? VA SMS information is not provided at this moment.
Will a subsequent Amendment addressing the SMS information be issued? No additional addendums will be provided at this time.
During the site visit we requested access to see inside the
Building 32 Basement Pharmacy Cache area and the
Generator Yard and Building 19A area, however, access to these areas was not available during the site visit. Is it safe to assume that the existing conditions at these areas is in workable order and that we should not expect anything out of the ordinary or that hasn’t been shown on the drawings? AE
There are provided pictures of existing conditions in the electrical drawings. However, keep in mind that there are many projects and work being done at this campus at any one time, and the time of the site visit is not current. The contractor will still be required to do their own survey to assess current conditions.
01ES101, M-
Drawing 01ES101 keynote 13 calls out to See sheet M-901 for connector bridge information. The drawing set included with this solicitation does not include sheet M-901. Will the VA be providing Sheet M-901 with connector bridge information? AE
No. Refer to 01M-301 for routing location of the bridge connector.
41 PP601, P-001
The equipment schedule on drawing PP601 indicates that the water softener system will be supplied by the VA & installed by vendor. The schedule also indicts the RO system will be supplied & installed by the contractor.
The softener pretreatment skid is part of the entire RO system and is included in the PACKAGED REVERSE OSMOSIS
WATER SYSTEM SCHEDULE found on drawing P-001.
Please confirm the plumbing contractor is NOT to purchase or install the softener skid, but IS to purchase & install the rest of the RO system in the mechanical penthouse. AE
These tanks are to be provided by the contractor with the rest of the RO system.
01IN001, 09 06
Drawing 01IN001 calls out several rooms as having RSF-1
Floor and RSFB-1 Base, however this code is not listed in the
Finish Abbreviations nor is it specified in Specification Section
09 06 00 Schedule For Finishes. Will the VA specify the details for the floor and base finishes abbreviated as RSF-1 and
RSFB-1? AE
RSF-1/RSFB-1 should say WSF-1/WSFB-1 IN 3A15L AND
3A15Q
01AD101,
01IN001
At Corridors 3A-3 and 3A-4, sheet 01AD101 keynote 11 calls to remove the existing wall covering and prep for new paint finish and keynote 18 calls to remove the existing handrail, bumper rail and base. On sheet 01IN101 keynote 4 calls to Patch to match existing base, paint, handrail and crash rail. On sheet
01IN001 the finish schedule calls for new rubber base and paint on the walls but under remarks calls to patch base and walls to match existing and wall protection handrails and crash to match existing and extend as necessary. In the specification section 09 06 00 Schedule for Finishes, Corridor handrail and crash rail is specified as being material PETG by manufacturer
Inpro in Sharkskin color. Majority of Corridor 3A-3 existing wall finish is wall paper. Will the VA clarify if we are to remove all the existing wall paper and finish and paint the wall or patch the wall to match the existing including wall paper and if we are to provide new handrail and crash rail or replace the existing and patch in with new as necessary and if so, will the VA provide the exact manufacturer, style and color of the existing? AE
Patch all existing wall protection due to renovation for infill, doors, and newly created doors. Infill new wall protection as to match existing style and color. VA to provide wallcovering to match or find close match. New base to be provided to match.
8/32A301, 11/01A-601
Detail 8/32A301 shows a wall section for the Penthouse and does not indicate any interior gypsum board or insulation besides that with the EFIS system. Detail 11/01A-601 shows a jamb detail at the Penthouse door and indicates in wall insulation and interior gypsum panels. Will the VA clarify the wall details for the exterior walls of the new Penthouse on the rooftop of B32 Warehouse? AE
Detail 8/32A301 is correct - there is no interior gypsum board or insulation (besides the EIFS) at the penthouse walls.
45 01IN42
Sheet 01IN42, Scope Staging Room 3A02C next to the M3160
Scope Cabinet is an unidentified piece of equipment. Please provide the equipment information; VV, VC or CC.
AE Entire unit is M3160.
46 01-A-101
According to sheet 01A-101, South Corridor SSA2 wall type calls out for a new furred 1 Hr.- Fire Separation wall next to the existing Corridor wall. SSA2 1A wall type on sheet A-002
Partition type describes a layer of 5/8” sheetrock between the existing wall and new furred wall, with 1” Shaft board on the north side of wall. Is it acceptable to install new 5/8” drywall on existing sheetrock; attach studs and track per detail then install
1” shaft board to the north side of the wall. This occurs at north, south, east & west walls that line the corridors.
AE
The assembly as shown in the SSA2 wall type will provide a 1 hour fire resistance rating. The contractor has the option of building the assembly with either the 5/8" gyp side or the 1" panels side up against the existing corridor wall.
Can Fresno VA Medical Center provide a recent water report for the domestic cold water?
VA
Clarification of request is needed. What is the purpose of this request? Which domestic water report are you requesting?
The mobile SPS unit depiction on GI003, 01ES101, and
01TS101 appear mirrored from the model provided on
32PP108. Can the correct orientation be confirmed? AE
The trailer orientation shown on Sheet 32PP108 is correct.
G1003 will be updated in the upcoming addendum.
Is there a preferred interface between the facility and the mobile SPS unit? Should the provision be made for a raised walkway / corridor be included connecting the unit doors to the loading dock? AE
The contractor should provide a raised walkway platform connection to the temporary SPS trailer with a ramp leading down to grade level. The platform and ramp should include a guardrail and can be constructed of treated 2x wood materials.
This item will be clarified in the upcoming addendum.
Clarify the raised walkway platform connection to the temporary SPS trailer with a ramp leading to ground level. The platform and ramp should include a guardrail and can be constructed of 2x wood materials. See sheet GI003.

If the mobile SPS is able to provide its own RO water for operation would this allow the phasing to begin phase 4 and 5 before completion of the penthouse construction in phase 2? AE
Contractor is required to coordinate with the VA to generate a project schedule. Phases 4 and 5 cannot start before the mobile SPS is in place and operational.
Does the mobile SPS need to accommodate any additional facility provided equipment which is not listed on 32PP108 which is currently being used in the SPS department such as an AER (Automated Endoscope Reprocessor), Endoscopic drying cabinet, desktop ultrasonic cleaner? If yes, can the specs for this equipment be provided for evaluation to be accommodated? AE
The Steris mobile SPS trailer is a package unit that comes with the equipment.
It appears in 32PP108 that the mobile SPS unit impacts two receiving bay doors. Is it acceptable to block both doors entirely? AE
No, it is not acceptable to block both doors entirely. The mobile
SPS is to be positioned as far right as possible to minimize impact on the middle receiving bay.
A railing is shown beneath the expanded mobile SPS unit. Is it acceptable to remove this railing or is it preferred to adjust the mobile SPS unit position to avoid this removal? AE
Railing to be removed and replaced after the temporary unit is removed.

The plans state work for the 2nd floor shall be isolated to the ceiling area and shall be performed during off hours or weekends.
My question work for the second floor ceiling area, has the design team and the VA team take into consideration that work in this area is going to be extensive and intrusive? Meaning I’m assuming the second floor area where work is needed to be performed has a T-bar grid system where ceiling tiles can be removed and reinstalled quickly. I’m assuming the ceiling is a
T-Bar ceiling system since we never were shown the 2nd floor which was very important that we should’ve been shown this area. Allow me to further explain, if the celling is T-bar how would the plumbing contractor and possibly other trades like structure steel contractor perform demo work and remove piping piping and installing new piping without affecting the T-
Bar grid and perhaps even dismantling certain parts of the T-bar system and not being able being to replace it as the way it was before in time for the morning VA shift staff to arrive.
Any now maybe there’s a simple answer however I’m not seeing it. For one thing I do know, it’s important that contractors be shown the 2nd floor and in the ceiling area or at the very minimum we are given pictures of this area and in the ceiling area plus some direction on how to treat the ceiling gird on daily basis since the plumbing demo and new work will take several weeks to complete.
